PSD in final stages of work-from-home study for govt servants

KUALA LUMPUR: The Public Service Department is currently in the final stages of a study to provide flexibility to civil servants who need to work from home. PSD director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz said the department also looked comprehensively at the types of relaxation that could be given and the methods of implementation. "The department always listens to the complaints of civil servants... we cannot feel comfortable with what we have now, but we need to be dynamic and always look at how to provide comfort to them. "That is why we are in the final stages of a study to see in terms of work flexibility, not necessarily working in an office. "Maybe this can be seen in terms of the needs of civil servants, for example for pregnant women, they have a need not to work in the office," he said. Wan Dahlan said this after the Bicara Figura programme at the Rubber Industry Smallholders Development Authority headquarters here, today. He said Malaysia's working culture remains traditional compared to more advanced nations, adding that there was a need for the department to support civil servants who need to work from home. "What is most important (in implementing the work from home policy) is the mindset of department heads... some don't really believe that their employees are working but are doing other things. "If such a policy is to be implemented, key performance indicators (KPIs) must be introduced. Apart from that, we can set a five-day work week where, for example, only three days are (for the civil servants) to work at home, the other two days at the office. "Through KPIs, employees (who work from home) must present their work outcomes to their respective department heads," he said. On the work from home policy in conjunction with the upcoming Asean Summit this month, he said some requests have already been approved through applications submitted by individual department heads. He said the policy was provided for under the Human Resources Service Circular (MyPPSM) Section SR.4.1.2, which aims to strike a balance between the agency's operational needs and the welfare of officers, including work-life harmony. "This is not something new. For instance, during the Covid-19 pandemic, civil servants were also allowed to work from home, although at the time it was more strictly regulated and they had to work from a registered home address. "But now it has been relaxed. For example, they can work from anywhere, including a family member's residence. "Most recently, in the case of the gas explosion in Putra Heights, affected officers were allowed to work from a relative's home due to the disaster making it difficult for them to report to the office," he said.

PUTRAJAYA: Civil servants who may be affected by traffic congestion in conjunction with the ASEAN Summit scheduled for this month are advised to apply for Work From Home (WFH). According to the Public Service Department (JPA), in line with the MADANI Government's commitment to strengthening the well-being of the people and the continuity of public services, the WFH policy for civil servants will continue to be implemented flexibly, subject to the current regulations. It said the WFH policy provided through the Human Resources Service Circular (MyPPSM) aims to create a balance between the agency's needs in ensuring the continuity of duties and their needs in terms of well-being and work-life balance. 'Eligible civil servants are advised to contact their respective Heads of Department for appropriate consideration,' read a statement issued todasy. It said that all department heads have been authorised to consider applications to WFH for the workforce who may be affected by the traffic congestion in conjunction with the holding of the ASEAN Summit and related programmes scheduled throughout this month. According to PSD, the move is among the MADANI Government's initiatives in prioritising a resilient and caring governance. It is in line with the MADANI core values, such as well-being, kindness and efficiency in public service delivery. However, it said, the implementation of the WFH policy must be guided by the procedures and conditions outlined in MyPPSM. The 2025 ASEAN Summit is scheduled to be held at the Kuala Lumpur Convention Centre (KLCC) on May 26 and 27. Malaysia as the ASEAN Chair this year will host the 46th ASEAN Summit which is expected to bring together about 20,000 participants, including heads of state, delegates and officials from member countries as well as dialogue partners such as China and the Gulf countries.

KUALA LUMPUR: All local authorities (PBT) are required to establish an Integrity Unit (UI) by August 31 as part of ongoing efforts to strengthen administrative integrity. The Malaysian Anti-Corruption Commission (MACC), in a statement today said as part of measures to streamline the reporting structure, all liaison officers (LO) serving in PBTs are now required to report directly to the UI at the State Secretary's Office (SUK), instead of to the local council president. 'This approach is aimed at enhancing reporting autonomy and governance transparency at the state level,' read the statement posted on MACC's official Facebook page. MACC added that the matter was among the decisions made during the National-Level Governance Committee (JTK) Meeting held yesterday at the Putrajaya International Convention Centre (PICC). The meeting, chaired by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar, also emphasised the need for compliance with the MACC Report (LSPRM}. The KSN's office will issue reminder letters to ministries and state governments that have yet to act on the recommendations made between 2017 and 2021. In addition, the Public Service Department has been instructed to review several key sections of the Human Resource Management Services Circular (MyPPSM), including those related to accepting external sponsorships for smart partnership programmes, as part of policy improvements to enhance transparency and integrity. The Ministry of Finance has been requested to consider adopting the 'Do's and Don'ts' Procurement Implementation Guidelines prepared by the National JTK Secretariat as an official reference, and to issue them as a circular to be distributed and applied across all agencies. According to MACC, the KSN also reminded all secretaries-general (KSU) to promptly report any known corruption cases in their respective ministries, as this serves as a key indicator under the Demerit Performance Evaluation System (DEEP), in line with Malaysia's aspiration to strengthen its anti-corruption culture.
