Mizoram tops literacy charts, becomes 1st fully literate state

Aizawl: Mizoram has officially been declared a
fully literate state
, marking a historic milestone in India's educational journey.
Chief minister Lalduhoma
made the announcement on Tuesday at Mizoram University Auditorium in Aizawl, alongside Union minister of state for education Jayant Chaudhary.
This achievement, realised through the
Understanding of Lifelong Learning for All in Society
(ULLAS) initiative, makes Mizoram the first state in India to achieve full literacy, surpassing the ministry of education's benchmark of 95%. The state now boasts a 98.2% literacy rate, a significant leap from its 91.33% recorded in the 2011 census.
The success stems from the
New India Literacy Programme
(NILP), which identified 3,026 illiterate people, of whom 1,692 were willing learners. A dedicated team of 292 volunteer teachers, including students, educators, and resource persons, played a crucial role in achieving this milestone.
Their commitment reflects the Mizo cultural value of Tlawmngaihna — altruism and selflessness.
Chief minister Lalduhoma emphasised that this achievement is not the end but the beginning of a new era of empowerment. The state now aims to expand literacy beyond basic reading and writing, incorporating digital, financial, and entrepreneurial skills to ensure holistic education for all.
Mizoram's literacy journey sets a precedent for other states, demonstrating the power of community-driven education and government collaboration.

Mizoram, which became the 23rd state of India on Feb 20, 1987, covers a geographical area of 21,081 km (8,139 sq mile). As per the 2011 census, the state recorded a literacy rate of 91.33%, ranking third in the country. Building on this strong foundation, the Understanding of Lifelong Learning for All in Society (ULLAS) or Nav Bharat Saksharta Karyakram (New India Literacy Programme - NILP) was implemented to identify and educate the remaining non-literate people.
With implementation of the ULLAS/NILP, the state now stands first in literacy rate in the entire country at 98.2% due to concerted efforts made by the 292 volunteer teachers. State education department officials said that as per the evaluation of ULLAS, Mizoram has been declared as a full literacy state.
Under ULLAS, literacy has been redefined as "the ability to read, write, and compute with comprehension, i.e., to identify, understand, interpret and create, along with critical life skills such as digital literacy, financial literacy, etc."
