Chhattisgarh's ‘Nava Raipur' becomes first ‘debt-free' modern planned city

RAIPUR: A modern hi-tech new capital region 'Nava Raipur' of Chhattisgarh, is said to have become the first fully debt-free city in the country. An independent nodal agency, Naya Raipur Development Authority (NRDA), created in 2006, with a mandate to build a smart city, 'Nava Raipur' has repaid the entire outstanding debt of Rs 1,788 crore borrowed from the Centre and the nationalised banks. Nava Raipur, about 20 km from the old Raipur city, has been uniquely designed from scratch, and developments are being carried out in a phased manner, as the state government is vying to bring the PM Narendra Modi's vision of 'Developed India @2047' to completion. The officials attribute the attained milestone to the financial prudence, policy-driven governance and transparent administration of the state government. 'The significant accomplishment is expected to accelerate the pace of infrastructure development and the execution of new projects in the modern, swanky and meticulously planned capital of Chhattisgarh', said Vishnu Deo Sai, chief minister. The NRDA had availed substantial loans for its development, primarily for land acquisition, construction of roads, government buildings, and other institutions. However, the burden of debt and the consequent interest payments had strained the Authority's cash flow. "Through financial discipline, transparency, and strategic planning, we have ensured not only debt relief for the Authority but also charted its course towards self-sufficiency and new heights of development," the CM added. The state government is striving to transform Nava Raipur into a modern, employment-oriented city with world-class amenities, with upcoming significant private investments. The state government, through the third supplementary budget of 2024–25, allocated Rs 1,043 crore to the Nava Raipur Atal Nagar Development Authority (earlier known as NRDA) along with additional funding for industrial areas, thus strengthening revenue channels. With the debt cleared, all properties of the Authority are now unencumbered, facilitating easier transactions and commercial utilisation. It will enable faster implementation of infrastructure projects, public services, and new initiatives like a hub for medical tourism, textile and emerging as a major centre for the modern IT sector. Nava Raipur is poised to become the new growth engine of Chhattisgarh's economy. The region already has the third-largest international cricket stadium in India.

LAWAS (April 22): Sarawak Deputy Premier Datuk Amar Awang Tengah Ali Hasan has urged authorities to immediately resolve the water supply issues affecting the dormitory block and new teachers' quarters at Sekolah Kebangsaan (SK) Ulu Merapok. He expressed his frustration that the issue remains unresolved despite having raised it since last year. 'I was briefed by the Rural Water Supply Department (JBALB) after we increased the capacity of the water plant in Merapok to two million litres per day (MLD). 'The distribution pipes have been fully installed and I understand that it should have been completed not this year, but last year including the Mini Service Centre and surrounding villages. So this matter must be explained by the JBALB why it is still pending,' he said. He said this when attending the Ulu Merapok Zone Aidilfitri Reception Ceremony at the Ulu Merapok Mini Service Centre, here on Monday. Also present were Awang Tengah's wife Datuk Dayang Morliah Datuk Awang Daud, Lawas Member of Parliament Dato Henry Sum Agong, Political Secretary to the Sarawak Premier Awangku Jinal Abedin Dato Pengiran Jawa, Limbang Division Resident Yunus Tambi and Northern Region Development Agency (NRDA) Director Datu Ubaidillah Latip. Meanwhile, Awang Tengah, who is also the Minister of Natural Resources and Urban Development and Minister of International Trade, Industry and Investment of Sarawak, said that RM160 million had been allocated under the Northern Region Development Agency (NRDA) for the improvement of school buildings and educational infrastructure in Limbang and Lawas. He said that the move was among the Sarawak government's ongoing efforts to strengthen the education sector for children in the northern part of the state. In addition, he called on all heads of departments, agencies, and implementing bodies to provide accurate and honest input when planning development projects. 'It is important that the implementation of projects delivers maximum impact to the people and avoids waste or mismanagement of public funds,' he said. He urged department heads not to follow superiors blindly and instead speak up when necessary. 'We have the right to offer input. For example, we know the current SK Ulu Merapok site floods multiple times a year. If there are plans to build a new block, we should propose a more suitable location. 'If the budget is insufficient for full development, don't waste funds. Start with one block and develop in stages. It is our responsibility to make meaningful recommendations,' he added. Franklin County Schools may switch to four-day school week to attract teachers

FRANKLIN COUNTY, Fla. (WMBB) – The Franklin County School is considering transitioning to a four-day school week for students beginning in August 2025. The goal is to bring in qualified teachers to the area. 'We want the best and brightest teachers to come to Franklin County, to live in our community, to be paid a high salary, and to teach our students,' Superintendent Steven Lanier said. Bay County wraps up NRDA artificial reef project The current starting teacher salary is $44,000 but the school is starting negotiations for that to change. 'We're looking at starting teacher pay to be around $53,000. So with a high starting salary a high and the opportunity to have a four-day school week, why in the world would you not want to come to Franklin County,' Lanier said. The pay raise has to be approved by the school board. There are currently 70 teachers working at the Franklin County School and the Apalachicola Bay Charter School. With 1,200 students in Pre-K through 12th grade. The school superintendent believes the change would improve the graduation rate and increase enrollment. They're asking the community to weigh in on the issue before making a decision. They've prepared an online survey to measure the interest and determine the pros and cons. 'The survey so far have been very positive. People are in favor of a four-day week because it'll help hopefully bring more students to Franklin County. I'll afford them opportunities that they have never had before,' Lanier added. The 4-day workweek would only apply to teachers and students. The district office employees will maintain a 5-day work week. The Florida Department of Education mandates students to spend 1500 minutes at school per week. The school is looking to add 30 to 45 minutes per day onto the schedule. They are still deciding if the day off will fall on Friday or Monday. But having a workday off could impact students with working parents. 'The only negative effects I've heard so far from the surveys are parents that both their parents work with their single parents and they work because they're wondering what they're going to do with their children on that off day,' Lanier said. 'Rural Renaissance' bill to benefit counties in the Panhandle The school district will hold a series of meetings, starting in April to hear from the receiving public input, they will come to the school board with a recommendation.
