HC stays floor test of Mizoram LADC chief amid legal dispute
1 2 Aizawl: The Aizawl bench of Gauhati High Court on Thursday stayed the vote of confidence scheduled to be taken up on Friday in the session of the Lai Autonomous District Council (LADC) when chief executive member (CEM) N Zangura , appointed by the Mizoram governor Gen VK Singh on April 30 and notified on May 2, is set to prove his majority on the floor of the council. Gauhati High Court judge Justice Nelson Sailo ruled that the notification issued by the govt on May 8 is stayed. "Having regard to the fact that floor test in respect of respondent No 5 (N Zangura) is scheduled to be held on 16.05.2025 and at the same time, considering the fact that the respondent No 5 was appointed on 02.05.2025, on which date, the appointment of the petitioner subsisted as the CEM, LADC, it is hereby directed that until the next returnable date, the impugned Notification dated 08.05.2025 shall remain stayed," the judge ruled. Additional secretary to the governor, Joseph Lalrinawma, issued a letter to the chairman of LADC on May 8, categorically saying the governor is pleased to extend the time line for proving majority in the LADC till May 16. The decision of the governor was challenged by V Zirsanga , leader of the Zoram People's Movement (ZPM) legislature party, who was appointed by the governor as CEM of the LADC with effect from Feb 24. All 3 ADCs will be ruled by BJP: Mizoram party prez
Aizawl: Mizoram BJP unit president Vanlalhmuaka on Sunday said with the installation of an executive committee led by BJP member of district council (MDC) in the Lai Autonomous District Council (LADC), all the three autonomous district councils (ADCs) in the state will be ruled by the saffron party. Vanlalhmuaka told TOI that N Zangura of BJP, designated chief executive member (CEM) of the LADC, is most likely to be sworn-in on Tuesday. Mizoram governor Gen VK Singh, who appointed Zangura as CEM, directed that he should prove his majority on the floor of the council within 10 days from April 30. "We have already formed executive committees in the Mara Autonomous District Council (MADC) and the Chakma Autonomous District Council (CADC) earlier. Though the LADC will be a coalition executive committee, it will be a BJP-led executive committee," he said. Vanlalhmuaka added that BJP is concentrating on development and real development will be ushered in the three autonomous district councils.

LADC chairman cries foul over CEM appointment, questions guv
1 2 Aizawl: Lai Autonomous District Council (LADC) chairman T Zakunga , while stopping short of accusing the Mizoram governor Gen VK Singh of making an unconstitutional decision, has asked how N Zangura can be appointed as chief executive member (CEM) of the council while the executive committee led by present CEM V Zirsanga is still in place. Zakunga also asked how two CEMs can be in the autonomous district council simultaneously. Zakunga, the lone BJP member of district council (MDC) elected in 25-member LADC polls held in 2020, recently joined the Zoram People's Movement (ZPM) and was elected as the council's chairman in late March. He said V Zirsanga, who joined the ZPM from the Mizo National Front (MNF), was sworn-in as CEM on Feb 27. Zakunga said the ZPM executive committee headed by CEM Zirsanga is still in power in the LADC and yet to be dissolved. "It is difficult to understand why a new CEM is appointed while the ZPM is still in power," the LADC chairman said. BJP state leaders, however, said the narrative that there are two CEMs in the LADC is a political game to misguide the people of the council. They argued that the ZPM executive committee headed by Zirsanga failed to prove its majority in the council within the stipulated time set by the governor. The governor also censured the ZPM executive committee for presenting and passing the council budget without proving its majority in a vote of confidence. "The governor has no alternative as the 13 UDA MDCs along with the lone Congress MDC appeared before him on April 23 at the Raj Bhavan and staked claim to form the next executive committee in the LADC, which clearly shows that the ZPM has lost its moral right to rule the council," the BJP leaders said. The newly-appointed CEM Zangura has to prove his majority on the floor of the council on or before next Saturday, as the governor instructed that a vote of confidence should be undertaken within 10 days of the CEM's appointment. On the Lai Students' Association (LSA) demand for the dissolution of the current 11th LADC and that no executive committee should be formed by any political party, Zangura told TOI that there are forces instigated by some political parties against the BJP-led executive committee coming to power in the LADC. "This is neither dirty politics nor using the CEM post as a musical chair, but the people of the LADC want development and the BJP is the only party that can fulfil the dreams of our people," he said.

LSA leaders urge Mizoram guv to dissolve current LADC
1 2 Aizawl: Lai Students' Association (LSA) leaders on Wednesday said they have submitted a letter to Mizoram governor Gen VK Singh on Tuesday, asking him to dissolve the current Lai Autonomous District Council (LADC) and make arrangements for fresh elections before the scheduled election to the 25-member LADC in Nov. Talking to media persons in southern Mizoram's Lawngtlai town, LSA president K Lalhuliana said there could not be any stable administration in the 11th LADC due to repeated toppling games played by unscrupulous politicians glamouring only the top positions. He said the lack of stability in the council and repeated ouster of executive committees have harmed the development of the people within the LADC. The LSA received information that horse-trading has been going on among the members of district council (MDCs) for the formation of a new executive committee in the LADC. Sources in the Aizawl Raj Bhavan said the governor had approved the appointment of N Zangura, recently elected leader of the United Legislature Party (ULP), as chief executive member of the LADC on Wednesday. He had sent the file to CM Lalduhoma. However, another ZPM MDC Tuturu Singh, who was to be officially inducted to the BJP in Aizawl along with Zangura, allegedly changed his mind after meeting ZMP leaders at Lunglei town while proceeding towards Aizawl on April 23. Zangura said with MDC BN Thangpuia, who was inducted to the BJP on April 25, the ULP led by him still has the support of 13 members to form the next executive committee of the LADC without Tuturu Singh. There has been a change of guard for four times during the 11th term of the LADC since election was held in Nov 2020.
