38 Arrested Over 'Beef Head' Incident In Assam's Dhubri, CM Vows Strict Action Against Culprits

Last Updated: The trouble began on June 7, a day after Eid al-Adha, when a cow's severed head was discovered in front of a Hanuman temple. In response to the rising communal tensions following reports of desecration of a Hindu temple in Assam's Dhubri district, Chief Minister Himanta Biswa Sarma said that the police have arrested 38 people. The police have arrested 38 people in an overnight crackdown after the 'beef head" incident, Sarma said in a post on X. The Assam Chief Minister also issued shoot-at-sight orders in the state's Dhubri district, which borders Bangladesh. During a visit to violence-hit areas, Sarma said the act of throwing a cow's head near a temple should never have occurred and vowed strict action against those responsible. In a post on X, Sharma wrote, 'I visited Dhubri and directed law enforcement officers to follow ZERO tolerance against elements who desecrate our temples, Naamghars and sacred spaces. The incident of throwing beef at the town's Hanuman Mandir should have NEVER happened, and those involved WON'T BE SPARED." He also held a high-level meeting in Dhubri with DGP Harmeet Singh, Additional Chief Secretary Ajay Tiwari, and other senior officials of the state administration. The Chief Minister stated that Dhubri's law and order situation had been deteriorating for over a week. The trouble began on June 7, a day after Eid al-Adha, when a cow's severed head was discovered in front of a Hanuman temple, prompting calls for peace from both Hindu and Muslim communities. Unfortunately, similar incidents, including stone-pelting, recurred the following day. Sarma also revealed that provocative posters were put up a day before Bakrid by an organisation called 'Nabin Bangla,' which expressed intentions to merge Dhubri with Bangladesh. 'Such elements are clearly trying to disrupt peace," the CM said. He said that if required, he would guard the Hanuman Temple for the whole night. 'We cannot allow a section of the community to create such disturbances. Our government will not tolerate this and allow Dhubri to go out of our hands," Sarma asserted. Dhubri District Commissioner Dibakar Nath stated that the situation in Dhubri town is currently under control. 'We've revoked yesterday's order, and shops and markets have reopened," he told PTI. Shoot-at-sight order at Assam border amid communal unrest

Himanta said police found at least three provocative posters put up by a group identified as Nabin Bangla at different locations there GUWAHATI: The Assam government on Friday issued a shoot-at-sight order in the India-Bangladesh border town of Dhubri after dusk to rein in what CM Himanta Biswa Sarma described as "a communal group" fomenting trouble over the past week. The immediate trigger for the directive to enforcement agencies, including Rapid Action Force and CRPF reinforcements, was a purported poster campaign by the group for "Dhubri's integration with Bangladesh". The town has been on the edge for several days following mob violence over offal being found near a place of worship. CM, who was in Dhubri district to take stock, said police found at least three provocative posters put up by a group identified as Nabin Bangla at different locations there. "Since the last one week, maintaining law and order in Dhubri has been challenging. A communal group is trying to create disturbances, which the government won't tolerate," Sarma said. He later wrote on X, "I directed law enforcement officers to follow (a policy of) zero tolerance against elements who desecrate places of Dhubri, a particular group has become active with the intent to damage our temples. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trade Bitcoin & Ethereum – No Wallet Needed! IC Markets Undo We have issued SHOOT AT SIGHT orders." Communal tension gripped Dhubri on June 7, a day after Eid, prompting community leaders on either side to appeal for peace. The next day, offal was allegedly dumped at another location, leading to stone-pelting at night, Sarma said. CM said a large herd of cattle illegally brought to Dhubri from Bengal by a "new beef mafia" was another reason for the disturbances. "I have ordered an inquiry into this. I have directed the authorities to arrest whoever has started this cattle trade." Sarma declared that he would camp in Dhubri for two days on Eid next year to ensure something like this didn't recur. "We are fully committed to ensure enforcement of law and order in the district and defeat all communal forces," he said. CM alleged last week that beef had been "weaponised" in the state. Dhubri has the highest Muslim population among all districts of Assam, constituting 90% of the demography. Suspicions about a large section of them being of Bangladeshi origin make the issue a socio-political hot potato.

Assam CM orders shoot-at-sight in restive Dhubri

Assam Chief Minister Himanta Biswa Sarma on Friday (June 13, 2025) gave a shoot-at-sight order to check communal tension in Dhubri town, about 290 km west of Guwahati. The town, headquarters of the Dhubri district, has been on edge since the severed head of a cow was found in front of a Hanuman Temple on June 8, a day after Id-ul-Azha (Bakrid) was observed. 'The matter was resolved as leaders from both communities met, but the head of another cow was placed at the same spot the very next day, escalating tension,' Mr. Sarma told journalists after visiting Dhubri to assess the law-and-order situation there. 'I have ordered a shoot-at-sight in Dhubri if any kind of untoward situation happens. The order is applicable for any illegal activities, including stone-pelting,' he said. The Chief Minister also issued a directive to immediately arrest all known criminals in the district, which he said has been targeted by fundamentalist forces in Bangladesh for a long time. 'Central security forces have been deployed in the communally sensitive areas to maintain peace and order,' he said. He also said there was an organised attempt to incite communal unrest through a campaign to make Dhubri a part of Bangladesh. He said secessionist posters attributed to a group named 'Nabin Bangla' were pasted in parts of the district – one even on an Army Signals infrastructure – calling for a fight to make Dhubri a part of Bangladesh. 'A series of events aimed at stoking communal violence indicates a Bangladeshi force is at work in Dhubri,' he said. Mr. Sarma further said that a new network of cattle smugglers has increased its activities over the past few months, bringing in cattle in large numbers from West Bengal. 'We will investigate who is behind this network,' he said, asserting the government's commitment to enforcing law and order and defeating all communal forces. Muslims, mostly Bengali speakers, are in the majority in the Dhubri district. According to the 2011 Census, Muslims account for almost 74% of the district's population.
