Last Updated: The fraud was exposed after promised flats under the journalist quota were never delivered, despite victims paying large sums believing they were securing housing A fake journalist scam has come to light in Gwalior, Madhya Pradesh, where a man allegedly lured poor individuals with false promises, made them 'journalists" by giving them ID cards, and defrauded them of over Rs 13 lakh. The fraud was carried out under the pretext of securing flats through the journalist quota. The scam came to light when the promised flats were never delivered, even after payments were made. One of the victims, Mohammad Shahid Mansuri, approached the Superintendent of Police (SP) during a public hearing and filed a complaint against the accused. Shahid, who runs a grocery shop in Chawri Bazaar, told the police that Yunus Khan, a resident of Kadam Sahab's Goth in Janakganj, frequented his shop. The two had developed familiarity as they belonged to the same community. According to Shahid, Yunus claimed to be a journalist and said he could get flats allotted under the journalist quota of the PM Awas Yojana, with houses being built by the Nagar Nigam in Mahalgaon. Yunus claimed he would provide flats within six months and even promised a housing-related NOC from Vindhyachal, Bhopal. Yunus demanded Rs 9 lakh for the arrangement, initially taking Rs 2.6 lakh as advance. In return, he issued Shahid an ID card identifying him as a voluntary journalist of the Gwalior Khushbu newspaper. After the complaint was filed, Additional Superintendent of Police (ASP) Gajendra Vardhwan instructed the in-charges of Kotwali and Janakganj police stations to take appropriate action against Yunus Khan. Ghaziabad : Residents of Prateek Grand City in Siddharth Vihar staged a protest on Sunday over numerous unresolved issues, 18 days after their sub-basement was flooded with drain water. The flooding occurred following excavation at a nearby residential project on May 1. Residents highlighted concerns such as a foul-smelling basement with persistent seepage, parking difficulties, unsafe drinking water, including the threat of E. coli contamination , and an overall lack of maintenance and basic facilities. RK Bimal, who lives on the 18th floor in Tower C 16, told TOI the key concerns also included the delay in the B2 basement handover, which left residents' cars randomly parked all around and outside the complex, posing a threat of theft, foul smell in basements, and seepage issues. "The problem continues due to authorities, both Nagar Nigam and builder, passing the responsibility of repair and maintenance on to each other. Drinking water has E. coli and is not safe. Maintenance says it is safe, but the sufferers are the residents who are still purchasing drinking water from outside," another resident, Jitendra Kumar, said. Kumar said the management promised a 15 day discount in maintenance to those who pay everything on demand, but on the 18th day, the basement repair is still underway. On Wednesday evening, the balcony of a second-floor flat in Ghaziabad's Tilamod collapsed, killing 25-year-old Akash and his three-year-old nephew Vansh. This flat, built under the Tulsi Niketan Housing Scheme, was part of several such buildings declared dangerous by the Ghaziabad Development Authority (GDA) over five years ago. According to GDA officials, in 2018, on account of several complaints from residents, an assessment of the buildings was done by Jamia Millia Islamia. The report, submitted in February 2019, observed that the units are not 'safe under seismic loads' and recommended that the units be dismantled, as their retrofitting and rehabilitation could be costlier. The GDA, in a statement, said it started the Tulsi Niketan Housing Scheme in 1989-90. The scheme had 288 LIG and 2,004 EWS buildings spread over 7.83 hectares, located near the Wazirabad Highway on the Delhi-Ghaziabad border. 'Over time, the buildings became dilapidated as the area faced waterlogging issues… The Authority had received several complaints,' it added. According to Ghaziabad District Magistrate (DM) Shiv Meena, the GDA was planning to redevelop the building. He further said that the incident should not be looked at in isolation. 'There are several buildings that need repair and renovation. This incident can happen anywhere,' Meena told The Indian Express. 'There should be a large-scale survey, and such buildings should be notified. I will issue an administrative order soon,' he added. According to the Nagar Nigam Act of 2004, it is the responsibility of the body to declare a building unsafe. 'If the building is unsafe, the Nagar Nigam can demolish the building,' said an official. GDA Vice-Chairperson Atul Vats said, 'For the last 10 years, we had been trying to hand over the buildings to Nagar Nigam. But as it lacked structural stability, it did not agree. So, we came up with the redevelopment plan.' 'We began the survey 15 days ago, and an Expression of Interest (EOI) was also floated for the development,' he said. 'The expense would be Rs 1,000 crore. We have mentioned in the EOI that those redeveloping the building would also cover the rent of those staying there,' he said. In its statement, the GDA said that on May 1, a meeting was convened to redevelop such dilapidated buildings. Those in attendance were the Secretary, Additional Secretary, Executive Engineer, and other senior officials of the GDA, as well as local residents, councillor Yashpal Pehelwan and former councillor Vinod Kasana.. 'Following the meeting, residents were informed about the objectives and procedures of the redevelopment plan. Along with this, their doubts were also resolved promptly by officials. It was also clarified in the meeting that the survey of the Tulsi Niketan scheme is being conducted by the GDA, in which full cooperation is expected from all residents. After the completion of the survey, detailed information about the scheme will be made available to all residents,' it added. According to Vats, a similar redevelopment plan was initiated in 2019, but could not be carried out. Aligarh, Authorities at the Aligarh Muslim University are mulling to take legal action after the Aligarh Nagar Nigam took over 41 bighas of prime land currently under the university's Riding Club, claiming the land belonged to the civic body. The estimated market value of the disputed land exceeds ₹126 crore, sources said. In a swift operation on Wednesday, Nagar Nigam officials asserted ownership of the land and accused the Aligarh Muslim University of "illegally occupying" the property. Chief municipal officer Vinod Kumar said, "AMU is unlawfully holding on to large chunks of government land. We are identifying such plots and taking appropriate action. All necessary procedural steps were followed before Wednesday's move." According to municipal officials, AMU was asked to furnish ownership documents for the land but failed to do so a claim the university strongly refuted. Shakeel Ahmad Khan, member in-charge of AMU properties, told reporters, "We did not receive a single formal notice on this issue. We came to know informally that something was being planned, so we verbally informed the Nagar Nigam officials that we were ready to present documents upon receiving a written notice. However, our offer was ignored." AMU's chief spokesperson Vibha Sharma said the university promptly issued an official statement following Wednesday's action. "AMU acquired the land more than 80 years ago under the Land Acquisition Act of 1894 through a government order. The university maintained continuous possession of the land for the past eight decades," Sharma said, adding that the university was not served a formal notice before the takeover. She also confirmed that the university was in the process of initiating legal proceedings to reclaim the land. "We are taking all necessary legal steps to re-establish AMU's rightful ownership of the land," Sharma said. The Nagar Nigam's action has sparked outrage across the AMU community. Former AMU vice-chancellor Lt Gen Zameeruddin Shah told PTI, "It is difficult to understand how such drastic action could be taken without following the due legal process. All the relevant documents are in place, and I am confident that they will stand scrutiny in a court of law." Former AMU students' union president Faizul Hasan demanded the resignation of senior varsity officials, alleging negligence and holding them responsible for the "crisis". A senior AMU official, requesting anonymity, questioned the municipality's claim. "This land was not under the jurisdiction of the Aligarh municipality when AMU acquired it in the early 1940s. The Nagar Nigam's claim is baseless," the official said. Historian Rahat Abrar, an expert on the Aligarh Movement, also weighed in. "This particular tract was selected by then vice-chancellor Ziauddin in the 1940s for establishing a medical college. Even a foundation stone was laid there. The idea that such a vital institutional plan would be carried out on a disputed land is unthinkable," Abrar said. He added that earlier the AMU administration designated officials often retired state revenue officials to manage land and property records. "This system has weakened in recent years, contributing to the current situation," Abrar said. AMU's top officials convened an emergency meeting on Thursday and said a formal decision on the university's next course of action would be announced soon.

As per the allegations, Chaudhari had bought 35 bighas of land adjoining the dumping ground at Sarai village for Rs 36 crore. The land deal had started to raise eyebrows a few months after Jaissal took charge as the mayor.
