UN Hails Egypt's National Climate Dialogue as Model for Inclusive Action

Ahmed Emam The United Nations has commended Egypt for launching a nationwide climate dialogue, describing the initiative as a progressive and inclusive step that strengthens the country's role in global climate leadership. The National Social Dialogue on Climate Change was unveiled by the Ministry of Environment during a high-level event marking World Environment Day. In her address at the launch, UN Resident Coordinator in Egypt, Elena Panova, praised the initiative as a bold move that places the voices of citizens at the center of climate policy. 'This is a clear signal that those affected by climate change must be central to shaping the solutions,' Panova said, echoing a message from UN Secretary-General António Guterres: 'We are not only in danger — we are also the danger. But we are also the solution.' Panova highlighted Egypt's growing commitment to sustainable development, citing milestones such as the National Climate Change Strategy 2050, its Vision 2030 roadmap, and its successful hosting of the COP27 climate summit in Sharm El-Sheikh. She described these efforts as evidence of a country that is not only responding to the climate crisis, but doing so with clarity of vision and determination. She also congratulated Egypt's Environment Minister, Dr. Yasmine Fouad, on her recent appointment as Executive Secretary of the United Nations Convention to Combat Desertification — a role Panova said reflects Egypt's increasing influence in international environmental governance. She credited Fouad's leadership for embedding climate priorities into the heart of Egypt's development agenda, particularly through her chairing of the national Climate Change Committee under the Prime Minister's office. Panova noted that the new dialogue initiative will engage local communities across Egypt, ensuring that climate strategies reflect the concerns and needs of those most directly impacted. She emphasized the UN's full support, adding that the process is already benefiting from a wide-ranging collaboration involving multiple UN agencies and Egyptian stakeholders. One of the dialogue's guiding tools will be the Climate Change Perception Survey, conducted under the leadership of researcher Dr. Magued Osman. The survey captured public attitudes toward climate issues and will help shape the discussions taking place across 18 governorates. Panova emphasized that real solutions will emerge from the people themselves, not from distant policymakers. 'Policies written in air-conditioned offices cannot solve a crisis that unfolds under the blazing sun,' she said. 'The answers lie with those living the reality of climate change.' She concluded by reaffirming the United Nations' partnership with Egypt, stressing that the UN stands not as a leader or instructor, but as a supporter and amplifier of national efforts. 'This dialogue builds on the legacy of Sharm El-Sheikh,' Panova said. During the annual meetings of the European Bank for Reconstruction and Development, held in the United Kingdom from May 13–15, H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, reviewed Egypt's experience in launching the country platform of the 'NWFE' program, as a model for innovative climate platforms working to mobilize climate investments and strengthen national strategies to share experiences, expertise, and best practices with the bank's member countries. This came during a special session organized by the European Bank for Reconstruction and Development (EBRD) in the presence of Dr. Heike Harmgart, EBRD Regional Director for Sub-Saharan Africa, Mr. Mark Davis, EBRD Regional Director for the Southern and Eastern Mediterranean region, and representatives from Kazakhstan, Morocco, Jordan, Nigeria, Tunisia, and a number of other countries. The Minister of Planning, Economic Development, and International Cooperation presented the efforts made to formulate and implement the country platform of the 'NWFE' program, its institutional and organizational structure, and mechanisms to attract the private sector to finance climate change mitigation and adaptation projects. H.E. Dr. Rania Al-Mashat emphasized that the 'NWFE' program represents the nexus between water, food, and energy projects, as Egypt launched the program in July 2022 to drive green transformation efforts and move from climate pledges to actual implementation. The program is a result of cooperation among national entities under the umbrella of the National Climate Change Strategy 2050. The program is based on Egypt's Vision 2030 and aims to accelerate the implementation of the national climate agenda. The Minister of Planning, Economic Development and International Cooperation added that the 'NWFE' platform provides opportunities to mobilize climate finance and attract private investments to support the green transition in Egypt through feasible, implementable climate projects that link climate action with development efforts and turn climate pledges into practical steps. Al-Mashat pointed out that the 'NWFE' program is a practical and effective model of the country platforms concept, recommended by the G20 in 2018, which emphasized the importance of national leadership in coordinating all partners' efforts to achieve more impactful and sustainable results. H.E. affirmed that the 'NWFE' program was formulated according to national visions and strategies to provide concessional development financing, mobilize private sector investments, technical support and expertise to implement green projects in the fields of adaptation and mitigation of climate change repercussions. H.E. also added that the program is based on the principle of national ownership, cross-sectoral coordination, and large-scale, high-impact implementation. The program also supports Egypt's updated Nationally Determined Contributions (NDCs) for 2023, which target increased renewable energy rates by 2030, noting that the program was officially announced at COP27 and gained significant international support during COP28 and COP29, explaining that during the last climate conference, 12 multilateral development banks issued a joint statement on national climate action platforms, highlighting Egypt's 'NWFE' country platform launched in 2022 to enhance green investment strategies. In this context, she clarified that the country platform of the 'NWFE' program includes nine priority projects in the energy, food, and water sectors, selected from the National Climate Change Strategy 2050, with the addition of sustainable transport projects, under the name 'NWFE+,' with the participation of national entities and relevant stakeholders. H.E. confirmed that these pillars contribute to supporting Egypt's transition toward a low-emission economy, achieving the goals of 'Egypt Vision 2030' and the National Climate Change Strategy 2050, as well as attracting regional and international investments in sustainable development. The 'NWFE' program proves that clear policies, effective partnerships, and integrated coordination can effectively address climate challenges and provide a replicable model for other countries. Furthermore, H.E. noted that the country platform of the 'NWFE' program, in partnership with international financial institutions, global alliances, and investment funds, has provided innovative financing tools to stimulate private sector investments in green projects, noting that in just two years, we have successfully mobilized $3.9 billion in concessional financing for the private sector to implement renewable energy projects with a capacity of 4 gigawatts, in addition to enhancing investments in the national electricity grid. Under the theme "Waters for Tomorrow", the event will highlight ongoing EU-Egypt partnerships aimed at tackling Egypt's pressing water challenges and ensuring long-term water sustainability. With Egypt 's water resources under growing pressure due to climate change and rapid population growth, the event will serve as a platform to reinforce cooperation between Egypt and the EU. The EU has been a key partner in supporting Egypt's water sector, having provided €600 million in grants since 2007, leveraging investments worth €3.5 billion and improving access to clean water for over 25 million Egyptians. High-ranking officials, including Egypt's Minister of Water Resources and Irrigation, ambassadors, and EU representatives, will discuss the importance of integrated water governance. The agenda will also emphasize youth involvement, private sector engagement, and innovative solutions such as water reuse, advanced irrigation, and nature-based strategies aligned with Egypt's Vision 2030 and the National Climate Change Strategy 2050. Egypt, which relies on the Nile for 97% of its renewable water resources, faces an annual water deficit exceeding 25 billion cubic meters. The per capita water availability now stands below 550 cubic meters annually and is projected to cross the absolute scarcity threshold by 2027. This underscores the urgency of sustainable water management efforts. The EU-Egypt Joint Water Partnership and the Team Europe Initiative for Integrated Water and Food Security aim to position Egypt as a regional leader in water governance and climate adaptation. The event will also highlight Europe's commitment to water resilience, as reflected in the European Green Deal and the upcoming EU Water Resilience Initiative, which focuses on combating droughts, floods, and pollution through sustainable resource management. Dr. Mostafa Madbouly, Prime Minister Under the Theme; "Two Years of Implementation" – Ministry of Planning, Economic Development, and International Cooperation is to Launch the Second Progress Report on the Country Platform for the "NWFE" Program Tomorrow Under the patronage of H.E. Dr. Mostafa Madbouly, Prime Minister of Egypt, and with the theme "Two Years of Implementation," the Ministry of Planning, Economic Development, and International Cooperation will launch tomorrow, Thursday, the second progress report on the Country Platform for the "NWFE" Program. This platform focuses on the nexus of water, food, and energy projects, as well as sustainable transport under the "NWFE+" initiative. H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, launched the "NWFE" program in mid-2022 as part of Egypt's national efforts to implement the National Climate Change Strategy 2050 and its Nationally Determined Contributions (NDCs). During the COP27 Climate Summit, a high-level event was held with various development partners and national stakeholders, where letters of intent and memoranda of understanding related to the program's project implementation were signed. Over the past two years, the Ministry has successfully mobilized international support from various climate action coalitions, multilateral and bilateral development partners, and multilateral development banks, to provide innovative financing tools and private investments for the program's implementation. This has helped promote the platform, transforming it from a national initiative into an globally replicable model for developing countries and emerging economies aiming to mobilize climate investments and achieve their climate ambitions. The Country Platform for the "NWFE" Program includes nine projects in water, food, and energy sectors, as part of the National Climate Change Strategy, with an estimated investment of approximately $14.7 billion. It also encompasses projects in the sustainable transport sector. Through partnerships with the European Bank for Reconstruction and Development (EBRD), the African Development Bank (AfDB), the International Fund for Agricultural Development (IFAD), the European Investment Bank (EIB), and other partners, the Ministry is working on mobilizing innovative financing mechanisms, including debt swaps, grants, concessional financing, and private sector investment facilitation, to implement these projects.
