Following royal directives, Abdeltif Loudyi, Minister Delegate to the Head of Government in charge of National Defense Administration, presided over the signing ceremony of a Cooperation Agreement on Hydrography, Oceanography, and Marine Cartography with the French Ministry of Defense on Thursday at the administration's headquarters. The ceremony was attended by the Rear Admiral and Inspector of the Royal Navy, along with other senior officials of the Royal Armed Forces, in the presence of the French Ambassador to Rabat, Christophe Lecourtier. He was accompanied by a high-level delegation led by General Engineer Laurent Kerleguer, Director of the Hydrographic and Oceanographic Service of the French Navy (SHOM), according to a statement from the National Defense Administration. This agreement is part of efforts to strengthen Moroccan-French military technical cooperation in the fields of hydrography, oceanography, and marine cartography. It aims to enhance the expertise of the Moroccan Royal Navy in these areas and formalize the transfer of responsibility for producing and disseminating all marine charts covering waters under Moroccan jurisdiction. Through this agreement, both parties reaffirm their shared commitment to cooperation based on the exchange of expertise and the mutual strengthening of technical and operational capabilities—particularly in marine cartography, which plays a vital role in ensuring maritime safety.

Doha – Morocco has officially taken over responsibility for producing and distributing marine charts of its territorial waters from France, marking the end of a 16-year transition process that began in 2008. The agreement was signed on Thursday at the National Defense Administration headquarters in Rabat by French Ambassador to Morocco Christophe Lecourtier and Abdellatif Loudiyi, Minister Delegate to the Head of Government in charge of National Defense Administration. The transition transfers cartographic responsibility from France's National Hydrographic and Oceanographic Service (SHOM) to the Royal Moroccan Navy's Division of Hydrography, Oceanography and Cartography (DHOC). The partnership, which saw the light in 2008, included comprehensive training of Moroccan hydrographers and cartographers at SHOM's school in Brest, France. The collaboration also involved technical and educational support during the construction of Morocco's hydrographic and oceanographic vessel 'Dar El Beida' by France's Piriou shipyard in Concarneau. The vessel entered service with the Royal Moroccan Navy in 2018. Between 2009 and 2024, the partnership resulted in the co-publication of 18 electronic navigation charts and 17 paper marine charts. The first co-produced chart covered the area from Sidi Al Hachmi to Mohammedia, with the final one focusing on the Port of Tangier City. Under the new agreement, DHOC will independently produce and distribute marine charts for waters under Moroccan jurisdiction. A handover period will facilitate the transfer of existing Moroccan charts from SHOM to DHOC. Despite the transfer of responsibilities, both hydrographic and oceanographic services are expected to maintain collaboration on matters of mutual interest, building on their established relationship. The signing ceremony was also attended by Laurent Kerleguer, Director General of SHOM. Morocco and Cameroon Strengthen Military Cooperation with New Agreement

Rabat – Morocco and Cameroon have signed a military cooperation agreement to boost defense ties through training, joint exercises, military health services, and technical assistance. The agreement was formalized in Rabat on Tuesday during a meeting between Morocco's minister delegate for National Defense, Abdeltif Loudyi, and his Cameroonian counterpart , Joseph Beti Assomo, who led a high-level delegation. According to a statement from Morocco's National Defense Administration, the pact reflects the two nations' commitment to bolstering security collaboration. Loudyi reaffirmed Morocco's dedication to regional security and stability, recalling the Atlantic Initiative launched by King Mohammed VI to establish Africa's Atlantic coast as a key economic and security hub. Assomo, in turn, asserted that Cameroon regards its partnership with Morocco as priority and commends Rabat's South-South cooperation initiatives led by King Mohammed VI. Both countries also expressed their commitment to implement the agreement and strengthen bilateral relations, marking a new chapter in their defense partnership. Morocco and Cameroon forged diplomatic ties in 1965 amid a broader movement of African nations enhancing bilateral partnerships after gaining independence. In 2022, Morocco emerged as Cameroon's leading African supplier, providing 319,200 tons of goods worth 70.5 billion CFA francs. This represents 1.4% of Cameroon's total imports from African countries.
