Sports Ministry sets apart more funds to federations; demands accountability

National Sports Federations (NSFs) will receive increased financial assistance from the Sports Ministry, but will be required to be more accountable and install a more professional setup with appointment of High Performance directors and CEOs. As per the revised norms, the ministry has decided to hike the funds for national championships. For the high-priority sports, the funding has increased from Rs 51 lakh to Rs 90 lakh, and for other sports, it has increased to Rs 75 lakh. For the international events to be hosted by India, the assistance has been increased to Rs 2 crore. Hockey, shooting, badminton, tennis, athletics, boxing, archery, and weightlifting have been termed as high-priority sports. Sports Minister Mansukh Mandaviya has cited inflation in training and infrastructure development as one of the reasons behind the increased financial assistance, along with India's ambition to project itself as a strong contender to host the 2036 Olympic Games. The ministry also increased the budgets for coaches and athletes. Chief national coaches across sports will have an increased salary of Rs 7.5 lakh per month as compared to Rs 5 lakh, while other coaches will get Rs 3 lakh monthly, up from their previous salary of Rs 2 lakh. Senior athletes will receive Rs 1000 per day as their dietary charges, as compared to Rs 690 earlier, while junior athletes will get Rs 850 per day for their diet as compared to Rs 480 earlier. As the funding would increase for the NSFs, the ministry has instructed to 'earmark at least 20 percent of the annual budget for grassroots development'. The ministry has asked the NSFs to identify a probable group of athletes in the senior and junior categories with high performance. The athletes will be trained at the accredited academies and will receive Rs 10,000 per month as dietary allowance during non-camp days, so that they are not deprived of a proper diet. The increased funding will be also used for coaches development with 10 percent of the funds to be allocated for coaches development program, which will also require the foreign professionals working in India to upgrade their skills through various training programs. Performance-driven system 'We want our NSFs to function as good governing bodies. There is a need for professionalism in the running of the NSFs,' Mandaviya told the reporters in an informal meeting on Thursday. 'As we aim to host the 2036 Olympics, it is important that we have a robust, accountable, and performance-driven sporting ecosystem,' he added further. The ministry has also made it mandatory for the NSFs to appoint a High Performance Director (HPD). The federations will be given an annual budget of Rs 10 crore to appoint the HPD and also ensure that there are the required CEOs and managers to run the high-performance setup. Recently, the Sports Ministry has ramped up scrutiny over the functioning of the NSFs. Three days earlier, the ministry issued mandatory guidelines regarding the organisation of the national championships for NSFs and National Games for the Indian Olympic Association (IOA). 'While we don't want to interfere much on the running of NSFs, there needs to be hand-holding due to the chaos caused at times by the administrative battles,' a source from the ministry said.

Federations need to shun factionalism, adopt athlete-centric approach: Mandaviya

New Delhi: Sports Minister Mansukh Mandaviya on Thursday launched two key initiatives, and did not mince words while telling some errant National Sports Federations (NSF) to shun 'factionalism' and adopt an 'athlete-centric' approach. Mandaviya said India is keen on hosting the 2036 Olympics and has also shown interest in bringing 2030 Commonwealth Games, and therefore it is important that government, federations and athletes work with co-ordination and consultation with one goal in mind. 'There is no reason why we cannot produce athletes and continue to remain behind at the Olympics. My analysis is we lack in putting timely joint effort. We get to know of areas where we lack but we don't take action. 'When there is conflict due to factions in federation, athletes suffer. I don't want the country's athletes to suffer. It's as much a responsibility of the government, as it is of the federations. I don't want to interfere in internal matters of the federation but that doesn't mean federations will not follow athlete-centric approach. At an individual level, I want to sit with such factions and talk to them and work it out,' Mandaviya said addressing the gathering of federations and athletes at the IG Stadium here. In recent times, divisions within many federations have come to the fore during elections and that has impacted governance. Boxing, golf, kabaddi, equestrian are some of the federations dealing with governance crisis. Wrestling, one of India's top sports, has come to track after a long time. New initiatives The first initiative announced was the issuance of sports certificates through DigiLocker that would help athletes keep their certificates safe in digitised format and produce it whenever needed for jobs and government schemes. Mandaviya announced that sports certificates issued via DigiLocker will soon be integrated with the National Sports Repository System (NSRS), enabling automatic disbursal of government cash rewards directly into athletes' bank accounts through Direct Benefit Transfer (DBT). Mandaviya said the DigiLocker initiative will be compulsory for all federations, as several athletes lose out on jobs and other government benefits due to delay in verification of certificates. A top official of a prominent federation pointed out to HT that their athletes have been keeping certificates in DigiLocker but government departments still want physical verified copies. 'In two editions of National Games (Gujarat and Goa) we have digitised certificates but when athletes show them to government departments they refuse to acknowledge. The sports ministry first needs to tell all such departments to accept digital certificates.' Olympic centres Mandaviya also inaugurated a National Centre for Sports Science and Research at the IG Stadium. NCSSR will serve as a hub for high-level research, education, and innovation aimed at enhancing performance of elite athletes. The government is planning to build Olympic centres and align one corporate house with one sport. 'I have seen and studied the training programmes of Japan, US, European countries and learnt from them,' said Mandaviya. 'In the coming days every sport will have one Olympic centre backed by one corporate sector. It will be an international standard Olympic centre 100 athletes can train and get all exposure --coaching and training facilities under one roof. This type of system is required and only then we will win medals. It needs a joint effort an athlete-centric effort and we have to align our goals.' The aim is to upgrade SAI's National Centre of Excellence with top-notch facilities. He said federations need to take advantage of all such reforms — be it streamlining governance or new system of training elite athletes. 'One federation will be supported by one corporate house. Every SAI centre of excellence will be upgraded.'

At an elaborate ceremony to launch the first set of certificates in Digilocker, a cloud-based platform for storage, easy-sharing and verification of documents and certificates, the minister did not mince words in addressing the issues that plague NSFs. 'I don't like to interfere in NSFs but it doesn't mean that they are allowed to deviate from the athlete-centric approach of the government," Mandaviya said in his address to representatives from 40 NSFs, who showed up for the digital initiative's formal launch. 'I have spoken to various factions in different federations and I have told them to work on it and ensure that athletes don't suffer," he added. 'You have to serve the athletes and they suffer when there is factionalism. I will not allow that. NSFs have to be responsible." Mandaviya's remarks were, in all likelihood, aimed at the rampant infighting in NSFs of sports like boxing, football, wrestling and equestrian which have forced the hand of international bodies and even the courts of the land. Currently an ad-hoc committee is in place in boxing and matters related to football and equestrian's current administration are in court. The issues plaguing wrestling were only recently resolved after the sports ministry lifted the suspension imposed on it for violation of the sports code. Advertisement The rebuke did cause its fair share of discomfort among those present with some of them expressing their displeasure in hushed tones. Many of them felt that they are doing their best to adhere to the demands of good governance. Mandaviya reiterated that NSFs will get all possible infrastructural and financial support from the ministry, including office space in the national capital.
