Russian Ambassador to Japan Nikolay Nozdrev said Thursday he was invited by Nagasaki to attend a peace memorial ceremony on Aug. 9 to mark 80 years since an atomic bomb was dropped on the city, and that he plans to go, according to the Tass news agency. If realized, it will be the first time for a Russian representative to participate in the annual ceremony since Russia started its aggression against Ukraine in 2022. The Nagasaki city government had not invited Russia and Belarus, which supports the Russian aggression, since 2022. Last year, the ambassadors of all Group of Seven countries, except Japan, and the ambassador of the European Union to Japan did not attend the peace ceremony in response to the city's decision not to invite Israel. Given the situation, the city government announced in May that all 157 countries and regions with diplomatic missions in Japan, as well as the EU delegation to Japan, would be invited to this year's ceremony. Regarding the Hiroshima peace memorial ceremony on Aug. 6, Nozdrev would not attend, as the Hiroshima city government changed its method of gathering foreign attendees. The city did not send invitations but sent letters instead, leaving the decision to attend up to each country and region.

Russian Ambassador to Japan Nikolay Nozdrev will attend a ceremony in Nagasaki on Aug. 9 commemorating the 1945 U.S. atomic bombing of the city, Moscow's state-run Tass news agency reported Thursday, citing the Russian Embassy in Tokyo. Nozdrev will be the first Russian representative to attend the annual peace ceremony since the country's invasion of Ukraine began in 2022. The decision to send the ambassador was made after Nagasaki city officials visited the embassy to extend an invitation, according to the embassy. In May, Nagasaki Mayor Shiro Suzuki said that his city would invite Russian and other ambassadors to this year's ceremony. Last year, Nozdrev criticized the governments of Nagasaki and Hiroshima, another city hit by a U.S. atomic bomb in 1945, for not inviting representatives of Russia to their memorial ceremonies.

The attendance of Nikolay Nozdrev is expected after the Nagasaki city government adopted a more inclusive approach to invitations to the Aug. 9 ceremony following last year's controversy over its decision not to invite Israel amid its conflict with Palestinian militants. Nagasaki had not invited representatives of Russia and its ally Belarus for three straight years over the Ukraine issue. But in May this year, it said all countries and regions with diplomatic missions in Japan would be invited. Nagasaki Mayor Shiro Suzuki has said the change in stance came as the city decided to bring together representatives from around the world "going beyond national borders and ideological differences," returning to the "fundamental purpose" of the ceremony to mourn the atomic bomb victims and pray for lasting peace. Last year, the city ended up holding the ceremony in the absence of ambassadors from the United States and other members of the Group of Seven. The Russian ambassador, however, will not take part in the peace memorial ceremony on Aug. 6 in Hiroshima on the 80th anniversary of the U.S. atomic bombing on the western Japanese city, according to the Russian media. Hiroshima, for its part, said in April that it would no longer issue invitations to envoys for its memorial ceremony but instead notify them of the event.
