NumbersUSA Unveils State Immigration Enforcement Scorecards Project
ARLINGTON, Va., March 31, 2025 /PRNewswire/ -- The non-partisan NumbersUSA organization announces a new initiative to comprehensively score all immigration enforcement actions by each state legislator. We call this new tool our State Credible Immigration Enforcement Scorecards. While Congress has the power to lower immigration's numerical limits and control national borders, the States have ample power to credibly enforce laws deterring illegal immigration within their own boundaries. Today, we unveil the first Scorecards for each state legislator's immigration actions in Ohio and West Virginia (2023 and 2024), North Carolina (2024), and Montana (which met only in 2023). NumbersUSA will be adding Scorecards for additional states every month. Creating these Report Cards requires significant effort, including research, data collection, and analysis. NumbersUSA has partnered with the Institute for Legislative Analysis to bring this scoring platform to life. Nobody else has ever offered anything like this deep look into state legislatures on immigration. "And for the first time, we are negatively scoring leaders such as Speaker of the House and committee chairs when they quietly refuse to bring good bills up for a vote," says Andrew Good, NumbersUSA Director of State Government Relations. "This is a key reason that sensible immigration policies don't pass more frequently in Congress, and it is the main reason that credible immigration enforcement laws often have an uphill battle in the states." Here are a couple of examples from our pioneer states that explain their poor Leadership grades: The Ohio House passed a bill expanding the use of E-Verify last year on an 85-6 vote. But Ohio Senate leaders never allowed a vote on the bill, so it died at the end of 2024. The West Virginia Senate passed a mandatory E-Verify bill in 2023, on a 34-0 vote. But leaders in the West Virginia House never allowed a vote on the bill, so it died at the end of their 2023 session. In 2024, it looked like victory was guaranteed when the West Virginia House WAS allowed to vote and passed a bill expanding the use of E-Verify on a 82-18 vote. But the Senate which unanimously passed it the year before was barred from doing so again because Senate leaders refused to bring that bill up for a vote. The bill died. Despite votes for E-Verify from the overwhelming majority of their state legislators, neither Ohio nor West Virginia has any E-Verify law at all, entirely because legislative leaders carried out the bidding of business lobbies and killed bills by not allowing votes. Our state scorecards expose these backroom deals. Winter Term Immigration Grade Cards Posted for All Members of Congress
ARLINGTON, Va., March 25, 2025 /PRNewswire/ -- NumbersUSA Action announces that every Member of the new 119th Congress returning from recess this week has a report card waiting at assessing all their immigration actions – and inaction – thus far. Only four Members at this point in the 535-seat Congress have done enough to earn an "A Grade," while 11 have earned an A-minus for actions to moderate levels of legal and illegal foreign workers. As Members move forward with enforcement funding and other immigration actions, the non-partisan NumbersUSA will update grades weekly, as it has for a quarter of a century. "From the beginning, we felt voters should not have to wait until yearend to know exactly what their Members of Congress have been doing," NumbersUSA Founder Roy Beck says. "Our goal has been to make it as easy as possible for voters to understand how well their U.S. Representative and Senators have acted for the moderated immigration levels that most Americans desire. And for them to get the news quickly enough that they can help elected officials improve their records." The NumbersUSA Immigration-Reduction Grade Cards track all legislation since 1990 that would change the numerical level of legal and illegal immigration – up or down. The Cards include descriptions of every recorded floor and committee vote on bills and amendments, as well as co-sponsorships. (A dozen Members with 1990 votes on their Cards are still in Congress, including Senators Chuck Grassley of Iowa and Chuck Schumer of New York.) "For the most part, our Grades evaluate elected officials on their support for the recommendations of the late Barbara Jordan, chair of the bi-partisan U.S. Commission on Immigration Reform," Beck says. "As with Jordan, one of the Grade Cards' top priorities is economic fairness for America's workers and their families." Reflecting the "Jordan Commission" recommendations to dramatically change the status quo, the Grade Cards mark down Members who fail to promote "Great Solutions" such as ending Chain Migration categories for extended family, eliminating the Visa Lottery, and mandating all employers to use E-Verify to block illegal hiring. Strong majorities of voters support all three actions to reduce competition for American jobs, wages, housing, and other resources. NumbersUSA Names Veteran Immigration-Reduction Leaders to Key Positions
ARLINGTON, Va., Feb. 14, 2025 /PRNewswire/ -- The Board of NumbersUSA Education & Research Foundation has named long-time immigration-reduction leaders Anne Manetas and Roy Beck as co-CEOs. The two had already been jointly leading the organization on an interim basis since October after the departure of the previous CEO. In addition, former Congressman Alex Mooney has joined NumbersUSA as a Senior Advisor. Manetas, a history graduate of William and Mary, has devoted 24 years to NumbersUSA, with the last 20 of them as the second in command involved in every aspect of the organization. The Board has long charged her with managing the NumbersUSA brand to keep it consistent with the Board's agreed upon pluralistic and civil style in pursuing goals of immigration reduction (both legal and illegal). She began working full-time on immigration issues 30 years ago. A veteran of more than two decades in newspaper journalism, Beck began working full time with immigration issues in 1991. He founded NumbersUSA in 1996 following publication of two books and numerous high-profile articles on the subject, and led the organization until stepping down in 2022. Since then, he has continued to write for NumbersUSA on habitat-loss studies and last year's monograph, Emancipation Reclamation, which amplified part of his longer Black American history in the 2021 book, Back of the Hiring Line. He is a graduate of the University of Missouri School of Journalism. Mooney, a Dartmouth graduate, represented the 2nd district of West Virginia from 2015 until his retirement last month.
