Collector Santosh Urges Swift Paddy Transport and Protection Measures Amid Rain Forecast in Gadwal
Gadwal: District Collector B.M. Santosh has directed officials to ensure that procured paddy is immediately transported to rice mills and adequately protected with tarpaulins to prevent damage from potential rainfall. On Thursday, the District Collector, along with Additional Collector Narsinga Rao, inspected the paddy procurement centers being run under the supervision of the IKP at Chenugonipalli and Guntipalli villages in Gadwal Mandal. During the inspection, the Collector reviewed key aspects of the procurement process including moisture levels in the grain, lorry loading operations, and data entry in the OPMS (Online Procurement Management System). Noting the possibility of unseasonal rains, he instructed officials to expedite the procurement process to avoid grain spoilage. He emphasized that once the moisture content in the paddy reaches 17%, it should be promptly bagged, loaded onto lorries, and sent to the mills without delay. Until transportation is arranged, the bags must be securely covered with tarpaulins to protect them from rain. The Collector also stressed the importance of accurate and timely data entry in OPMS and maintaining proper records. He instructed officials to ensure there is no shortage of gunny bags or lorries at the procurement centers. Adequate labor should be arranged to avoid delays in transportation, and enough tarpaulins should be kept ready to handle any unexpected rainfall. He further directed that once the truck is loaded, data entry should be done in OPMS without delay, and farmers should receive their payments immediately to avoid inconvenience. During the visit, the Collector interacted with farmers and inquired about the facilities being provided at the centers. Farmers shared their feedback and experiences directly with the Collector. Also present at the event were District Civil Supplies Manager Vimala, Additional DRDO Narsimhulu, Mandal Agriculture Officers, APMs, farmers, and other officials.

District Collector B.M. Santhosh Orders Acceleration of Indiramma Housing, Youth Development, and Paddy Procurement Programs
Gadwal: On Friday, a review meeting was held at the IDOC Conference Hall on Indiramma housing, Rajiv Yuva Vikasam scheme, and paddy procurement centers with the concerned officials. District Collector B.Y.M. Santhosh presided over the meeting and issued key directives to ensure swift progress in the implementation of these schemes. During the meeting, the Collector conducted a detailed review of the progress of Indiramma housing construction on a mandal-wise basis. He inquired about the status of grounding, basement work, marking, and re-verification for the sanctioned houses. He instructed officials to encourage beneficiaries to accelerate the construction process and to educate them about cost-effective construction techniques. The Collector also emphasized timely updates in the online application to ensure swift release of government assistance to beneficiaries. He stated that funds will be transferred directly to the beneficiaries' accounts based on the construction stage. He directed officials to work in coordination and ensure speedy completion of housing projects. In municipalities, officials were instructed to conduct daily field visits, provide guidance to eligible beneficiaries, and fast-track the completion of construction. He reiterated that Indiramma houses should be allotted only to the deserving poor. Rajiv Yuva Vikasam Scheme Application Scrutiny to be Expedited The Collector also instructed officials to speed up the scrutiny of applications received under the Rajiv Yuva Vikasam scheme. During the selection of eligible candidates, he insisted on strict adherence to eligibility norms including Aadhaar, income, and caste certificates. He directed MPDOs and municipal commissioners to download applications, categorize them by corporation and bank, and forward them to the respective banks. Bank officials were instructed to review the applications and submit eligibility reports. Officials were urged to carefully examine every application and select only genuinely eligible candidates. He stressed the importance of coordination between district officials and bankers to achieve the scheme's targets. Efficient Paddy Procurement at Centers is a Must: Collector Regarding paddy procurement, Collector Santhosh directed that the process be carried out efficiently at all procurement centers. He instructed the center officials to immediately enter details into the OPMS system once paddy is procured. Moisture content of the paddy brought in by farmers should be checked, and if within limits, the paddy should be promptly purchased and moved to designated mills. He also instructed officials to ensure there is no shortage of gunny bags. Given the recent dust storms and untimely rains, he ordered tarpaulins to be made available to prevent paddy from getting wet. Civil supplies officials were told to regularly inspect procurement centers and remain alert. The Collector also emphasized that only quality paddy arriving at centers should be procured swiftly. Present at the meeting were Additional District Collector Narsinga Rao, ED SC Corporation Ramesh Babu, LDM Srinivasa Rao, Civil Supplies Officer Swami Kumar, Civil Supplies DM Vimala, Housing PD Srinivasulu, municipal commissioners, MPDOs, and other key officials.

Nagar kurnool: Nagarkurnool: District Collector Badavath Santosh instructed that the paddy procurement process should be carried out smoothly, and millers must strictly adhere to government regulations during loading and unloading operations. On Friday, the Collector visited the paddy procurement center set up by the Primary Agricultural Cooperative Society in Nallavelli village of Nagarkurnool Mandal. He was accompanied by Additional District Collector Dev Sahayam and Tahsildar Tabitha Rani. During the visit, the Collector inspected the moisture content of the paddy spread by farmers at the center, reviewed the procurement registers, and enquired whether the data was being updated regularly in the OPMS (Online Procurement Management System). He also asked whether the moisture content was being monitored daily and whether the procured paddy was being transported to mills promptly. He interacted with the center's staff to gather more details about the paddy heaps spread by farmers. The center officials informed the Collector that they were updating procurement details regularly in OPMS and monitoring the moisture levels daily. They stated that as soon as the moisture levels reached the required standard, the weighing process was completed, and the paddy was dispatched to the mills accordingly. Collector Santosh emphasized that once procurement is completed at the centers, the details must be immediately entered into OPMS to ensure that farmers receive timely payments. He advised authorities to take necessary precautions to prevent paddy from getting soaked due to untimely rains. Paddy should not be stored at the centers for long periods—once the required moisture level is reached, procurement should be completed and the grain dispatched to the respective mills on the same day. He instructed officials to remain vigilant, and directed Civil Supplies Department personnel to visit and monitor the procurement centers daily. He warned center officials that any harassment of farmers during the procurement process would not be tolerated and would invite strict action. He also directed that registers must be maintained properly with complete details such as date, farmer name, phone number, and procurement data. Earlier, the Collector also visited a rice mill, reviewed the loading and unloading processes, inspected the stock register, and gave necessary suggestions for efficient management.

Gadwal: District Collector B.M. Santosh has directed officials to ensure a smooth, transparent, and farmer-friendly paddy procurement process across the district. On Tuesday, he inspected the paddy procurement center at Maldakal mandal, which is being operated by the local Primary Agricultural Cooperative Society. He was accompanied by Additional Collector Lakshmi Narayana. During the visit, the Collector reviewed the expected paddy arrivals at the center and closely examined procurement records and the online entry process through the OPMS (Online Procurement Management System) app. He instructed staff to maintain complete and accurate records in the registers and to ensure real-time online data entry so that payments can be made promptly to farmers. The Collector personally assessed the drying paddy and used a digital moisture meter to test moisture levels. He directed staff to procure paddy only if the moisture content is at or below 17%, after which it should be weighed and purchased at the Minimum Support Price (MSP). He emphasized that the procured paddy should be transported to the rice mills without delay. Highlighting the government's farmer support efforts, the Collector announced that fine variety paddy will be purchased at a total price of Rs. 2,820 per quintal, which includes an MSP of Rs. 2,320 and a bonus of Rs. 500. He instructed officials to display this information clearly at each center. To ensure smooth operations, the Collector mandated that every procurement center be equipped with paddy cleaners, gunny bags, tarpaulins, and drinking water facilities. He also emphasized the need for well-organized transport arrangements to move the procured paddy to rice mills quickly. 'Our aim is to ensure the entire procurement process runs seamlessly and meets the targeted goals,' the Collector said, urging officials and center staff to coordinate effectively. District Civil Supplies Officer Swami Kumar, Mandal Agriculture Officer Raj Shekhar, PACS Chairman Kiran, along with other officials and farmers, were present during the inspection.
