1 2 Bhubaneswar: To provide quality housing to people in urban areas, the housing and urban development department approved 43 detailed project reports in the beneficiary-led construction vertical under Pradhan Mantri Awas Yojana (PMAY) 2.0. These projects will be executed in 42 urban local bodies. Once completed, the 43 projects will provide 3,949 dwelling units to beneficiaries. These will be executed at a total cost of Rs 256 crores, with shares received from the Centre, state, and beneficiaries. For the projects, the Centre will grant Rs 59 crore at Rs 1.5 lakh per dwelling unit, while the state will give Rs 39 crore at Rs 1 lakh per unit. The rest of the grant, amounting to Rs 157 crore, will be borne by the beneficiaries at Rs 4 lakh per unit. Beneficiary-led construction under PMAY 2.0 refers to a scheme component where eligible families, particularly from economically weaker sections, receive financial assistance to construct new houses or enhance existing ones on their own land. In a letter to urban local bodies, the urban development department's joint secretary, Satish Chandra Singh, informed them about the state-level approval and asked local bodies to take steps and sensitise beneficiaries at the ground level. Among the urban local bodies, Bhubaneswar will see the execution of 44 dwelling units, while 26 dwelling units will be executed in Khurda, 115 in Puri, and 41 in Cuttack. The highest number of 663 dwelling units will be executed at Bhuban in Dhenkanal district. Similarly, 579 dwelling units will be executed in Bhadrak municipality, 270 in Basudevpur, 220 units in Chandbali, 219 units in Sambalpur, 175 in Athagarh, 137 in Jajpur, 119 at Khariar in Nuapada, and 102 dwelling units at Polasara in Ganjam district. Sources said the projects were approved by the state-level sanctioning and monitoring committee, and the proposal will be forwarded to the ministry of housing and urban affairs now for granting financial assistance for execution of the projects.

BHUBANESWAR : To streamline house allotment under Pradhan Mantri Awas Yojana ( PMAY ) 2.0, the housing and urban development department here has issued a comprehensive standard operating procedure (SOP). The SOP, specifically issued for house allotment in Bhubaneswar, covers critical areas such as eligibility criteria of beneficiaries, the mode of allotment of houses, and the handing over process of the houses, among others. "The govt of Odisha has taken up 'Housing for All' as a top priority mission and has put in place the ' Odisha Housing For All Policy for Urban Areas, 2022' and subsequent amendment in 2025 to create a comprehensive and holistic policy framework to address all aspects of housing for the urban poor," reads the notification issued by the urban development department. To be eligible to get a house as per the SOP, the beneficiary should belong to the concerned slum as of a cut-off date decided by Bhubaneswar Municipal Corporation (BMC) for the allotment of dwelling units for project-affected families. Further, a dwelling unit should be allotted only to such a beneficiary who does not own a pucca house in his or her name, while the income of the family should not exceed Rs 3 lakh per annum to be eligible to get a house under PMAY 2.0 . The SOP defines the family, which should comprise a husband, wife, and unmarried children. It states that the beneficiary or any of his or her family members should not be an employee in the central or state govt. For the selection of beneficiaries, the SOP provides a step-by-step guide. First, the BMC should prepare the base household list from available slum data, following which joint enumeration teams should be constituted for field verification of households staying in slums. In the third step, the teams will number the houses, take photographs of the beneficiaries, note the personal data, and submit the same to the zonal deputy commissioner. Then the commissioner will validate the data, invite suggestions and objections, and issue the final list. Following the finalisation of the beneficiary, the BMC will issue a demand letter for the beneficiary to pay his or her share of Rs 1.50 lakh, following which the provisional allotment letter will be issued to the beneficiary. As per the SOP, the BMC will also help the beneficiary avail of bank loans. It could enter into a tripartite agreement for disbursement and transfer of money directly to the bank account of the beneficiary and then make the final verification of the payment. The SOP also covers the preferential allotment of houses to beneficiaries on the ground floor. As per the SOP, only persons with loco-motor disabilities will be preferred to get houses on the ground floor of the housing project.
