Odisha to be India's growth engine: Majhi
Bhubaneswar: Asserting that Odisha will be the growth engine in the country's development journey over the next 25 years, Chief Minister Mohan Charan Majhi on Saturday said that the State aspires to become a USD 1.5 trillion economy by 2047. Majhi said this while speaking at the NITI Aayog Governing Council meeting chaired by Prime Minister Narendra Modi in New Delhi. 'I assure you Sir (PM), Odisha will be the growth engine in the country's development journey over the next 25 years,' Majhi was quoted as saying. Noting that India's economy is the fastest-growing among all major global economies with a growth rate of 6.5 per cent in 2024-25, Majhi said: 'During the same period with the double engine push, the State has grown at 7.2 per cent. I am deeply grateful to the Prime Minister for visiting Odisha five times in the last 11 months which shows his commitment to the development of Odisha.' While thanking the Centre for sanctioning new railway projects worth Rs 73,000 crore and National Highways projects worth Rs 4,600 crore, another Rs 17,500 crore projects in the pipeline to be sanctioned, Majhi said that the State, in close coordination with the Centre, is actively implementing PM USHA, PM SHRI, Mamata- PMMVY, NEP 2020 and PM JAY. As his government will complete one year in office next month in June, Majhi said his government has laid the foundation for 'Samruddha' (developed) Odisha, 2036 – a vision for a prosperous and empowered Odisha as per the mantra of Prime Minister Modi's 'Sabka Saath, Sabka Vikas'. He said the year 2036 will mark 100 years of Odisha's formation and 2047, the centenary of India's independence. 'Our Vision 2036 and 2047 documents - are our ambitious resolve to build a prosperous, developed and proud Odisha – a 'Viksit Odisha' that shines brightly within a 'Viksit Bharat'. The people of Odisha aspire to see Odisha's economy touch USD 500 billion by 2036 and soar to USD 1.5 trillion by 2047,' he said. Revealing that Odisha's Vision document will be launched on June 12, the day his government completes one year in Odisha, Majhi said thedocument is a comprehensive, actionable and inclusive report with suggestions received from over 3,20,000 people of the State through an online portal and analysed using AI. Majhi said as per Odisha's vision, his government has started working to bring all our cultivable areas under irrigation to raise agricultural productivity and farmer's income and focus on rapid urbanisation as an engine of growth. 'We look forward to building world-class roads, railways and air connectivity with the support from the Centre. We seek to leverage the State's long coastline with port-based special economic zones, as a part of global value chain, to drive economic growth and create employment opportunities,' he said.

The chief minister also said that the state is making all-out efforts to attract investment in textiles, garments, food processing industries and also new-age industries for large-scale employment generation. "The state has the best in class skilling ecosystem for which 'Skilled in Odisha' is a global brand name and we are 'Skilling for the World'. Odisha is emerging as an ITeS and global capability centres hub," he said. On empowerment of women, the chief minister said the state government has put in place an inclusive social security system through schemes like 'Subhadra' for women in the age group of 18-59 years. The allocation for education and health sectors has been substantially enhanced to make our future citizens educated, skilled and healthy to contribute to our state's growth process. This apart, Majhi said: "We have formulated schemes and programmes to improve the quality of life of the people through provision of basic amenities like roads, pucca houses, electricity, drinking water, telecom services, sports infrastructure and other social and economic infrastructure along with livelihood opportunities for all." On achievements during the last 11 months, Majhi informed the meeting that Odisha has brought out development of Hirakud in the western region as a Special Tourism Zone. "We also intend to specifically develop the Buddhist circuit in Odisha. The integrated master plan will be taken up for iconic destinations with a phased execution," he said. The CM said the state government was committed to provide 40 per cent urbanisation by 2036 and 60 per cent by 2047 from the current 17 per cent. "We plan to develop a metropolitan region of 7,000 sq km around Bhubaneswar, Khurda, Jatni, Cuttack, Paradip, and Puri, with similar plans for other growth centres," the chief minister said.

Odisha Cabinet nod to more perks under merged MAMATA-PMMVY
BHUBANESWAR: The state cabinet on Wednesday approved the proposal to merge MAMATA scheme with the Pradhan Mantri Matru Vandana Yojana (PMMVY) and rechristen it as MAMATA-PMMVY. Under MAMATA, monetary support is provided to pregnant and lactating mothers. The cabinet meeting presided over by Chief Minister Mohan Charan Majhi okayed renaming of the new scheme. Announcing the decision, the chief minister said that the scheme will be implemented retrospectively from April 1, 2025. Expenditure for the new scheme will be about Rs 2,670 crore in the next five years. Earlier, the chief minister said, beneficiaries covered under MAMATA scheme used to get Rs 10,000 for the birth of a girl child. Now, such beneficiaries will get Rs 12,000 under the new scheme. The assistance for a male child, though, will remain unchanged at Rs 10,000 under MAMATA-PMMVY. However, women from PVTG communities will continue to receive incentive of Rs 12,000 towards birth of a girl child and Rs 10,000 for a boy even after the first two offsprings. The cabinet also approved the proposal to increase incentive for anganwadi workers (AWWs) and anganwadi helpers (AWHs) for implementing the scheme. The AWWs and AWHs who were earlier getting Rs 200 and Rs 100 respectively as incentive will now receive Rs 250 and Rs 150 under MAMATA-PMMVY, Majhi added. The chief minister said eligibility criteria of the Centre's PMMVY scheme will also be applicable to the MAMATA-PMMVY scheme. During its meeting, the cabinet also approved a tender of Rs 97.67 crore for construction of Khairibandhan barrage project including influx bund at Anlabeni in Jashipur block of Mayurbhanj district. The project when complete will provide assured kharif irrigation to 6950 hectare cultivable land in 47 villages of Jashipur, Raruan and Sukruli blocks of the district through underground pipeline system. The project will also provide drinking water facility to more than 35,000 people of Mayurbhanj. Besides, the cabinet also approved lease of 40.197 acre free of all charges for construction of south and north campuses of Dharanidhar University at Keonjhar. It also waived government dues of Rs 140.71 crore and recurring dues amounting to Rs 50.17 lakh on the university.

Six lakh women register under Gujarat CM Bhupendra Patel's NAMO Shri scheme
Gandhinagar: On the occasion of International Mother's Day, over six lakh women registered under the NAMO Shri Scheme aiming at women empowerment and improving maternal health launched by the Gujarat Chief Minister Bhupendra Patel, as per a release. Under the scheme, nearly 4 lakh women have received financial assistance of Rs 222 crore. This scheme was specifically launched to provide financial assistance to pregnant women and mothers for their health and nutrition. The support provided to nearly 4 lakh mothers is not only helping them undergo timely health check-ups but is also ensuring access to balanced nutrition for them. International Mother's Day is celebrated every year on the second Sunday of May to honour the contributions of mothers and raise awareness about their rights. This year, it falls on May 11th. The theme for International Mother's Day 2025 is "Mothers: The Backbone of the Family," highlighting the fact that mothers are the pillars of the family, and without them, society cannot be imagined. Under the NAMO Shri scheme launched by the Gujarat Government, eligible women receive financial assistance of up to Rs 12,000 for their first two live children, distributed in phases. This assistance is provided in conjunction with the benefits received under the central government's Pradhan Mantri Matritva Vandana Yojana (PMMVY) and JanSuraksha Yojana (JSY). For the first pregnancy, the woman receives a total of Rs 12,000 in four phases: Rs 5,000 at the time of registration (Rs 2,000 from the state government and Rs 3,000 from the central government), Rs 2,000 after six months of pregnancy (from the state government), Rs 3,000 immediately after institutional delivery (from the state government), and Rs 2,000 after the 14-week vaccination (from the central government). For the second pregnancy, the assistance process is slightly different. The woman receives Rs 2,000 at the time of registration, Rs 3,000 after six months of pregnancy, Rs 6,000 after institutional delivery (with the amount given by the central government if the newborn is a girl and by the state government if the newborn is a boy), and Rs 1,000 from the state government after the 14-week vaccination. This entire amount is transferred directly into the beneficiary woman's bank account. In addition to the NAMO Shri scheme, the state government's other various initiatives such as SUMAN, PMSMA, Mamta, and Khilkhilat are providing women with high-quality healthcare services, regular check-ups, vaccinations, and counseling. These joint efforts between the central and state governments have played a crucial role in significantly reducing the Maternal Mortality Ratio (MMR) in the state. In 2011-13, Gujarat's MMR was 112, and by 2020, it had dropped to 57, reflecting an impressive 50 per cent decrease. This transformation is a direct testament to the state government's continued commitment and effective implementation of these programs. Furthermore, in Gujarat, over 14 lakh pregnant women receive timely health check-ups and nutritional services each year, and the state has achieved a 99.97 per cent institutional delivery rate, a remarkable achievement at the national level.

Maternity payout covers just 20% of births, claim activists
NEW DELHI: Right to Food activists have expressed concern over barely 20% of births each year being covered by govt's maternity benefit scheme, despite the National Food Security Act (NFSA), 2013, guaranteeing Rs 6,000 as legal entitlement of all pregnant women. Data given to RS in March showed that only 54 lakh beneficiaries were paid in 2024-25, much lower than almost 73 lakh in 2022-23, but an improvement over 22.5 lakh beneficiaries in 2023-24. The estimated number of births per year in India is 270 lakh. Giving maternity benefit of Rs 6,000 per child for 90% of the 270 lakh births would require an annual expenditure of over Rs 14,500 crore. However, the allocation for the maternity benefit scheme, Prime Minister's Matru Vandana Yojana (PMMVY), has stagnated below Rs 2,000 crore in the last few years. The entitlement has not been revised since 2013, which means in real terms it has gone down after adjusting for inflation. Even by a very conservative estimate, maternity benefits should have been raised to at least Rs 12,000, argued the Right to Food activists. In April 2017, the women and child development ministry told Supreme Court that all pregnant women would receive Rs 6,000 under Section 4 of the NFSA. But instead, the PMMVY was implemented, reducing the benefit to Rs 5,000, restricting it to the first child (or second if it's a girl), and imposing multiple conditionalities. To get Rs 3,000 (first instalment), pregnancy must be registered and one ante-natal check-up done within six months at an approved facility. For Rs 2,000 (second instalment), childbirth must be registered and the child vaccinated with the first cycle of immunisations. Eligibility is limited to disadvantaged women who must prove it with documents like ration or BPL cards. Further, women below age of 18 years and seven months are not eligible. Many documents are required, including Aadhaar card, Aadhaar-mapped bank/post office account details, mobile number, eligibility proof, Mother and Child Protection card or Reproductive and Child Health card, date of last menstrual period, date of ante-natal check-up, child's birth certificate, and child immunisation details. Due to these conditions, most women are excluded. In 2023-24, only 2.7 lakh women (about 1%) received the second instalment. In contrast, Tamil Nadu and Odisha provide Rs 18,000 and Rs 10,000 per pregnancy, with 84% and 64% birth coverage respectively.
