Outsourcing is against social justice, Marxist party tells DMK government
Chennai, Aug 11 (PTI) The CPI (M), a key ally of Tamil Nadu's ruling DMK, on Monday said the concept of outsourcing went against social justice and urged the state government to abandon it and treat vacancies under state services as openings for permanent jobs and recruit personnel through the public service commission. Referring to the protest here by conservancy workers for over 10 days opposing privatisation of sanitation operations by Chennai Corporation, 'Theekathir,' the official organ of the CPI(M) said in an editorial that the party's Tamil Nadu State Secretary, P Shanmugam has met the workers and has extended support to them. Usurping the rights of workers in the name of privatisation, consolidated pay and so on –as regards government job opportunities in Tamil Nadu– cannot be accepted, Shanmugam has said. The workers, seeking permanent jobs, oppose outsourcing mooted in areas including Tondiarpet in Chennai. They continue to protest in front of Ripon Buildings, the headquarters of the Chennai Corporation. The parties, including CPI(M) have strongly supported the conservancy workers who oppose privatisation. 'In Madurai Corporation too, conservancy work has been handed over to a private firm," the Marxist party's Tamil mouthpiece said, adding several protests have been staged opposing the private company that has been exploiting the workers. Private companies taking up work, including conservancy operations, pay a pittance to workers, who are not covered under statutory and social welfare schemes. Outsourcing of permanent jobs in state services is on the rise gradually and in particular, outsourcing of job openings in the health department is increasing. Also, arrangements such as consolidated pay, honorarium and work under an outsourced agency are against social justice as no system of reservation is followed. Hence, the Tamil Nadu government must completely give up outsourcing and must recruit personnel for permanent jobs under state services through the Tamil Nadu Public Service Commission and this is necessary. 'This is not only an issue related to employment opportunities but also related to the future of the society." It cannot be said that those appointed by private firms to whom jobs are outsourced would have job security and responsibility for their work. Also, they may not have to own up responsibility for lapses, and this may lead to irregularities, it added. Farmers stage protest demanding compensation for land acquired for setting up Bharathiar University in Coimbatore

Photo by P Sreedhar COIMBATORE: COIMBATORE: Members of the Tamil Nadu Vivasayigal Sangam and the Communist Party of India (Marxist) staged a sit-in protest in front of the Coimbatore collectorate on Monday, demanding a compensation for agricultural land acquired by the state govt for establishing Bharathiar University. Land was acquired for the purpose from 1978 to 1984. The protest was led by CPM state secretary P Shanmugam and Coimbatore district secretary C Padmanabhan. Several affected farmers participated in the protest. According to the protesters, around 916 acres of land were acquired from nearly 600 farmers at the foothills of Marudhamalai to set up the university. However, the farmers alleged that they were not paid appropriate compensation and filed a petition in court. Subsequently, the court directed the govt to pay Rs 160 crore as compensation, but the order was not implemented. In 2022, the Madras high court enhanced the compensation to Rs 400 crore, including interest. Nearly three years later, the farmers are yet to receive the payment. Velu assured that a high-level meeting involving the minister for higher education and relevant department secretaries would be held soon to arrive at a permanent solution. He said the meeting date would be announced within two days. Based on this assurance, the protesters agreed to withdraw the agitation.

Maintain status quo on removal of existing flagpoles: HC full bench
1 2 3 Madurai: A full bench of the Madras high court on Tuesday directed the state to maintain status quo prevailing as of date until further orders concerning the removal of existing flagpoles of political parties and organisations across the state. The full bench was hearing an appeal preferred by state secretary of the CPM, P Shanmugam, challenging the order passed by a single bench that dismissed his plea seeking to prevent officials from removing the party's flagpoles across the state. The appeal was referred to a larger bench by a division bench after considering that the earlier order of another single bench directing the removal of all flagpoles of political parties and organisations across the state was confirmed by a coordinate division bench. Senior counsel N G R Prasad, appearing for the appellant, contended that issues of constitutional importance arise in this case since the rights of political parties, communal parties, or associations have been involved. The single bench issued directions in violation of the principles of natural justice, which were cited by a division bench while issuing a reference for the constitution of a full bench. The judges directed the chief secretary to issue a public notification enabling political parties and organisations willing to get impleaded in the appeal as respondents for the purpose of presenting their case or defending the case of the appellant. Hence, the judges directed the chief secretary to issue a public notification in two English and two Tamil dailies with wide circulation across Tamil Nadu, stating that those willing to get themselves impleaded as respondents in the present appeal should file the impleading petitions before the Madurai bench on or before Aug 5. The chief secretary should effect the publication on or before July 25. The judges made it clear that no petition for impleadment or any other purpose from any third party will be entertained after Aug 5. Since the appellant raised an apprehension that the existing flagpoles would be removed by the state govt to implement the order passed by the single bench, the judges directed the state to maintain status quo. The respective parties are at liberty to file their affidavits or counter affidavits before the court on or before Aug 5. The matter was posted for hearing on Aug 6. Meanwhile, CPM state secretary, Shanmugam, in a statement said that the interim order of the full bench is a victory for the legal battle of the party. He congratulated the counsel who appeared for the party in the case.

Party will decide about seat sharing in alliance: CPM
Trichy: CPM state secretary P Shanmugam has stated the party will decide internally on the number of seats it will demand from the DMK for the upcoming elections. "We are not under pressure from the DMK. We will decide the number of seats we want. Other parties in the alliance should not dictate our demands," Shanmugam, who was attending a two-day state body meeting, told reporters in Trichy on Thursday. Shanmugam downplayed any internal discord within the DMK-led INDI alliance. He added, "Our main focus in the elections is to defeat the BJP-AIADMK alliance, though no one wants to contest fewer seats." Shanmugam also acknowledged the rise in right-wing sentiments in the state, saying, "There is no denying the growth of the right wing. We are working to unite secular forces on one platform." During the meeting, several resolutions were passed. Shanmugam condemned the Union government's decision to raise train ticket prices and criticized its allocation of funds, noting that more money was directed toward the development of Sanskrit than to other classical languages like Tamil. The CPM also criticized the state government's move to introduce dialysis services in upgraded Primary Health Centres (PHCs) under the Public-Private Partnership (PPP) model. The party extended its support to the national strike called by central labour unions on July 9 to protest the Centre's "anti-worker policies."

CPM seeks release of cadres over clashes with BJP men
1 2 Dindigul: The CPM, led by MPs in Madurai and Dindigul, on Saturday held protests in their respective districts after several party cadres were injured in a clash with BJP and Hindu Munnani members at a street-corner meeting organised by the party on Friday at Thadikombu in Dindigul. Based on complaints from both parties, police arrested people from both sides and remanded them on Saturday. The altercation occurred on Friday morning, at one of the meetings organised as part of a statewide public campaign by CPM in Thadikombu to highlight people's demands and criticise Union govt policies. An argument ensued between CPM cadres and BJP-Hindu Munnani members who were nearby over criticism regarding the Murugan devotees conference in Madurai. The verbal confrontation escalated into a scuffle. Tensions rose again near Dindigul govt medical college hospital where the injured were taken. Police finally dispersed the crowd and detained several cadres from CPM, BJP, and Hindu Munnani. CPM state secretary P Shanmugam condemned the arrest of CPM cadres in this connection. "BJP and Hindu Munnani cadres were the ones engaging in violent acts that led to our cadres being hospitalised. Hindu Munnani members are trying to create a distraction and even going as far as labelling us as extremists. People of Tamil Nadu know who really engages in hate and communal extremism for political gain," he said. The senior CPM leader demanded immediate release of the arrested cadres and action against all BJP and HM cadres responsible for the assault. In Madurai, MP Su Venkatesan condemned the Murugan devotees conference being held in Madurai saying religious hate politics of the BJP must be rejected.
