Last Updated: According to a report accessed by News18, before the department could process or grant approval, the marriage was solemnised through a WhatsApp video call on May 24, 2024. The Central Reserve Police Force (CRPF) is set to initiate departmental action against constable Munir Ahmed who proceeded with marriage to a Pakistani national despite the absence of formal approval, raising significant concerns over procedural violation and national security. In a report reviewed by News18, CRPF has said that the constable, currently posted in the 41st Battalion, had earlier submitted a request for permission to marry a Pakistani woman named Menal Khan. However, before the department could process or grant approval, the marriage was reportedly solemnised through a WhatsApp video call on May 24, 2024. This unauthorised act has triggered a formal review and disciplinary process. The report also says that it was a policy decision and J&K zone suggested that request of marriage may not be granted. 'As the instant case requires a policy decision being a case of marriage with Pakistani girl and matter of national security, the proposal was re-submitted to Headquarter, J&K Zone, vide this office letter with opinion that NOC may not be granted and a policy decision should be taken for dealing with such type of cases," the report reviewed by News18 says. According to the report, several lapses were observed in the constable's conduct, including failure to inform the department about his wife's continued stay in India beyond her visa validity and making potentially misleading statements in court proceedings. Violation in the report According to the report, Constable Munir Ahmed didn't inform department about various developments. 'The case for granting permission with a Pakistani girl was pending with the department i.e CRPF, but Munir Ahmed solemnised the marriage with Menal Khan without waiting for the decision/permission from department," the missive says. 'Wife of Munir Ahmed, namely Menal Khan, entered from Wagah Border in India through Pakistani Passport on tourist visa which was valid upto 22/03/2025, but the individual has not informed the department that his wife is still residing in India after expiring of visa. Further, he had stated that his wife has applied for Long Term Visa but the fact was not informed by individual to department," the report says. The report also says that the constable claimed in court that he had informed CRPF of his marriage, but no such approval was granted. 'The marriage was performed digitally via a WhatsApp call, raising questions about procedural and legal validity. His failure to disclose the presence and visa status of his Pakistani spouse poses a potential security concern," the report says. In light of the recent Pahalgam terror attack and the Government of India's directive to deport all Pakistani nationals, Khan was taken to Wagah Border for deportation. However, the Jammu and Kashmir High Court granted her a 10-day stay on April 29, 2025, pending further hearing. The CRPF has concluded that the constable violated conduct rules under Rule 21(3) of the CCS (Conduct) Rules, 1964, and departmental disciplinary action is now being considered.
