UAE Launches Youth Council to Drive Agricultural Innovation and Sustainability

The UAE has unveiled the Emirates Youth Council for Agriculture, a new initiative designed to empower young Emiratis to lead innovation in agriculture and bolster national food security. Launched by the Ministry of Climate Change and Environment (MOCCAE) in partnership with the Federal Youth Authority, the council was announced on the third day of the Emirates Agriculture Conference and Exhibition 2025, held under the patronage of His Highness Sheikh Mansour bin Zayed Al Nahyan at the ADNEC Centre in Al Ain. The council brings together young professionals from across the UAE's public and private sectors to advance smart agricultural practices, support youth-led research, and raise environmental awareness within communities. Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, said the council will serve as a catalyst for impactful youth-led initiatives. 'This is a platform for innovation, a channel for solutions to environmental and food security challenges,' she said. Sana bint Mohammed Suhail, Minister of Family, highlighted the cultural and economic importance of agriculture, calling it a source of sustainable income and family stability. Dr. Sultan bin Saif Al Neyadi, Minister of State for Youth Affairs, emphasized the council's alignment with the National Youth Agenda 2031. 'Youth Councils are now national laboratories—spaces where ideas are turned into action,' he said. As part of Youth Day activities, a Youth Circle session explored how families play a foundational role in cultivating agricultural values. Speakers echoed the vision of the UAE's Founding Father, the late Sheikh Zayed, stressing agriculture's link to identity, heritage and the future. 22 Apr 2025 18:08 UMM AL QAIWAIN (WAM) The Emirates Environmental Group (EEG), in collaboration with Umm Al Qaiwain Municipality, marked Earth Day 2025 with a special edition of its national programme, For Our Emirates We Plant, held at Mangrove event brought together government entities, private sector organisations, academic institutions and community volunteers. A total of 1,200 mangrove saplings were planted, bringing the total number of native trees planted under EEG programmes to 2,147, Al Mar'ashi, Chairperson of Emirates Environmental Group (EEG), welcomed participants and praised the continued partnership with Umm Al Qaiwain Municipality, highlighting alignment with the UAE's Plant the Emirates campaign. She noted EEG's longstanding role in national reforestation, having planted over one million indigenous trees across the 2007, EEG's efforts have helped remove more than 186,213 metric tonnes of carbon dioxide from the atmosphere, contributing to the UAE's Net Zero by 2050 strategic initiative. Mangroves were selected for their ability to absorb up to four times more carbon dioxide than terrestrial forests, while also protecting coastlines and supporting marine event supports several United Nations Sustainable Development Goals, including Climate Action, Life Below Water, Life on Land and Partnerships for the Goals. It also reflects the UAE's 2025 national theme, the Year of Community, promoting collective action and environmental extended thanks to Umm Al Qaiwain Municipality and supporters including Ayrat Kamaltinov, Grand Plaza Mövenpick Media City, Labotel LLC, Mandarin Oriental Hotel Group, Middle East Energy Dubai, MidEast Data Systems LLC, Mövenpick Hotel Jumeirah Beach, National Bonds, Sahara Group, Sofitel Dubai Downtown, The Tower Plaza Hotel and United Hospitality Management. As the saplings took root, they stood as a symbol of shared commitment to climate resilience and a greener future. The UAE Cabinet on Monday reviewed the latest developments in building the Emirates' tax system with 520,000 companies now registered for corporate tax and 470,000 for value-added tax. The meeting was chaired by Sheikh Mohammed bin Rashid, Prime Minister and Ruler of Dubai, at Qasr Al Watan in Abu Dhabi. He described the tax system as a 'key part of our economic foundation for the future' and said its efficiency 'reflects the strength' of the UAE's 'competitive economy'. He added that the UAE is fifth globally in tax policy efficiency and second globally in combating tax evasion, according to the annual report of the IMD World Institute in Switzerland. Sheikh Mohammed also announced the approval of a Legislative Intelligence Office within the Cabinet. 'This office will work on creating a comprehensive legislative plan that brings together all federal and local laws in the UAE, connecting them through artificial intelligence with judicial rulings, executive procedures, and public services,' he wrote in a post on X. 'The new system will allow us to track the daily impact of laws on our people and economy using large-scale data, and it will regularly suggest updates to our legislation.' The Cabinet also approved the launch of the first integrated regulatory intelligence system within the UAE government. This new legislation and laws development system was based on advanced artificial intelligence. It is hoped the system will accelerate the legislative process by up to 70 per cent, using AI tools to reduce the time and effort required for research, drafting, evaluation, and enactment. Ahead of the Make it in the Emirates Forum, which takes place next month, the Cabinet also reviewed the Ministry of Industry and Advanced Technology's preparations. Sheikh Mohammed, who is also Vice President, said the UAE's industrial sector contributes Dh210 billion ($57.17 billion) to national GDP and has grown by 59 per cent in the past four years. The Cabinet also approved the launch of the Global Alliance for Energy Efficiency, which was announced during Cop28 in Dubai and is intended to double the efficiency of energy used in all sectors by 2030. The Plant the Emirates campaign was also assessed, Sheikh Mohammed said. As of April 2025, a total of 459,698 trees have been planted. The campaign also successfully distributed 593,246 seedlings and scattered over 6.5 million seeds across natural habitats. The results of implementing the National Sports Strategy, and the annual report on the risks of money laundering and terrorist financing, were also assessed. The introduction of new financing mechanisms for the Sheikh Zayed Housing Programme were discussed, with 9,400 approvals worth Dh7.5 billion issued in the past three years. A restructuring of the Emirates Council for Balanced Development, headed by Sheikh Theyab bin Mohamed, chairman of the Office of Development and Martyrs Families Affairs at the Presidential Court, and chairman of the International Humanitarian and Philanthropic Council, was also approved. The council aims to develop quality projects that ensure balanced development across the Emirates. The Cabinet also approved 44 international agreements in the economic, developmental and governmental fields, Sheikh Mohammed said. He added that negotiations would start with a further 30 countries after approvals reached on Monday.

The UAE Cabinet has approved the launch of the country's first integrated regulatory intelligence ecosystem, a major step in smart governance. The new ecosystem leverages advanced artificial intelligence to streamline legislative planning, making it more dynamic, data-driven and responsive. It introduces a proactive model that enables the government to adapt rapidly to global geopolitical, economic and technological changes. The system will include the largest national legislative database, integrating federal and local laws, judicial rulings, executive procedures and public services into one intelligent platform. It will also monitor international legal developments in real time, identify gaps in the current legal framework, and suggest timely updates. This transformation aims to reduce the legislative process time by up to 70 per cent. As part of this initiative, the Cabinet also approved the establishment of the Regulatory Intelligence Office, which will operate under the General Secretariat of the Cabinet. The office will lead the design, implementation and coordination of the ecosystem, working in close partnership with federal and local authorities as well as private sector stakeholders. The Alliance aims to double global energy efficiency rates by 2030 through international cooperation, policy development, and shared expertise. Make it in the Emirates Forum The Cabinet reviewed the outcomes of the 'Make it in the Emirates' Forum 2024, a national platform to boost local industrial investment and production. Since its inception, the forum has hosted over 13,000 participants, conducted more than 200 specialized sessions, and generated billions in manufacturing and supply agreements. In 2024, the industrial sector contributed AED 210 billion to the national GDP, a 59 per cent increase from 2020, with AED 197 billion in exports and national spending surpassing AED 110 billion. Plant the Emirates Campaign Significant progress was shared on the "Plant the Emirates" initiative. As of April 2025, 459,698 trees have been planted, alongside the distribution of over 593,000 seedlings and the scattering of more than 6.5 million seeds across natural habitats. Over 5,000 students and 8,200 volunteers have taken part in the campaign, which included educational outreach to 1,349 schools and 109 agricultural workshops. The Cabinet also approved the formation of the National Agricultural Centre Board, chaired by Dr. Amna bint Abdullah Al Dahak Al Shamsi, Minister of Climate Change and Environment. Tax System Enhancements The Cabinet reviewed updates on the development of the UAE's tax system, which continues to rank highly in global competitiveness. According to the IMD World Competitiveness Report 2023, the UAE ranked second globally in the Index of Combating Tax Evasion, fourth in Consumption Tax Rate, and fifth in Tax Policy Efficiency. Emirates Council for Balanced Development The Cabinet approved a decision in the same meeting to restructure the Emirates Council for Balanced Development, chaired by His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes' Affairs. National Housing Programme The Cabinet reviewed progress on the Sheikh Zayed Housing Programme. From 2022 to 2024, 9,468 housing loan decisions were issued—exceeding the target, with total approved financing reaching over AED 7.5 billion. Cultural and Creative Industries Updates were provided on the National Strategy for Cultural and Creative Industries, including the launch of the Emirates Culture and Creativity Medal, National Culture and Creativity Grant Programme, and the National Framework for Cultural Activities in Schools. National Sports Strategy The Cabinet reviewed outcomes of the National Sports Strategy, including the successful launch of the National University Games Project, which engaged over 1,700 students, fostering youth participation and national pride through sports. Autism Policy Progress The Cabinet was also briefed on the implementation of the National Autism Policy, which focuses on early detection, integrated services and national diagnostic guidelines to better support individuals with autism and their families. Foreign Affairs In international cooperation, the Cabinet approved the ratification of 12 international agreements and the launch of negotiations for 32 new international agreements and MoUs, further strengthening the UAE's global partnerships.
