Martinez found guilty in November shooting

GOSHEN — After six days of trial, accused murderer Joshua P. Martinez, 24, was found guilty Monday of the Nov. 3, 2024, shooting of Romulo Reyes Osuna and Carlos Martinez. Elkhart police arrived on scene around 4:40 a.m. Nov. 3, 2024, for a shooting in the front yard of a property in the 700 block of C.R. 3. There they found Reyes, 33, of Elkhart, who died at the scene from a gunshot wound; and Carlos Martinez, 38, of South Bend, also suffering from gunshot wounds in the backyard. Carlos was transported to Elkhart General Hospital with life-threatening injuries. Using the Flock surveillance system, police identified a vehicle at the scene that arrived around 3 a.m., of which Joshua P. Martinez was the registered driver, according to probable cause affidavit. During police investigation, Joshua Martinez reportedly told police he was at a Halloween party. A while later, the Flock camera shows a man running toward a vehicle as the vehicle is unlocked by a key fob, with lights flashing. Followed closely behind are three other men, two identified as Romulo Reyes Osuna and Carlos Martinez, police reported. As they arrive at the vehicle, the surveillance camera shows a muzzle flash and Carlos Martinez falling to the ground and Reyes Osuna attempting to run east before also falling to the ground with muzzle flashes, the affidavit reads. The third individual is then seen running to the passenger side of the vehicle. As the vehicle leaves the area, the camera shows it running over Carlos several times, the affidavit reads. Carlos Martinez identified Joshua P. Martinez from a photo line-up as the shooter, and police were able to collect a part broken from the Honda and a 9mm shell casing from the scene, according to the probable cause affidavit. Officers with the Plymouth Police Department confirmed that Martinez's vehicle was missing the part and noted blood on the front of the vehicle, reports read. Carlos claimed Joshua said prior that he was going to shoot everyone, the affidavit reads. And when Reyes Osuna went running toward the vehicle to stop Joshua, he went to help but Joshua already had the gun in his hand when Reyes Osuna attempted to hold the door closed to keep him in the car, the affidavit reads. The jury found Martinez guilty on both counts and sentencing was scheduled for June 19.

POLICE NEWS: Trooper finds missing Plymouth baby in Elkhart County

A 6-month-old child abducted by a non-custodial parent was safely returned after an observant Indiana State Trooper saw the vehicle it was believed to have been taken in. Master Trooper Brian Hoffman heard a dispatch that the Plymouth Police Department was investigating a child abduction by a non-custodial parent on Saturday. A description of the vehicle was given and a possible route of travel. Around 3:04 a.m. Hoffman thought he saw the vehicle, a maroon 2004 Chevrolet Trailblazer, driving east on U.S. 20 near C.R. 17. After catching up to the vehicle and verifying that it was the vehicle being looked for, Hoffman called for additional units as he followed it eastbound. Hoffman made a traffic stop on the vehicle as it pulled into a business nearby. As Hoffman approached the Trailblazer, the front and rear passenger windows were lowered, and he saw a man sitting in the rear passenger side seat holding a baby. The man identified himself as Shaquile Booker, 30. Hoffman and officers with the Bristol Police Department safely took Booker into custody. The child was unharmed. Plymouth Police Department was contacted and came to the scene to take custody of Booker and returned the child to its custodial parent. Booker was taken to the Marshall County Jail where he faces several charges related to the case and a warrant out of Allen County. HIT-AND-RUN • A 49-year-old man reported to Elkhart County deputies at 7:57 p.m. Friday that someone crashed into his mailbox in the 29000 block of C.R. 18 in Elkhart and fled the scene. • A 64-year-old man reported to Elkhart County deputies that between 7:20 a.m.-6:30 p.m. Friday someone crashed into his 2008 Mercedes CLS parked in his driveway in the 26000 block of Roseland Drive and fled the scene. • A 23-year-old man reported to Goshen police at 6:34 a.m. Monday being involved in a hit-and-run where the other driver left the scene near Pike Street and Chicago Avenue. • A 55-year-old man reported to Goshen police at 7:56 a.m. Monday that his mailbox was hit overnight in the 1300 block of Berkey Avenue. FIRES • Goshen police and fire at 8:28 p.m. Sunday were called to the 500 block of North Eighth Street for a house fire. No injuries were reported. • Goshen police and fire were called to the 2900 block of Linden Drive at 11:41 a.m. Sunday for an explosion. A paint booth at Herr Custom Paints had caught on fire while workers were cleaning it. No injuries were reported. • Goshen police and fire were called to the 3:20 p.m. Sunday to a dumpster fire in the 4300 block of Balsam Fir Lane in Ashton Pines. • Goshen Fire responded to a house fire in the 700 block of South Main Street at 8:14 p.m. Sunday. FOUND PARAPHERNALIA Goshen police were called to the 1000 block of West Pike Street at 12:18 p.m. Sunday for paraphernalia found at Lassus Gas Station. The employees stated a man dropped the paraphernalia and left. HOMELESS ASSIST • While on patrol of the parks, at 4:13 p.m. Sunday Goshen police found a homeless encampment on Madison Street. • Goshen police visited a homeless encampment at 1:23 p.m. Monday on private property in the 300 block of West Waverly Avenue and made contact with an individual who agreed to leave upon the return of two others who were not present at the time. Shelter, social services and transportation were offered but denied. OFFICER'S REPORT A 32-year-old man reported to Elkhart County deputies at 2:45 p.m. Saturday he left his handgun on the roof of his car and it fell off somewhere around U.S. 20 near Middlebury. The firearm was located and taken to the Elkhart County Sheriff's Office. CRIMINAL MISCHIEF The Elkhart County Criminal Complex observed an inmate breaking the glass on a cell door with an item within their cell on Saturday. THEFT • A 54-year-old man reported to Elkhart County deputies that around 4 p.m. Saturday that his Amazon package was stolen from his front porch in the 30000 block of Riverbend Circle. • A 23-year-old woman reported to Elkhart County deputies that around 1 p.m. April 25 someone stole her guitar from the 29000 block of C.R. 20 in Elkhart. • A 19-year-old man requested a VIN check on a 2020 Suzuki motorcycle in the 54000 block of Midnight Star by Elkhart County deputies. The Suzuki was found found to be stolen out of Dover, Delaware, in December 2022. It was impounded. FRAUD • An 18-year-old woman reported to Elkhart County deputies that on March 28 someone opened a credit card in her name and spent over $2,000 on it without her consent. • A 49-year-old woman reported to Elkhart County deputies that between April 11-25 someone was emailing him pretending to be one of his employees and wanting to update his banking information to a different account. • A 33-year-old woman reported to Goshen police at 4:49 p.m. Monday that someone took money from her Cash App.

‘I think it's terrible': Social media trend prompts warning from Plymouth school officials

School administrators in Plymouth sent a letter home to parents on Wednesday warning of a 'potentially hazardous' social media trend. The trend is called the 'Chromebook Challenge,' according to Superintendent Christopher Campbell, and it encourages students to insert pencil lead, paperclips, or push pins into Chromebook ports. The intent is to cause the device to smoke or malfunction. 'I just think that where there is a will, there is a way, and TikTok spreads a lot of information pretty quickly, and obviously it's a concern, but hopefully they're going to pay attention, and when the Chromebooks start smoking somebody reports it,' one parent tells Boston 25 News. 'Inserting metal or other foreign objects into electronic devices can lead to electrical shock, fire, or even small explosions,' the letter read. 'Several incidents have already been reported.' Parents were encouraged to speak with their students about the importance of responsible technology use. 'We recognize the powerful influence of social media and are committed to working with families to promote awareness and prevent harm,' Superintendent Campbell wrote. Plymouth voters reject police tax; Shelby supports library

Plymouth voters have denied their police department. It was one of several votes throughout the region Tuesday, which included a library renewal in Shelby. Officers from the Plymouth Police Department serve residents of both Richland and Huron counties. The vote failed in both counties: in Richland, it was 35 against and 28 for, and in Huron it was 37 against and 13 for. The final combined tally was 72 (63.72%) against and 41 (36.28%) for. More: Voters in Richland County will consider several taxes and issues this primary election The new police tax had been proposed at the rate of 2 mills, which would have cost the owner of a $100,000 property $70 annually. The proposal would have covered the cost of vehicles, equipment, building, salaries and other expenses of the village's police department. More: Primary election: Republican Miranda, Democrat Thompson to face off for 1st Ward Marvin Memorial Library gets overwhelming support In contrast, Shelby voters overwhelmingly supported a renewal tax for their library, Marvin Memorial. They voted to renew the library's funding by a margin of 568 for (74.74%) to 192 against (25.26%). The property tax is 1.75 mills, which costs the owner of a $100,000 property $61.25 each year. The levy will be in place another five years and will cover "current expenses," according to a sample ballot from the Richland County Board of Elections. More: Primary election: Mansfield voters approve pair of income tax renewal levies Several other levies decided across region Voters in Madison Township again turned down a 5.5-mill continuous replacement levy for fire operations that they rejected in November's general election. That was a replacement tax proposed at a rate of 5.5 mills, which would have cost the owner of a $100,000 property $192.50 annually. The tax would have provided and maintained equipment, buildings, land, supplies, salaries and other expenses for the township's fire department, as well as "purchase ambulance equipment, or to provide ambulance or emergency medical services operated by a fire department or fire-fighting company," according to the ballot. Residents of Weller Township voted to renew a 3-mill property tax, which costs the owner of a $100,000 home $105 each year. Ohio voting stickers given out during the 2025 May 6 primary election. The levy provides and maintains equipment, buildings, land, supplies, salaries and other expenses for the township's fire department.
