Chhattisgarh HC seeks affidavits on drain desilting, monsoon readiness, and water supply

RAIPUR: The Chhattisgarh High Court has directed the Commissioner, Bilaspur Municipal Corporation, to submit an additional affidavit detailing the progress on desilting and cleaning of 78 drains. Tired of too many ads? go ad free now Simultaneously, the Secretary, Public Health Engineering Department (PHED), Raipur, has been asked to file a personal affidavit addressing monsoon preparedness and water supply issues. These directives were issued during the ongoing hearing of a Public Interest Litigation (PIL) concerning civic infrastructure. During the court proceedings, the counsel representing the Bilaspur civic body stated that a recent news report, which highlighted water scarcity despite pipeline installation in a village, pertained to a rural area. This area, the counsel clarified, falls outside the territorial jurisdiction of the Bilaspur Municipal Corporation, and thus, the Corporation is neither the executing nor the supervisory agency for such rural infrastructure projects. Yashwant Singh Thakur, Additional Advocate General for the State, informed the court that the Public Health Engineering Department holds jurisdiction over the area in question. As the PHED was not an initial party to the PIL, the Registry has been instructed to include the Secretary, Public Health Engineering Department, Raipur, as an additional respondent in the petition. The Commissioner, Bilaspur Municipal Corporation, has already filed an affidavit outlining monsoon preparedness measures. The affidavit confirms that 137 drains have been identified within the Corporation's limits. Tired of too many ads? go ad free now A comprehensive desilting and cleanliness drive, which began on 1 May 2025, is scheduled to continue until 30 June 2025, to ensure full readiness for the monsoon season. As per the affidavit, 59 drains have been desilted and cleaned, while work is actively progressing on the remaining 78. For this drive, the Corporation has deployed 8 JCBs, 8 mini Poclain machines, and 2 large Poclain excavators. Additionally, 80 labourers have been mobilised for monsoon preparedness. A dedicated Flood Control Room is set to become operational from 15 June, providing round-the-clock response to waterlogging incidents across the city. The Municipal Corporation also clarified that desilting and cleaning operations have commenced with full machinery in Gokane Nala and Yadunandan Nagar Nala. The Corporation reaffirmed its commitment to prioritising public health, sanitation, and flood prevention. The High Court has slated the matter for further monitoring and compliance on 18 July 2025.

Gurugram, The Municipal Corporation of Gurugram on Thursday held a meeting with district administration over the recurrence of fire incidents at the Bandhwari landfill site and took steps to prevent it. The Corporation officials informed that earlier there were two methane detectors on the Bandhwari landfill site, which have now been increased to six. These portable detectors have been installed on Poclain machines, the officials said according to an official statement. DC Ajay Kumar said that all necessary precautions should be taken to prevent recurrence of fire incidents at the Bandhwari landfill site. Borewells and storage tanks should be built to supply water at the site to deal with fire, he added. At present, 27 fire extinguishers, 55 fire balls, two water tankers and two sprinkler pumps among others are there at the landfill site. In addition, 26 CCTV cameras have been installed for round the clock monitoring of the site. DC Kumar directed to the official that all precautions should be taken on priority to ensure that such an incident is not repeated at Bandhwari landfill site. He also gave necessary instructions to the officials of Municipal Corporation, Gurugram and Manesar, NHAI, GMDA and Pollution Control Department regarding dust control in the district. He said that there are clear instructions from the Haryana government that the repair and construction of all roads should be completed by June 15. Kumar also directed for mechanized sweeping of roads for dust control and sprinkling of water twice a day on roads under construction. Regarding solid waste management, the DC directed to take action against those violating the rules. "Pollution control is our collective responsibility and there should be no negligence at any level regarding the health of the citizens. Officials take necessary precautions to control incidents of fire in forest areas,' DC Kumar said. Recently, a fire broke out at the Bandhwari landfill site and it took firefighters over 16 hours to douse it. Local residents have said that the repeated fires in the garbage mountains of the landfill have caused more trouble for the people living nearby as the smoke generated from these fires makes them gasp for air.

Nagpur: Even after over 144 hours of relentless firefighting efforts, the fire and emergency services department of Nagpur Municipal Corporation (NMC) is still battling to fully douse the smouldering Bhandewadi dumping yard. On Friday, the number of active fire tenders were reduced from eight to five, which continue to work round the clock. "We aim to completely extinguish the fire by Sunday," said NMC's officiating chief fire officer BP Chandankhede. The blaze, which began as a minor fire around 10am on April 19, escalated into a massive inferno by 1pm the same day, aided by a gust of wind that turned the landfill into a raging fire zone. With no original buffer between the landfill and surrounding residential areas, the NMC's fire, solid waste management, and public health engineering departments collaborated to carve out a new buffer zone near Tulsi Nagar to limit the threat to nearby homes. Initially, workers at the landfill believed they had extinguished the fire. However, the fire began again a few hours later and quickly spiralled out of control. In response, the fire department began clearing garbage from the edge of the dumping ground along Tulsi Nagar to create and maintain a protective boundary. At the peak of operations, up to 12 fire tenders were engaged in continuous rotation, ferrying water from various sources. Over the last six days, at least 400 water trips were made, including from a well where pumps were specially installed. However, fire officials say it is difficult to estimate the total volume of water used, given the varied capacities of the tankers — ranging from 2,000 to 16,000 litres. The fire department has also shifted strategy — now focusing on identifying specific smoke-emitting pockets in the garbage. Using Poclain machines, they are breaking the mounds of waste and dousing its interiors with water to stop underground smouldering. Despite these efforts, the scale of the fire and the depth of garbage at the landfill pose serious challenges. The incident has again highlighted critical gaps in fire preparedness and poor waste management practices at Bhandewadi.
