Gurugram: Vatika G21's builder demolishes boundary wall, residents seek administration's intervention

GURUGRAM : The stalemate over a disputed boundary wall at Vatika G21 in Sector 83 has snowballed, with residents accusing the builder of demolishing the partially constructed wall in the dead of night. According to RWA, the incident occurred around 2am on Sunday night when the staffers of the developer allegedly switched off the area lights and demolished the five-foot-high wall. The representative of the developer hasn't respond to TOI's query on the allegations by residents. Calling this act a "blatant disregard for govt orders and police administration", residents on Monday sought immediate intervention from the district administration to ensure the construction of the boundary wall, citing safety concerns for 923 families living in the society. RWA general secretary Shailender Gupta said, "We waited for months for the developer to act on an order issued by department of town and country planning ( DTCP ). We even agreed to wait until a meeting could be held in the SDM's presence, as assured by the SHO. Instead of waiting, the developer acted unilaterally at night." RWA president of the society Pradip Rahi said, "This is a complete disregard for the SDM's order and police assurance. Residents arranged for materials and labour worth Rs 1.5 lakh to construct the wall following the official DTP order in April after the developer failed to comply." "Earlier, the developer's team forcibly stopped the work and has now gone a step further by demolishing what was built. We have requested the district administration to help us construct the boundary wall as it is a matter of grave security risk," Rahi said. The boundary wall was being constructed along a disputed patch to block what residents say is an "unauthorised road" that exposes the society to trespassing and security threats. The move was followed by an incident of theft on June 1, when an intruder entered one of the flats and stole jewellery worth Rs 12 lakh. On June 7, around 200 residents came together and began the construction. However, an argument broke out between residents and the security and quick response team, who tried to halt the construction. Police intervened to calm the situation and assured that a resolution would be reached at a meeting with the SDM on Monday. This is an ongoing dispute since Dec last year when a probe by DTCP, initiated on complaints by the residents, found that the developer illegally created a passage by breaching the boundary wall and removing designated parking bays. A show-cause notice was issued in Jan, followed by restoration orders in Feb. The developer told authorities in Feb that the road was a temporary arrangement to aid internal connectivity and would be removed once alternate connectivity was ensured. In April, the department directed the developer to restore the wall. It also told the builder to shut down illegal access and remove encroachments on fire tender paths, calling them violations of norms. However, no action was taken.
