Trump's executive orders inject uncertainty for Yolo County supervisors
For two Yolo County Supervisors, the barrage of executive orders signed by President Donald Trump since assuming office about two months ago has felt like whiplash. Nearly every government entity has been reshaped with a few strokes of Trump's pen. His administration has beefed up U.S. Immigration Control and Enforcement, cut positions at the Department of Veterans Affairs and intervened in California's water supply. Policies have sent waves of concerned veterans, farmers, immigrants and Medi-Cal recipients to Yolo County's elected officials asking questions about how the changes affect them, Yolo County supervisors said in interviews this week. The vast wielding of power prompted the county to begin publishing a running tally of select executive orders and how its policies affect Yolo County at every Board of Supervisors meeting beginning in March. Uncertainty for the orders also looms as judges pause the orders to determine their legality, supervisors said. Supervisor Lucas Frerichs could not recall a time while in elected office when the federal government appeared to work against local officials. Even the Yolo Food Bank, tasked with feeding about 30,000 residents monthly, said it grapples with a budget shortfall due to federal spending cuts. 'It's a real cognitive dissonance situation that we are all experiencing right now,' he said. Trump has signed 112 executive orders since he was sworn into office Jan. 20. Former President Joe Biden signed 77 executive orders in his first year in office and 29 such orders in his second year, according to the National Archives. The county receives about 10% of its funding from the federal government, Frerichs said. Yolo County residents may face 'complications and longer time allocations' to register to vote after Trump signed an executive order called 'Preserving and Protecting the Integrity of American Elections.' The county's elections office could incur 'additional costs' when taking extra steps to verify a voter's citizenship, according to the most recent updated tracker. 'Failure to comply could result in a loss of funding or ineligibility for certain federal funding,' the document states. The county could be responsible for responding to emergencies, such as cyber attacks, wildfires, hurricanes and 'space weather,' the tracker said. Local government officials could be tasked with improving infrastructure and 'economic resilience to global and dynamic threats and hazards,' the tracker said. Many of residents' concerns also stem from the Trump administration's decision to gut agencies. Cuts to federal funding directly impacting vulnerable populations also have residents looking to government officials for help, said Supervisor Oscar Villeaga. But there are few answers officials can offer, he said. 'This is incredibly unusual and very challenging, frankly,' he said. 'This is hard to manage.' The Yolo Food Bank, which said 30,000 residents rely monthly on its services to eat, faces a shortfall of nearly $2 million from its $5.1 million operations budget after the U.S. Department of Agriculture cut programs and the expiration of money provided through the COVID-19 stimulus package called the American Rescue Plan Act. The loss in funds comes when demand for food distribution is up 18%, according to a Yolo Food Bank spokesperson. 'This is a steep hill to climb — but our community has never backed down from a challenge,' Yolo County Food Bank said Monday on Instagram. Supervisor Sheila Allen said she's worried about cuts to Medi-Cal, the state's health care system for children and low-income adults. She said about 25% of adults and 40% of babies in Yolo County rely on those services. Elected officials must also grapple with the uncertainty while drafting a budget for next fiscal year, beginning July 1. 'The reality is, at this juncture, we don't have clarity,' said Villeaga, referring how the executive orders will impact local government. 'The jury is still out.'
