After Revanth meets PM, Hyderabad Metro Rail Phase II awaits Centre's final nod for the JV
There is renewed hope of the Hyderabad Metro Rail Phase II covering 76.4 km spread across five corridors, including extending the existing first phase lines of 69.2 km in the capital region, getting on track at an estimated cost of ₹24,269 crore soon. With Chief Minister A. Revanth Reddy meeting Prime Minister Narendra Modi during the NITI-Aayog conclave and once again seeking his support for next phase recently, senior officials are confident of getting the clearance. The Centre's support is crucial because a joint venture pact with it will enable the Telangana government to access the loan from multilateral agencies like JICA, Japanese International Cooperation Agency, and others, at a nominal interest rate of about 2% with a long repayment period. The Centre's sovereign guarantee cover for such loans will enable States to source funds from foreign funding agencies. This financial model will be unlike the HMR first phase project taken up under the Public, Private Partnership (PPP) — world's largest for Metros — as decided by the then government when nationalised banks issued a loan at 10%, explained senior officials. The Telangana government's share of the Metro rail second phase project of the total cost of ₹24,269 crore is projected to be 30% or ₹7,313 crore, Centre's share will be 18% or ₹4,230 crore and loan will be 48% or ₹11,693 crores with the PPP component being 4% or ₹1,033 crore. Usually, it takes about three months for the project to vetted by the Central ministries for a JV. Though it has been seven months since the State government had submitted the Detailed Project Reports (DPRs) prepared by the Hyderabad Airport Metro Rail (HAML), it is learnt that the Centre had posed a few questions. These are about how the first and second phase Metro rail operations will be intertwined once the latter becomes operational since the first phase was built and is run by a private concessionaire L&T Metro Rail Hyderabad (L&TMRH). There were queries raised about the potential ridership scenario of 8 lakh to 10 lakh passengers a day once the second phase becomes operational. HAML has reportedly stated that the ridership numbers is a 'conservative' estimate considering the growth of city in the last 10 years, and promised to take further traffic studies while stating that the capital region has expanded into the suburbs and beyond including offices, factories, warehouses, etc. It is also pointed out that Bengaluru, Chennai, Nagpur and Pune Metros witnessed riders count doubling once the new lines were added with inter-connectivity varying from 1.5 lakh to 7.5 lakh a day. Incidentally, Chennai Metro Rail Phase Two got Centre's approval in October last year but it took six years though the Tamil Nadu government had started the construction work. Finally, it will be the Prime Minister's Office that will take the call.

SMC reduces registration fee for rainwater harvesting from Rs 5000 to Rs 100 for residential societies
The Surat Municipal Corporation (SMC) has reduced the registration fees, from Rs 5000 to Rs 100, per connection, for the residential societies in Surat, officials familiar with the matter move is aimed at increasing the number of rainwater harvesting connections, said sources. Sources in SMC said that the project will be carried out using a PPP (Public Private Partnership) model, in which the state government will bear 70 per cent of the expense, 20 per cent will be taken from the MLA and municipal councillors' funds, and the remaining 10 per cent will be borne by the SMC. SMC water committee chairman and BJP councillor Himanshu Raolji recently met with SMC Hydraulic and Water Department officials to assess the situation regarding 'public awareness and interest in rainwater harvesting'. Talking to the Indian Express, SMC BJP councilor and water committee chairman Himanshu Raolji said, 'During the meeting, the SMC officials were strictly instructed to work on the applications received from residential societies for rainwater harvesting. We have also told them to speed up the work before the monsoon season.' He said, 'In March, the SMC Standing Committee had passed a resolution to collect Rs 100 as online registration fees from the residential societies. The society president and secretary can send a proposal on the society letterhead, taking the consent of the residents. The proposal should be submitted online'. 'Earlier the SMC used to charge Rs 5000 for the entire documentation process. Now, the society has to submit only a single document with only Rs 100 as registration fees. We are also carrying awareness drives among the residents. The zonal heads of all nine SMC zones have been tasked to work effectively on this subject,' Raolji said. Sources said that the civic body has completed rainwater harvesting on over 2,000 SMC properties. SMC Hydraulic Department Executive Engineer Minesh Patel said, 'So far, we have installed rainwater harvesting projects in 40 residential societies in Surat city. We have received 125 applications from residential societies in the city. The work on the same is going on'. 'After receiving the applications, SMC teams visit the society and examine the areas…once the documentation process is complete, the work will start. The expenses vary depending on the areas, and range between Rs 1.20 lakh to Rs 1.50 lakh.' Surat city Mayor Daxesh Mawani said, ' The decision to charge Rs 100 as registration fees was taken in March. We will carry out a massive awareness drive in all the zones. The SMC officials have been told to speed up the work on this and get as many societies covered as possible before the onset of the monsoon season.'

HAML, L&TMRH working on integrating services for Metro rail Phase II
Hyderabad Airport Metro Rail Limited (HAML), the government special purpose vehicle formed to take up the Hyderabad Metro Rail phase two extension of ₹24,269 crore 76.4 km across five corridors is working on coordinating operational, maintenance and revenue sharing model with L&T Metro Rail Hyderabad (L&TMRH). L&TMRH has built and runs the first phase of operations across three corridors of 69.2 km of HMR taken up under the Public, Private Partnership (PPP) mode, while phase two will be taken up by HAML through a proposed joint venture with the Central Government and major funding from international financial institutions. HAML Chief Project Manager B. Anand Mohan admitted to Union Minister of Coal & Mines G. Kishan Reddy, chairing the District Development Coordination and Monitoring Committee (DISHA) here on Friday that the Central (urban development) ministry had sought details about the plan to integrate the services of first and proposed second phase of Metro rail services. 'Initially, we wanted to run phase two services independently, but considering the fact that passengers will be put to difficulty if they have to change stations from Raidurg to the proposed Neopolis terminal station, it was decided to go for coordinated operations. Details are being worked out to be incorporated into the DPRs shortly,' he disclosed. HAML plans to construct the second phase by April 2029 and the next phase will be to extend the line to the proposed 'Future City from Shamshabad airport. DPRs – detailed project reports, on the proposed new extensions towards Medchal and Shamirpet will be completed in 20 days, said the official. Earlier, Mr. Kishan Reddy grilled him about the phase two DPR on - who will purchase new train sets, how the operational, maintenance and revenue sharing models are to be worked out and if L&TMRH trains will also be added in proposed extended Metro rail corridors. No clarity on Phase two 'The State Government does not a proper policy and has no clarity on how to go about the next phase extension. It is still in 'ABCD' stage. I had already met the minister (urban development) concerned in Delhi and you (government) are yet to send answers to the queries raised. Then, why are we being accused of obstructing the project?,' he questioned. The Union Minister, later, pointed out that the ongoing metro rail work in the Old City was supposed to have completed in the first phase itself. He also assured that the Centre is ready to provide any kind of approvals including enabling taking loans from multilateral agencies for grounding the works. DISHA vice chairman and Malkajgiri MP Eatala Rajender, Hyderabad Collector Anudeep Durushetty and others participated in the day long meeting.
