How a deck of cards can help people reenter society in Milwaukee

When Adam Procell landed in the Milwaukee County Jail as a 15-year-old, he spent hours playing card games with other "cellies" in the dayroom. For a young Procell, those card games became an escape from the harsh realities of jail. 'I probably played more cards in the county jail than anywhere else,' said Procell, whose game of choice was spades. 'It's definitely an escape. It is a way to pass time. It's an opportunity to just have some fun in a place where it's not something of a commodity in prison.' Decades later, Procell has created a deck of playing cards as a resource to help returning citizens transition back into society. Procell, who spent 23 years in prison, created Reentry Royale, a unique deck of playing cards that list critical reentry resources and services in an engaging and accessible format. Reentry Royale is a standard 52-card deck, plus the jokers. But that's where the similarities end. Each card represents a specific reentry service provider or resource. Spades, which Procell said resembles a shovel, lists workforce development resources aimed at returning citizens. Queens list women-centered providers. Hearts details reentry services focused on wellness and the Ace suit represents education service, which Procell said is the biggest determinant for recidivism. The state's recidivism rate in 2021 for individuals incarcerated after three years of release is 35.4%. In Milwaukee County, the three-year recidivism rate for 2019 — the most recent data — is 34%. 'I just felt like this is really a good way of disseminating the information on the inside,' said Procell, CEO of Paradigm Shyft, a strategic reentry consulting firm. Procell has been a leading advocate to streamline Milwaukee's reentry services. He facilitates Home to Stay, a monthly resource and job fair that brings nearly 35 reentry services providers under one roof. Procell, paroled in 2018, has been committed to helping returning citizens take full advantage of the second chance to become full and productive citizens. The idea for the playing cards came from a conversation Procell had with someone from the state Division of Community Corrections. The person, Procell said, recalled a time when playing cards listing 'cold cases' were distributed throughout the prison system. That was Procell's aha moment. Most returning citizens often struggle to find resources or know how to access services needed to successfully reintegrate into society. Having this information at their fingertips, literally, could be a game-changer in preparing incarcerated individuals once they leave the prison system. Procell related his own experience. He has been in the reentry space for the last six years. He had trouble accessing health care and medical insurance, and establishing credit. But the biggest barrier and stressor for returning citizens is not knowing if an organization, service or resource exists to address a specific issue. 'A lot of times, they are all over the city," Procell said. "There really is no coordination." Procell printed 2,000 cards, and 1,500 have been distributed within the Department of Corrections, the Milwaukee County Jail, the Community Reintegration Center and among probation and parole agents. Procell noted DOC was open to distributing the cards because of its benefits. Procell dipped into his own funds to produce the cards and worked with an intern at his organization to design them. The design includes the logos of each organization. The aim is to make people subconsciously recognize the logos when attending job fairs and being out in the community. For people experiencing incarceration, playing a simple game of cards can have a profound effect. It's one of the few times when people can engage in pro-social behavior. Prisons can be negative places where people are often in solitude or in lockdown situations, Procell said. 'A lot of prisons would have tournaments that would bring people together and create this sort of healthy competition,' Procell said. 'I will be honest with you; it definitely can get heated at times.' After all, playing card games create conversations between people to talk about something positive, planning for one's future outside of prison walls. 'You are planning almost subconsciously not to come back,' Procell said. Procell is fundraising to produce a new version for next year. He's also working on a template that other departments of corrections and other justice-involved serving organizations throughout the country can replicate.
