Navodaya Vidyalaya exams: 17 more nabbed for cheating using electronic devices

As many as 17 persons were arrested by UT police on Wednesday for allegedly using electronic gadgets to cheat during the Navodaya Vidyalaya recruitment examination held on May 17 and 18. The arrested accused were named in two separate FIRs for allegedly impersonating and cheating using Wi-Fi devices, Bluetooth devices, and hearing aids during the exam. The first FIR has been registered at Sector-26 police station on a complaint filed by the principal of SGGS Collegiate Public School, Sector 26. The accused — identified as Neeraj Kumar, Deepak, Anjeet, Pardeep, Vikash, Rohit, Pankaj, Jatin, Mohit, and one woman — were caught at the examination centre allegedly using Wi-Fi devices and hearing aids to cheat. They have been booked under Sections 10 and 11 of the Public Examination (Prevention of Unfair Means) Act The other FIR has been registered at Sector-26 police station on the complaint of the principal of Moti Ram Arya Senior Public School, Sector 27. The accused in this case — Mandeep, Deepak Kumar, Ravi, Rahul, Harsh, Arman, and one woman — were allegedly found using Bluetooth devices during the examination. Both FIRs are currently under investigation, and the police are probing into possible links to organised cheating rackets. Earlier on May 19, police had arrested another 17 persons named in four FIRs registered for alleged use of electronic devices to cheat during the exam held on May 18.

Over 50 students from Haryana have been arrested in Arunachal Pradesh in a mass exam cheating racket. The students, taking a recruitment exam conducted by CBSE for non-teaching posts at the Navodaya Vidyalaya Samiti, used electronic devices linked to Jind, Haryana. While the students have been arrested, the police are searching for a mastermind or people who orchestrated the operation from 2,600 km away in Haryana. On May 18, CBSE conducted recruitment exams for non-teaching posts, including Junior Secretariat Assistant (JSA) and Lab Attendant (LA), with exam centers located at VKV Chimpu and Kingcup Public School in Itanagar. During the Lab Attendant exam in the evening, Arunachal Pradesh Police were called to the Kingcup Public School to investigate a student due to his suspicious behaviour. The student had a small electronic device and a tiny earpiece. 23 candidates were apprehended from the exam centre. Another suspect was caught at the Vivekananda Kendra Vidyalaya. Subsequent investigations led to the arrest of the rest of the accused. "The exam was halted for a brief period. Upon deep investigation, we found that students who appeared in the other exam in the morning also had such devices. They were intercepted," Superintendent of Police (Capital) Rohit Rajbir Singh said, addressing a press conference. More students were arrested from hotels and nearby areas, the Police said. "53 candidates have been arrested for attempting to use advanced electronic devices, including GSM-enabled gadgets and micro earpieces, to cheat during the exams. From them, 29 devices were seized, and many of those arrested have already confessed to their crimes," Mr Singh said. According to the police, the candidates were in touch with a syndicate that claimed to help clear any exam. The candidates were asked to choose remote areas as their exam centres to exploit perceived security lapses, Mr Singh said. Once admit cards were issued, candidates were provided with GSM-based devices and trained in their discreet use. Explaining the cheating process, Mr Singh said, "The electronic device is hidden in undergarments and a tiny earpiece, which isn't visible with the naked eye, is fitted deep inside the ear. This enabled real-time communication with external handlers. To begin with, candidates are asked which question paper set they have. They give options - A, pause, B, pause, and C. Students use the pause between options to reply; a cough serves as an answer. And then the person on the other side dictates answers." The police suspect that the question paper was leaked. Mr Singh further stated that similar suspicious activities have been reported at other centers in Dimapur, Sikkim, and Dehradun - all of which are now under active investigation. The case has been registered against 53 individuals under the newly introduced Bharatiya Nyaya Sanhita (BNS), the Information Technology (IT) Act, and the Public Examination (Prevention of Unfair Means) Act, 2024. The police are now working with interstate counterparts to trace the wider network behind the operation.

GUWAHATI In a major crackdown on examination malpractice, the Arunachal Pradesh police have arrested 53 candidates from Haryana for allegedly using sophisticated electronic devices to cheat in a recruitment examination conducted by the Navodaya Vidyalaya Samiti (NVS). Speaking to journalists in the State capital on Tuesday (May 20, 2025), Superintendent of Police (Capital) Rohit Rajbir Singh said the examinees, who had travelled from Haryana, were found using GSM-enabled gadgets and micro earpieces during the examination held on Sunday (May 18, 2025), for the posts of lab assistants and junior secretariat assistants. 'The 29 electronic devices seized from the examinees included GSM-enabled gadgets and micro earpieces. The cheating was coordinated by a Haryana-based network that chooses centres in places like Itanagar and Dimapur (Nagaland) to reduce the risk of detection,' Mr. Singh said. According to the police, the candidates were equipped with the devices and trained in their discreet usage once they received their admit cards. 'On the exam day, these candidates whispered the question paper code into the devices hidden in their undergarments and ears. Their external handlers relayed back the answers immediately,' he added. All 53 individuals have been booked under multiple sections of the Bharatiya Nyaya Sanhita, the Information Technology Act, and the Public Examination (Prevention of Unfair Means) Act. The Central Board of Secondary Education, which is involved in the conduct of the NVS exams, has been informed of the arrests. Investigation teams have been dispatched to Haryana to trace and apprehend the handlers and intermediaries involved in the operation.

'A total of 53 candidates have been arrested for attempting to use advanced electronic devices, including GSM-enabled gadgets and micro earpieces, to cheat during the exams. From them, 29 devices were seized, and many of those arrested have already confessed to their crimes,' Singh said. The syndicate allegedly coordinated by a Haryana-based network targeted exam centres in remote locations, like Itanagar and Dimapur, which were chosen deliberately to exploit perceived security lapses, he said. Acting on credible inputs, 23 candidates were apprehended during pre-exam frisking at the Kingcup Public School, he suspect was caught from the Vivekananda Kendra Vidyalaya, he said. Subsequent investigations led to the arrest of the rest of the accused, he added. All of them have been booked under multiple sections of the Bharatiya Nyaya Sanhita, IT Act, and the Public Examination (Prevention of Unfair Means) Act, the SP said. Separate FIRs have been registered at the Niti Vihar and Chimpu Police Station, he said. Singh said the preliminary investigation revealed that the racket approached candidates and their families, promising guaranteed selection in exchange for large sums of money. The gang manipulated exam centre choices to divert candidates to distant locations, reducing the risk of detection. Once admit cards were issued, candidates were supplied with GSM-based devices and trained in their discreet use, he said. 'On exam day, the gadgets, hidden in undergarments and ears, enabled real-time communication with external handlers. Candidates whispered the question paper code into the device, and answers were relayed back immediately,' he said. 'The CBSE has been officially notified, and investigation teams have been sent to Haryana to apprehend key handlers and middlemen,' Singh said. Similar incidents were also reported for Gangtok, Chandigarh, and Shimla, which suggests a nationwide racket, prompting a deeper probe into its scale and reach, he said.

HC said: "In our view, this puts at rest the dispute as raised... at least for the purpose of this petition." NTA, that conducts JEE, barred the student from JEE (Mains) for 2025-26 and 2026-27, the agency's counsel Rui Rodrigues submitted. HC, kept the contentions on merits over debarment, open. As the aspirant is young with educational endeavours at stake, he is at liberty to challenge his debarment which should then be decided based on applicable rules, the judges said. The student's counsels, Ranjit Bhosale and Prashant Mali, sought order for NTA to delete the 'UFM' remark, correct his scorecard based on questions he answered for IIT (Mains), an independent evaluation of his answer sheet and an enquiry against those responsible for "discrepancies". The Centre's advocate, Gargi Warunjikar and NTA opposed his plea. Rodrigues said NTA has no practice of issuing a 'sample result' and submitted, "The petitioner is liable for an offence punishable under Public Examination (Prevention of Unfair Means) Act, 2024." HC said: "We have no reason to disbelieve NTA. It has no reason to single out the petitioner..." It said that it was not imputing any ill-intention to the student or his parents.
