More than a year after a 66-year-old man was fatally run over and dragged for nearly three blocks in Queens, the hit-and-run driver who bystanders begged to stop turned himself in to face murder charges Tuesday, officials said. Warren Rollins surrendered at the 105th Precinct stationhouse in Queens Village for the Dec. 10, 2023, crash that killed Gary Charlotin. Rollins, 49, ignored pleas from horrified onlookers begging him to stop, according to a law enforcement source. Charlotin was crossing a rain-swept stretch of Hempstead Ave. near 221st St. about 8 p.m. when the driver of a 2004 Toyota Camry heading west rammed into him, knocking him into the east-bound lane. A moment later, Rollins, driving a light-colored SUV, allegedly ran over Charlotin and came to a stop, idling for about two minutes, according to a police source. As bystanders screamed at him to stop, Charlotin then took off, dragging the victim 1,588 feet before Charlotin finally came dislodged as the SUV reached an underpass for the Cross Island Parkway, the source said. Dozens of mourners attended a funeral for Charlotin in February 2024. Some wailed in pain during the live-streamed ceremony. He lived in North Baldwin, L.I., according to cops. A month after the fatal crash, cops arrested 38-year-old Osman Zavala-Varela, of Hempstead, L.I., who they identified as the driver of the Camry. Cops charged Zavala-Varela with leaving the scene of a fatal accident and tampering with physical evidence. He was released without bail after being arraigned and is due back in Queens Criminal Court July 10. Members of the NYPD's Collision Investigation Squad spent a year tracking down Rollins, finally identifying him as the man driving the light-colored SUV. A Queens grand jury indicted Rollins on charges of depraved indifference murder, manslaughter, leaving the scene of a fatal accident and criminally negligent homicide before a judge issued a warrant for his arrest. He lives in Elmont, L.I., according to cops. Rollins was arrested for drunk driving in 2014 and 2015, police sources said, but the outcome of those cases weren't immediately clear. Rollins' arraignment on the murder charges was pending in Queens Criminal Court Tuesday.

Horror details have emerged of how a young mum-of-two died during a botched BBL surgery after allegedly being operated on by a fake doctor. María Paz Peñaloza visited Felipe Hoyos-Foronda, 37, from New York, on March 28 to remove her butt implants after he reportedly posed as a plastic surgeon on TikTok. The 31-year-old visited the so-called clinic for the £1,400 procedure when Hoyos-Foronda, who claimed to be a certified doctor from Colombia, administered lidocaine to Peñaloza through a syringe. Within minutes of being injected with the local anaesthetic to numb the area, María suffered a cardiac arrest. She was rushed to the hospital but died two weeks later after her life support was turned off as she had "no brain activity", her heartbroken family said. According to a complaint filed in Queens Criminal Court, the fake doctor told police how the mum "stopped speaking" during surgery. "After I injected her, she started to speak funny, and then she stopped speaking," Hoyos-Foronda reportedly told investigators. "Slurred speech is normal during this type of anesthesia, even though it's local. After she tightened up, she didn't respond. She had low pressure and a low pulse. I administered CPR." After his patient suffered devastating complications, he immediately booked a flight back to Colombia on March 28 because he knew he was not legally able to practice medicine in the US. "I showed paramedics. I am not a licensed doctor here. I understand I am not allowed to practice medicine,' he told authorities. "I booked the flight while I was driving,' he allegedly told investigators. "I was going to go back to Colombia." Hoyos-Foronda was apprehended by police before he was able to get on his flight, the court heard. "Moments before he was able to board that flight, police officers apprehended this defendant on the Starbucks line," Assistant District Attorney Gregory Lasak said. Hoyos-Foronda told police he had performed the BBL before on other patients "hundreds of times" and had been practicing at his home "for a few months." Queens District Attorney Melinda Katz said they were unclear how Hoyos-Foronda was able to access the drug. "Please be careful,' she advised. "We've had several of these cases here in Queens where people hold themselves out to be medical professionals but indeed they are not certified." She urged anyone who also had treatment by Hoyos-Foronda to come forward. The victim's mum, Gladys Cabrera, wants to see the fake medic "go to jail." She told the New York Post: "He's dangerous to the society.. She didn't deserve this." Meanwhile, her husband of three years said he had no idea she had gone to the makeshift clinic, telling the outlet: "We had been married for three years. I did not know that she was going for this procedure." Hoyos-Foronda is expected back in court on June 3 and faces up to 15 years in prison if found guilty.

Officer Travis DeSouza, 35, was suspended without pay by the NYPD for sending lurid messages and images to an undercover cop posing as a 14-year-old girl, a criminal complaint alleged. Last October, cops set out to ensnare DeSouza in a sting operation after suspecting him of unethical behavior in his capacity as a supervisor of the Police Explorers program, a NYPD youth outreach initiative for teens and young adults between 14 and 20 years old who want to pursue a career in law enforcement, according to a complaint. An adult undercover officer approached DeSouza while posing as a youth participant in the Police Explorers program, telling the alleged perv that she was 14 years old and asking him for his phone number, the complaint stated. 'Of course, stop trying to bag me already,' the creepy cop replied to her request, according to the document. He continued the lurid overtures and innuendos via texts and social media — while explicitly acknowledging that she was a minor, officials claim. 'And I don't know even why you got me thinking things I shouldn't because of how far we are of age LOL I should be telling you to stop… but your maturity and the way you act is different,' DeSouza allegedly messaged the undercover agent on Snapchat. The accused perv was working within the confines of the 75th Precinct in Brooklyn while allegedly sending some of the shocking sexts and sent others from a NYPD building in Queens — which is why he's facing charges in both boroughs. Officer DeSouza has been suspended without pay from the NYPD, the department said Thursday. He was charged in Queens court with attempted dissemination of indecent material to minors in the first degree, official misconduct, obscenity in the third degree, and attempted endangering the welfare of a child, according to the criminal complaint. Prosecutors allege that during the procedure, Hoyos-Foronda, who claimed to be a certified doctor from Colombia, administered lidocaine to Penaloza through a syringe. ‌ Within minutes of being injected with the local anaesthetic to numb the area, María suffered a cardiac arrest, according to a complaint filed in Queens Criminal Court. The mum, from New York, who has a three-year-old son and a baby, was rushed to intensive care at The Mount Sinai Hospital, where she was listed in critical condition. Court documents show that she was later declared brain-dead, and on April 11, two weeks after the procedure, María died. Further details on her medical condition and the cause of her death are yet to be confirmed by officials. However, prosecutors from the Queens District Attorney's Office believe it was lidocaine toxicity that could have caused her tragic death. Lidocaine toxicity is the most common local anaesthetic used in medical practice, according to the National Library of Medicine. It is typically safe to use, but when administered inappropriately or with large injections in extensive areas, it can be toxic. If a patient is given large doses of the drug through injections in the skin, this can also become toxic, which can be fatal. Police said that Felipe Hoyos-Foronda, 38, was apprehended last month when he allegedly tried to make an escape to Colombia.
