Pearl Thusi said she was unable to attend the 'Weekend in the East' festival, where she was scheduled to appear, due to 'intense and unforeseen circumstances'. Namibian event organiser Ludgerus Amushila is reportedly demanding a full refund of N$86,406 (R86,406) from Pearl Thusi's management, Africa Creative Agency (ACA). This comes after Pearl failed to attend the Weekend in the East festival last week. The event was held at AM Ludgerus Boutique Estate in Rundu, Namibia, on Saturday, 31 May. According to The Namibian, Amushila stated that the refund amount includes a N$40,000 booking fee deposit, N$19,346 for flight tickets, N$8,360 for visas, and N$18,700 for vehicle rental — a total amount that was spent specifically on Pearl's participation. Amushila told the publication that all communication and transactions were handled through ACA, not directly with Pearl. 'They confirmed the booking, received payment, and arranged logistics. 'Now that there's a breach, they're passing us on to a lawyer we were never introduced to during the process.' The Citizen has reached out to Africa Creative Agency for comment, but no response had been received at the time of publication. This article will be updated when the agency responds. Meanwhile, The Namibian reported that ACA's Yvette Gayle said the agency is not liable to pay the refund. 'As a talent agency acting solely in a representative capacity, we are not a party to our clients' contractual obligations nor guarantors of their performance… 'Our role is limited to facilitating bookings, negotiating terms, and collecting payments on behalf of our clients.' Japan's Nissan Motor has decided to suspend operations at some domestic factories as part of a business restructuring effort, the Nikkei business daily reported on Tuesday. Details regarding which specific factories will be affected and whether they will be temporarily suspended or permanently closed are expected to be finalised at a later date, the report said. Nissan declined to comment on the Nikkei report. Japanese public broadcaster NHK reported on Monday the automaker will cut more than 10,000 jobs globally, bringing the number of layoffs, including those previously announced, to about 20,000, or 15% of its workforce. Japan's third-largest carmaker is set to announce on Tuesday results for the business year that ended in March. It warned last month it would likely book a record ¥700bn (R86,429,000,000) to ¥750bn (R92,590,950,000) net loss in the year due to impairment charges. Nissan, which had more than 133,000 staff as of March last year, announced plans in November to cut 9,000 jobs and reduce global capacity by 20%.

Municipal investigators responded to reports of suspicious activity involving City-owned water trucks and arrested the suspects last week in eKukhanyeni, near Verulam. According to the municipality, investigators caught one truck offloading diesel at a private residence, while they found a second truck parked at the gate of the same property. According to The Mercury , investigators recovered 12 containers, each with a 25-litre capacity, amounting to 300 litres of stolen diesel. The Inanda Police Station opened a case of theft, and authorities expect the suspects to appear in court. Head of the City Integrity and Investigations Unit, Jimmy Ngcobo said 'This is not just a once-off crime.' He added that investigators will conduct further inquiries in the area, alleging that someone frequently offloads diesel there. The arrests come against the backdrop of rising operational costs. At a recent Executive Committee (Exco) meeting, the municipality revealed that it spent R86 million on fuel for fleet vehicles in the first quarter of the year. Ngcobo said the fuel theft operation is part of a broader criminal network. 'The stolen diesel is being resold. We want to make it clear that employees who are involved in theft and fraud will face the full consequences,' he said. The City credited the arrests to members of the public who alerted authorities to the suspicious activity. Officials say the matter is part of a wider probe into internal corruption during the 2024/2025 financial year. Municipal spokespersons confirmed that the arrests form part of a larger campaign to clamp down on fraud, corruption, and the abuse of infrastructure. The City said the arrests were made last week in eKukhanyeni, near Verulam, after investigators followed up on reports of suspicious activity involving municipal water trucks. The Municipality confirmed that one municipal water truck was caught offloading diesel at a private residence, while another was parked next to the gate of the same residence. Both trucks were reportedly carrying water intended for delivery to communities. According to the City, a case of theft was opened at the Inanda Police Station, and the suspects are expected to appear in court. Investigators found 12 containers of diesel, each with a 25-litre capacity, totalling 300 litres of stolen fuel. At a recent Executive Committee (Exco) meeting it was revealed that the City had spent R86 million on fuel for fleet vehicles in the first three months of this year. The Head of the City Integrity and Investigations Unit (CIIU), Jimmy Ngcobo, commended the team behind the arrests. 'Further investigations will be conducted in this area as it is alleged that diesel is frequently offloaded there,' said Ngcobo. eThekwini Municipality faces scrutiny over alarming fuel management practices

Image: Tumi Pakkies / Independent Newspapers Ethekwini Municipality's fuel consumption bill came under the spotlight at an Executive Committee (Exco) meeting, on Tuesday, with R86 million spent in 2025. The eThekwini city fleet monthly report for March 2025 presented to the eThekwini Finance committee, last week, detailed the fuel consumption for the municipal fleet of 9240 vehicles including 565 Durban Transport buses and heavy construction plant items. The units allocated the most vehicles are; water and sanitation unit - 2074; electricity department -1850 ; Parks - 860; and Cleansing and Solid Waste (CSW) - 858. The municipality fuel consumption analysis report between January 2025 and March 2025 amounted to R86 million. The report also detailed the total distance travelled by each department and cost of fuel in the three months. The city fleet also used an estimated 4.3 million litres of fuel and travelled an estimated 17.6 million kilometers in three months. The fleet provides vehicles for the CSW, community participation, electricity; fire and emergency services; health; Metro police; roads and storm-water and other municipal departments. To mitigate some of the problems, the municipality stated that they have onboard vehicle monitoring equipment that records speeding and tracks the vehicles location. This information enables the city to monitor and improve driver behaviour which helps to reduce operating costs. Vehicles are also not allowed to leave the eThekwini area without permission. Notifications of usage are sent to the line managers daily while monthly reports are escalated to departmental heads. The eThekwini municipality Audit Risk Committee (ARC) report for the second quarter ended 30 December 2024 presented to Exco, on Tuesday, also expressed concerns about fuel management. Siboniso Shabalala, chairperson of the ARC, stated that they were very concerned with the control environment around fuel management for the fleet based on the findings tabled by an internal audit. 'Internal audit also secured responses from the line departments so that there is implementation of the additional controls and monitoring required to arrest the challenges in this function,' he said. Shabalala said the ARC noted that while there was inaction by line departments regarding excessive usage utilising the reports from City Fleet, there are instances where line departments have taken consequence management with referrals to City Integrity and Investigations Unit (CIIU) and suspension of employees.
