Footpaths for differently abled: BMC re-invites proposal to empanel NGOs
Mumbai: While BMC has re-invited RFPs (request for proposal) to empanelNGOs to carry out audits of footpaths to ensure accessibility for persons with disabilities, it is set to further relax conditions for the NGOs. Its earlier tender could not be completed due to stringent conditions like financial turnover, experience, and manpower requirement. Subsequently, BMC relaxed some of the criteria and reinvited the RFP. However, its pre-bid meeting saw participation from only one NGO. The BMC is likely to relax conditions further. The NGOs are required to prepare a detailed report on the accessibility of existing and newly proposed footpaths assigned to them, based on guidelines issued by Sugamya Bharat Abhiyan. They are also supposed to suggest rectifications. The NGOs have to carry out a detailed footpath accessibility audit of all such footpaths and recommend suggestions or ideas to improve accessibility for footpath users whenever a potential problem is identified. The NGOs will assess footpaths in BMC jurisdiction, analyse the situation, and propose solutions based on an agreed approach to addressing accessibility issues for disabled persons. According to BMC, the objective of the assignment is to ensure accessibility to footpaths for persons with disabilities (PwDs). BMC will take steps to implement conscious planning for the safe design, construction, and operations/maintenance of footpaths to ensure accessibility for PwDs. The aim is to ensure that a person in a wheelchair or someone who is blind can traverse and access a footpath without any hindrance, said a BMC official. "An audit will not reveal anything we do not already know. We are well aware that conditions are very bad on all our arterial roads, especially in the suburbs. An audit can be done for free by BMC crowdsourcing feedback from citizen groups like ALMs and concerned citizens. What is required is that BMC incorporate all key requirements for pedestrian infrastructure in their road contracts. This has not happened in the case of the road concretisation contracts awarded in past 2-3 years. That is unpardonable and a great loss. Footpaths and accessibility cannot be an afterthought. BMC should now take up key arterial roads and stretches and bring pedestrian infrastructure to the highest standards," said Rishi Agarwal, founder of the pedestrian advocacy group Walking Project.

This RFP expands FORE's Community-Driven Responses to OUD and Overdose Mortality Program, providing new funding to help CBOs: Enhance operational effectiveness, including administration, finance, human resources, and technology, to strengthen long-term sustainability and diversify funding. Improve communications to raise awareness and attract attention and resources. Strengthen and evaluate programming to expand access to evidence-based OUD services for individuals and families. FORE invites eligible organizations to apply for up to $75,000 per year for two years (up to $150,000 total). Minister appoints Ithuba Holdings to run national lottery for 12 months
Trade, Industry and Competition Minister Parks Tau has appointed Ithuba Holdings (RF) (Pty) Ltd as the temporary national lottery and sports pool operator for 12 months. This as the minister on Wednesday announced the successful conclusion and appointment of Sizekhaya Holdings (RF) (Pty) Ltd ('Sizekhaya') as the fourth national lottery and sports pools operator. However, Sizekhaya's appointment takes effect on June 1, 2026. 'Sizekhaya's appointment takes effect on June 1, 2026, and requires that there be transition from the third national lottery and sports pools operations to the fourth national lottery and sports pool licence operations. 'On advice of the National Lotteries Commission, I also authorised that a temporary licensee must be appointed in terms of section 13B of the Lotteries Act, 1997. 'I am pleased to report that I have concluded, on advice of the commission, successful negotiations with Ithuba Holdings (RF) (Pty) Ltd and have signed a temporary licence agreement for them to operate the National Lottery and Sports Pool for a period of 12 months with effect June 1, 2025,' said the minister in a statement on Saturday. The temporary licence will ensure the continuation of the lottery operations in the period the transition is required from the third to the fourth licence operations. In addition, the minister said he takes issue with the judgment of the High Court of May 21, which found that the Temporary Licence Request for Proposal (RFP) was not valid and has appealed this judgment. 'However, in its judgment of May 21, the court accepted that it is in the public interest that the National Lottery should continue to operate to raise revenues to fund worthy causes, notwithstanding that the court was not satisfied with the RFP process. Additionally, another court affirmed my power to appoint a temporary licensee in its judgment of May 30,' said Tau. It is in the context of both the May 21 and 30 judgments that the minister received and accepted the advice from the commission that he appoint a temporary licence operator on an urgent basis.
