A native of Balotra, Panwar has served as district collector of Jaisalmer, chairman of Rajasthan Public Service Commission, and vice-chancellor of Rajasthan ILD Skills University. He holds a PhD in tourism and has served as secretary, tourism, Govt of India, and CMD of ITDC. He is also credited with coining the iconic tourism slogan 'Padharo Mhare Desh'. tnn
