Haryana doing well on digital crime tracking: Haryana chief secretary

Haryana has performed well in digital crime tracking and data management, consistently scoring 100% on the pro-active governance and timely implementation (PRAGATI) dashboard, said chief secretary Anurag Rastogi on Monday. PRAGATI is a multi-purpose and multi-modal platform created to address grievances of the public, monitor and review important projects and programmes of the government. The chief secretary, who reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS), said the state has reinforced its position as a leader in digital governance and citizen-centric policing. Rastogi said that since October 2024, the state has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing. Additional chief secretary (Home) Sumita Misra said the Haryana Police has been scoring a perfect 10 out of 10 on the Right to Service (RTS) dashboard for citizen services available on the HarSamay portal. With over 69.95 lakh applications processed within the designated time limits on the SARAL portal as of May 22, 2025, the state police ranks first in timely service delivery. She further said that several key technological enhancements have also been integrated into the CCTNS system to improve efficiency. These include the deployment of patch-10 for Medical Legal Cases (MLC), postmortem registration and doctor information. Now, the system allows for court confirmation of the chargesheet verifications. The e-signature facility was made generic for all relevant forms and documents, enabling seamless digital authentication. Aadhaar cards of investigating officers have been mapped to their CCTNS login IDs, removing the need to manually enter Aadhaar numbers for every e-sign use. The e-FIR module for automatic registration of FIRs in vehicle theft cases is now fully functional. Additionally, emails regarding accidental death cases are automatically sent to the concerned deputy commissioners from the CCTNS platform.

Haryana has once again reinforced its position as a national leader in, and citizen-centric policing, state officials claimed on Monday. Chairing the 30th meeting of the State Apex Committee (SAC), Haryana Chief Secretary Anurag Rastogi reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS) and highlighted the state's achievements in the project's implementation. Rastogi said, 'Since October 2024, Haryana has consistently scored 100 per cent on the Pragati Dashboard, showcasing its top performance in digital crime tracking and data management. Over the last 46 months, beginning June 2021, the State has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing.' Supreme Court allows 10% GST appeal pre-deposit via credit ledger in major relief for businesses

In a matter that will have huge implications for businesses across the country, the Supreme Court on Monday upheld a Gujarat High Court decision that allowed the companies to make mandatory 10% pre-deposit via the Electronic Credit Ledger (ECL), which contains accumulated input tax credit (ITC), for filing an appeal under the Goods and Services Tax law . Dismissing the revenue's appeal, in the case of Yasho Industries vs Union of India, a bench led by Justice B.V. Nagarathna confirmed the HC order holding the pre-deposit payments from ECL was valid and sufficient compliance under Section 107(6)(b) of the Central Goods and Services Tax (CGST) Act, 2017. Mumbai-based chemical manufacturing and export company Yasho Industries had deposited the required 10% of the disputed tax amount of Rs 3.36 crore through ECL using Form GST DRC-03, but the department refused to consider the credit ledger payment as valid. This was challenged by the company before the HC, which ruled in its favour. 'The Supreme Court's verdict is a significant win for taxpayers, especially small and medium enterprises who often struggle with cash flow constraints during litigation,' said Abhishek A Rastogi, who represented the company. 'By allowing the use of the ECL for mandatory pre-deposits, the judgment removes a major financial burden and simplifies the appellate process by removing narrow interpretation. This decision will now ensure that taxpayers are not forced to pay in cash when legitimate input tax credit is available', added Rastogi. Saurabh Agarwal, Tax Partner, EY, too echoed Rastogi's view, saying what this judgment essentially does is give a much-needed breather to industries that have been struggling with their cash flow. 'Right now, if a company is in a dispute and needs to make a pre-deposit, it often means shelling out actual cash, even if they have a good amount of GST credit lying in their credit ledger. This really leads to significant working capital blockages,' he said. 'This new ruling, by allowing them to use their existing credit to make these pre-deposits, will free up their cash. Plus, if they eventually win their case, they won't have to go through the lengthy process of claiming a refund, as the adjustment would already be within their credit ledger. It's a win-win in terms of immediate cash flow and avoiding future hassles,' he added.

After soaring to a high of around ₹1 lakh per 10 grams, gold prices in the city have seen a gradual drop over the last five days. On Monday, the same quantity of gold could be bought for ₹96,000 at Sarafa Market. Jewellers were divided over the reasons for the drop. Many suggested that it was due to the end of a tariff war between the US and China, others hinted at the recent de-escalations between India and Pakistan, along with lower demand. Indian Bullions and Jewellers' Association (IBJA) director Tanya Rastogi said the upheaval in the international market, especially the trade war between China and the US, had impacted the rate of gold and US dollar. 'The US dollar went down while gold surged by almost 7%. However, a high-level meeting between both the nations in Switzerland was promising and it was like a breakthrough deal. As per the data shared by the Federal Reserve, we can speculate that the gold rates would maintain in the coming days. The rates would increase only when the Fed decides to cut the rates, which is predicted in the July meeting,' said Rastogi. As per the vice president of Chowk Sarafa Association, Adesh Jain, the gold price on May 8 was ₹98,100 per 10 gms, which had tanked by about ₹2,000 on Monday. 'Changes in the international market are among the major reasons,' said Jain. Ravindra Nath Rastogi, the general secretary of UP Sarafa Association and the president Lucknow Sarafa Association, said that the reason behind the plumetting gold rates was the reduced tensions between India and Pakistan. 'It shall continue to fall in the coming week,' said Rastogi. UP coordinator of all-India Jewellers and Goldsmiths Federation Vinod Maheshwari, said that besides the China-US tariff war the decrease in demand in the city market during the ongoing wedding season is also a reason behind the decrease in prices.

New Delhi: A Chartered Accountant and a direct selling agent (DSA) were arrested by Delhi Police for allegedly defrauding a private bank of Rs 9 crore by using forged financial documents to secure business to police, the accused, Rishi Chhabra (46), a DSA from Geeta Colony and Himanshu Rastogi (33), a CA from east Azad Nagar, were arrested on May 9. Both are currently out on anticipatory bail granted by Delhi High Court. The third accused, Anshul Ahuja, a former credit manager at the private bank, was arrested earlier and is in judicial custody."The scam came to light after the bank's internal audit flagged a pattern of defaults in business instalment loans processed by Ahuja between March 2020 and March 2021. A detailed review found forged GST returns in 71 cases and fake bank statements in 39," said additional commissioner of police (EOW) Amurtha informed Rastogi whenever a loan applicant was found ineligible. Rastogi then allegedly create fake financial documents, which were routed through Chhabra to secure loans for ineligible borrowers. On Ahuja's recommendation, the private bank sanctioned and disbursed the loans, most of which turned into NPAs as borrowers defaulted on repayments, police said.
