Assam CM reviews progress of upcoming satellite townships, new central business district
JANASANYOG: Assam Chief Minister Himanta Biswa Sarma reviewed the progress of the Barduar satellite township coming up in the Kamrup district on Monday. At a meeting with senior officials of the Guwahati Metropolitan Development Authority (GMDA) and Department of Housing and Urban Affairs (DoHUA) at Assam House conference hall in New Delhi, Chief Minister Himanta Biswa Sarma directed the officials to step up the construction work for the upcoming satellite township at Palasbari in Kamrup district. This township spread over 1,500 acre will have economic zones for deep tech research, startups and innovation, commercial, residential and social functions, integrated greenway and blueway infrastructure, riverfront rejuvenation and safe and convenient public transport network. Altogether, this township will have 150 acres of economic zones and 20 per cent of open space and green cover. The Chief Minister also reviewed the Jagiroad Integrated Satellite Township to come up near Tata's semiconductor plant at Jagiroad in Morigaon district. This township to be funded by the Asian Development Bank for Rs 1,000 crore will have all facilities, including housing for employees, hospitals, schools, women hostels, MICE, golf course, vendor logistic park, integrated greenway and blueway infrastructure, public transport network and ease of doing business with plug and play infrastructure. The satellite township will have 40 per cent for industrial space and 20 per cent of open space and green cover. It will spread over an area of 461 acres with further expansion of 2,000 acres costing Rs 4,000 crore. Moreover, the status of progress of the new Central Business District in Guwahati city also came up for review. "The project spread over 150 acre intends to develop inclusive, climate resilient, and sustainable urban infrastructure," an official of GMDA said, adding, "Once the satellite townships are constructed, it will ease the burden from Guwahati city under severe strain due to burgeoning population." The Central Business District encompasses a mix of commercial, social, office, cultural and residential functions, high end residential development, vibrant public and recreational space, public transport network, integrated greenway and blueway infrastructure, ease of doing business with plug and play facility. More than 10 million square feet will be earmarked for commercial space with 60 per cent area kept for open space and green cover. The overall estimated project cost of these three projects is USD 1 billion. The meeting was attended by Chief Secretary Ravi Kota, Principal Secretary to CM, KK Dwivedi, Commissioner and Secretary, DoHUA, Kavita Padmanabhan and GMDA officials.

Assam's flood preparedness reviewed ahead of monsoon season
Guwahati, Assam Chief Secretary Ravi Kota has reviewed flood preparedness in the state ahead of the monsoon season and urged all departments and agencies to work in close coordination to deal with such a situation, officials said on Sunday. Top officials of various departments and central agencies were present at the review meeting held here on Saturday, with district commissioners joining the discussion through online mode, they said. During the meeting, Assam State Disaster Management Authority Chief Executive Officer Gyanendra D Tripathi made a comprehensive presentation on initiatives taken by the agency on various preparedness measures at the state and district levels. He said that seven thematic meetings with various stakeholders and video conferences with all District Disaster Management Authorities for a 360-degree review of flood preparedness have been conducted. Kota requested all the departments and agencies to work in close coordination with the ASDMA during the flood season for effective management of the deluge. The South West Monsoon is expected to enter the North-East region early in June. During the meeting, NDRF 1st battalion officials said that of its total 18 teams, 14 are deployed in Assam, which will be prepositioned in Cachar, Bongaigaon, Barpeta and Jorhat. NDRF 12th battalion teams will be deployed in Dibrugarh, Sivasagar, Dhemaji and Sonitpur districts, they said. Fire & Emergency Services officials said that 639 SDRF personnel, along with 299 serviceable rescue boats, are deployed in 58 locations of the state for the ensuing monsoon season. For smooth management during the ensuing flood season, several important decisions were taken during the meeting, the officials said. District commissioners have been asked to utilise the services of NDRF teams, prepositioned in their jurisdictions, for capacity building of local-level responders and communities. The Public Health Engineering Department will help urban local bodies and other agencies in providing safe drinking water to those who may be affected by floods. The Agriculture Department has been asked to take up a special drive for the enrollment of farmers for a crop insurance scheme.

10 new co-dists to become functional by Aug 15
Guwahati: The state govt on Wednesday said ten more newly created co-districts , along with their respective administrative headquarters , will become functional by Aug 15, bringing administration closer to the people and improving service delivery . The govt has already made 39 co-districts functional across the state to ensure faster delivery of public services and strengthen grassroots governance .The co-districts slated for operationalisation are Boko-Chaygaon, Palashbari, Barchalla, Rangapara, Makum, Digboi, Teok, Mariani, Dholai, and Dudhnoi. State Chief Secretary Ravi Kota recently chaired a high-level review meeting with senior officials from key govt departments to assess the preparedness of the new administrative the meeting, officials discussed logistical and personnel-related requirements and issued instructions to ensure that the co-districts are ready for smooth functioning by Independence Day. The govt is focusing on timely training of staff, deployment of adequate personnel, establishment of essential infrastructure, and issuing a consolidated govt order to facilitate a seamless Himanta Biswa Sarma, while launching 39 co-districts in Oct last year, said the co-districts, a pioneering initiative by the state govt within the existing districts, would serve as a paradigm for other states to emulate in their quest to bring administration closer to the populace. Co-districts will have jurisdiction over services like land revenue, administrative and magisterial powers, food and civil supplies, excise, disaster management, and development and welfare works of the people.
