East London restaurant fined £7k for fly-tipping food orders on street

An East London restaurant has been fined over £7,000 after dumping food orders and catering oils drums on the street outside. The restaurant, Watan, was identified by enforcement officers at Redbridge council as the perpetrator behind fly-tips discovered on Hampton Road, Ilford. Officers from the council were first alerted to the fly-tipped mess following complaints from local people. The waste included black bags of food waste, packaging, catering oil drums and food orders linked to the restaurant. The items were all reportedly left against a side wall of the restaurant, on the street outside. The 36-year-old from Church Road in Hayes, Middlesex, attended a trial at Barkingside Magistrates Court on April 29, where he and the business were found guilty of fly-tipping charges. The company was fined as a result of the verdict and was ordered to pay the court and council costs totalling £7,150. The authority said: "The majority of local businesses help keep the neighbourhoods they serve tidy by disposing of their commercial waste properly, so when Redbridge enforcement officers were alerted to reports of commercial waste being left on the street, they wasted no time investigating." It added: "Not only was the rubbish creating an eyesore in the community, it was also likely to attract vermin to the local area." Labour Councillor Khayer Chowdhury, Redbridge Cabinet Member for Enforcement and Community Safety, said: "The failure to correctly store commercial waste presents a threat to the environment and public health, as well as being an eyesore for local communities. We all have a responsibility to ensure our streets and neighbourhoods are clean, and that includes businesses." He added: "Fly-tipping commercial waste on our streets is unacceptable. We have zero tolerance for those who treat our borough disrespectfully, and this prosecution is testament to our commitment to holding law breakers to account for their behaviour." Redbridge Council has said all fly-tips reported to the authority are recorded and investigated, with enforcement action being taken if evidence is found. The council aims to clear all recorded fly-tips on council land and the highway within 24 hours of it being reported. Individuals can submit evidence of fly-tips, perpetrators or their vehicles on the council's Report It page. Health Secretary Wes Streeting's former aide has avoided a prison sentence after exposing himself to and following a teenage girl. Samuel Gould of Hornchurch in Essex, who was also a councillor in Redbridge, was seen by the 13-year-old masturbating in his parked car in Romford on March 8. Gould, 33, then followed the girl. She hid and knocked on nearby flats in an attempt to get help, but nobody answered, prosecutors say. Gould was also seen by a woman masturbating in a car with the windows down in Hornchurch on February 9, Barkingside Magistrates' Court heard. Gould pleaded guilty at the same court in March to two counts of exposure. District Judge Paul Donegan sentenced Gould to 22 weeks' imprisonment, suspended for two years, on Monday. Gould was also made subject to a seven-year sexual harm prevention order (SHPO) meaning he cannot contact girls under 18. He must pay £239 in legal costs. Prosecutor Jeannel Ambrose said the teenager targeted by Gould was 'particularly vulnerable'. His actions also left his second victim feeling 'distressed and violated'. Gould resigned from his roles with Mr Streeting and Redbridge Council and was suspended from the Labour Party after his conviction. Mr Streeting previously said: 'There are no words to express my horror that a mother and her daughter have been put through this ordeal, and will have to deal with the trauma of it for some time to come. 'As soon as I was made aware of his arrest he was suspended, and as soon as the guilty plea was entered I took immediate steps to sack him through official HR processes.' Nicholas Jennaway, defending, said Gould had been going through difficulties at work and his personal life at the time of the incidents. Mr Jennaway said that Gould followed the girl in a 'very panicked state' to try to talk to her, having not seen her approaching. He said that Gould, a 'shy, introverted person' and a man of previous good character, 'apologises profusely' for the harm caused. Gould accepts that his role in public service means he is held to a 'higher standard', Mr Jennaway said.

She took his vehicle registration before reporting him to police, Ms Ambrose said. Gould resigned from his roles with Mr Streeting and Redbridge Council and was suspended from the Labour Party after his conviction. Gould stood down after he had admitted the offences in court. Gould was made subject to a seven-year sexual harm prevention order meaning he cannot contact girls under 18.
