CM to open Bhoomi national conclave on June 25

The Revenue department and the Survey and Land Records department will jointly organise 'Bhoomi,' a national conclave on digital survey for smart land governance – innovations, integration, and impact' in the State capital from June 25 to 28. Chief Minister Pinarayi Vijayan will inaugurate the conclave at Nishagandhi auditorium on the Kanakakkunnu Palace premises on June 25. The conclave will be held at Uday Samudra hotel, Kovalam, the next two days. On June 28, a digital survey and a field visit will be held. Revenue Ministers from various States, Revenue-Settlement commissioners, Survey directors, senior IAS officers from the two departments from 26 States and Union Territories, and national and international experts will attend the conclave. The conclave will share the latest technology and experiences in land governance in light of Kerala's achievements over the two days. The State's Ente Bhoomi portal will be highlighted at the conclave and technical and administrative measures driving the 'second land reforms' will also be discussed. A digital survey expo will showcase the best practices and technological advancements on land administration. The field visit on the third day of the conclave will provide an opportunity to see the digital survey that is in its third phase in the State.

Aimed at expediting land acquisition for the Sabarimala greenfield international airport, the authorities will soon open a special tehsildar office in Erumely or Kanjirappally. Official sources said a special tahsildar too would be appointed for coordinating the acquisition process. An office of the general land acquisition tahsildar's under the Revenue department had already launched proceedings for a detailed survey of land to determine the boundaries and extent of the land to be acquired, including from outside Cheruvally Estate. The department had also requested about 60 staff for the process, which was expected to begin next month. As per the latest order issued the government in accordance with the provisions of subsection (1) of Section 11 of the LAAR Act, a total of 1,001.873 ha (2,475.68 acres) will be acquired for the project in Erumely South and Manimala villages. This includes the 2,263-acre Cheruvally Estate, which is under the possession of the Ayana Charitable Trust, affiliated with the Believers Eastern Church. The authorities have already completed a preliminary survey to establish the boundaries of the land to be acquired. 'A detailed survey will be carried out to prepare a basic valuation statement, which will then be followed by a detailed valuation statement to determine compensation. The aim is to finalise the acquisition of the land, for which compensation has been established, by December,' said an official. Based on this, residents of the project area will receive a notice in advance outlining the extent of the land to be acquired. The area of the land to be acquired, names and addresses of the property owners, etc., have already been published in the State gazette and newspapers. Notices will be issued based on this. The valuation of the land will be determined based on its type, such as farmland, fallow land, houses, structures, and trees in it and prices will also vary depending on whether the land has road access or not. Compensation will be provided to the owners after the Revenue and Public Works departments hold hearings to resolve disputes. Alongside, the government will also initiate steps to declare a rehabilitation and resettlement package, as outlined in Section 19 (1) of the LARR Act, for the workers in Cheruvally Estate. Detailed information about the land to be acquired will be available for the public at the Kanjirappally Taluk Office, village offices, and the relevant grama panchayat offices. Meanwhile, steps to resolve the ownership dispute regarding Cheruvally Estate between the Ayana Charitable Trust and the government are also progressing in the subcourt in Pala. Official sources hinted at the possibility of the government proceeding with the land acquisition process after depositing the value of the land in court.

In line with its efforts to rejuvenate urban water bodies, the Water Resources Department has started clearing encroachments in Kovilpadagai lake near Avadi. It is one of the key water bodies in city fringes that has been earmarked to be developed as a drinking water source particularly for Avadi. The department cleared nearly 16 encroached structures and 15 other sites that were fenced in Rajiv Gandhi Nagar and Brindavan Nagar. Officials of the WRD noted that the structures that had freshly encroached the lake area were razed down during the drive carried out with the Revenue department officials. Land measuring nearly 25,000 that belonged to the lake was retrieved during the drive, said officials. The lake has more encroached structures to be cleared. Spread over 415 acre, the Kovilpadagai lake has a larger storage capacity than Retteri, a lake in western part of the city that is being spruced up as a drinking water source for Chennai. Officials of the WRD said the water body near Avadi has a capacity to hold storage of nearly 80.52 million cubic feet of water. The department proposes to deepen the lake's surplus course to link excess water to Red Hills reservoir through a Rs.38.30 lakh project. The inadequate carrying capacity of the surplus course posed a flood threat to 15 residential localities, including Platinum Avenue, Ramakrishna Nagar and Trinity Avenue. Once the project is completed, the areas may have a respite from recurring floods. The lake, which used to be irrigation source for about 500 acre of land, may be filled twice a year, officials said. Residents noted that it was imperative to rejuvenate long –neglected water bodies in city fringes to replenish groundwater and reduce urban floods. a resident of Pattabiram, said many other lakes, including Ayapakkam and Tiruninravur were awaiting restoration. Avadi is still waiting for piped water supply. The State government must create a special fund to restore lakes as drinking water sources. Avadi Municipal Corporation Mayor G. Udayakumar said a Rs. 40 crore project to convert Kovilpadagai lake into a drinking water source for Avadi has been submitted to Tamil Nadu Urban Infrastructure Financial Services Limited. A water treatment plant would also be constructed apart from measures to arrest sewage. Tenders would be called for soon.

New Delhi, Ahead of the bilateral understanding between India and Pakistan to immediately stop all firings and military actions, Delhi Chief Minister Rekha Gupta on Saturday chaired a high-level meeting with heads of different departments during which she took stock of the preparations. The chief minister after the meeting said "Delhi is ready for any emergency". "We have to keep the system normal and be ready for any situation. Everything is normal on our part and we have ensured that the departments are ready and alert," she told reporters. Gupta said that there was no need to panic and added people just need to be aware. Senior Delhi government officers said that the chief minister asked for hospitals to be prepared and to keep medicines in stock. The Health department was also instructed to keep ICUs ready. The Power department has been asked to prepare for a situation if blackout is needed. Education department has been directed to work in coordination with other departments to identify schools that can serve as shelters in case of an emergency, said one of the officers. The Delhi government is on alert mode, said a statement from the government and added the purpose of the meeting chaired by the chief minister was to assess departmental preparedness for the current emergency situation. The chief minister issued several key directives to implement a multi-tiered, coordinated and active strategy to address emergency situations in the capital. She directed the Power department to ensure prompt response in case of power outages and to provide backup electricity for essential services. The Delhi Jal Board was instructed to safeguard the water supply network, deploy tankers and ensure round-the-clock power backup for all pumping stations. The Revenue department was directed to immediately activate District Disaster Management Authorities , ensure identification and readiness of shelters and keep Civil Defense Volunteers ready for emergency deployment, the statement said. Special emphasis was placed on establishing coordination with the armed forces, railways and airport authorities to enable swift and coordinated responses during any situation, it added. The Home and Police departments were instructed to ensure 24/7 security of critical infrastructure sites and prioritize the safety of essential services' supply chains. Preparations for implementation of the Essential Services Maintenance Act where ever it is deemed necessary. In the aftermath of killing of 26 persons mostly tourists in a terror attack last month in Pahalgam, India and Pakistan have been engaged in hostilities involving strikes with drones, missiles and heavy shelling in border areas. BHUBANESWAR: The state government on Sunday placed two revenue officials in additional tehsildar rank under suspension and issued show-cause notice to around 400 sub-registrars in connection with the alleged registration of part plots in violation of law. The Revenue department has asked the two suspended additional tehsildars of Bhubaneswar Narayan Sethy and Gitu Behera not to leave headquarters without prior permission citing disciplinary proceedings have been initiated against them. Though the department has not cited the exact cause for which disciplinary action has been initiated against the two officials, sources said it is linked to registration of sub-plots. Sources said the move was taken after the department noticed that multiple sub-plot registrations had been carried out in violation of law including home registration of over 200 plots as well as a case where land kisam, sub-plotting and registration for a specific plot were all done within a day. Revenue and Disaster Management minister Suresh Pujari told mediapersons that the government is looking into the matter thoroughly to initiate action as per law against the officers involved in illegal registration of part plots. 'We have found that part plots have been registered by around 400 sub-registrars over the years without complying with the norms. Some of them have even registered more than 500 part plots. All of them have been issued show-cause notices,' Pujari added. He said the department is also preparing misconduct note against the officers involved in part plot registrations in violation of law. A recent report submitted by the Inspector General of Registration (IGR), Board of Revenue to the state Revenue and Disaster Management department had also revealed that a staggering 3,36,631 sub-plots have been registered in urban areas without the approval of development authorities in their jurisdiction since enactment of the Registration (Odisha Amendment) Act, 2013. Real estate expert Bimalendu Pradhan said strong action should be taken by the government to check such activities do not recur in the future. 'Apart from sub-registrars, the government should also probe involvement of senior officials in such registrations and initiate appropriate action,' he suggested.
