The rampage began as the man allegedly crashed a red Porsche Macan into other vehicles in the southbound lanes of the Bruce Hwy at Palmview, near the Aussie World theme park.
A 22-year-old woman died in the crash, and the man seated next to her was taken to hospital fighting for life.
The alleged gunman then got out of the Porsche and approached a white SsangYong Rexton with a gun.
'He was running over looking like he was trying to help someone out of the car,' witness Rhys Berka told 7NEWS.
But rather than offering the SsangYong driver help, he allegedly shot the man in the arm and stole the car. The driver was rushed to hospital with serious injuries.
The Ssangyong was found flipped on its roof after a crash about 10 minutes drive away, near Forestry Rd in Landsborough, just after 12.30pm.
Queensland Police allege the gunman then stole another car, a grey Mazda 3, from a young driver was having a driving lesson with their parents.
Queensland twin sisters, Paula and Bridgette Powers, were witnesses to the man's alleged rampage.
They spoke in unison as they told 7NEWS about the moment they heard someone yell: 'Run, he's got a gun.'
'All I was thinking about when we were running is, 'I hope he doesn't fire'.'
They called their mother 'brave' for approaching the alleged gunman's crashed stolen car. 'He had blood all over his face,' the Powers twins said.
'She goes 'are you alright?' ... and he goes, 'I'll shoot you', and she goes 'hey! I'm here to help'.'
The alleged gunman was arrested on Steve Irwin Wy at Landsborough, and police allege a gun was found in the Mazda.
The man is yet to be charged — he remains in hospital under police guard, Queensland Police said on Tuesday.
'We would encourage anyone who witnessed the incidents to contact police,' police said.
Of the hundreds of witnesses believed to have seen the horror unfold, a number of them narrowly escaped tragedy.
'He came around the back of us, and almost cleaned up the back of our car, with our daughter in the back of it,' witness Joshua Strachan told 7NEWS.
'Someone's watching over us. It was out of control.'
Three crime scenes have been declared by police, one in Palmview and two in Landsborough.
Investigations are ongoing.
