Jamie Sarkonak: Judge accuses officer of 'unconscious' anti-Black racism without direct evidence

Justice Renu Mandhane is one of Ontario's foremost judicial activists, so it should surprise no one that she'll stoop to using racism as a basis to let Black men off the hook for possessing illegal guns. Article content That's what happened at the end of March in the case of Robert Cameron, who had been pulled over and detained for having outstanding drug charges and a suspended license, and whose car, in the process, was discovered to be illegally housing an unlicensed firearm. Article content Article content The episode began when a Brampton police officer, Anand Gandhi, was notified by his cruiser's licence plate scanner flagged a nearby Jeep for a week-long impound due to the owner's active infractions. Given the pending charges, the officer called for backup just in case. He then approached Cameron's Jeep, identified him, handcuffed him, patted him down, and sat him in the back of the police car. Article content Article content 'Officer Gandhi specifically denied treating the accused differently or handcuffing him behind his back because of the way he looked, i.e. because he was a Black man,' wrote the judge. 'The officer maintained that it was his 'common practice' to handcuff and place suspended drivers in the back of his cruiser because it was a 'safe place' to speak with them.' Article content The judge noted that the officer had pulled over a woman earlier that day for driving on a medical suspension, but didn't cuff her or keep her in the police car. Her car, however, was not being impounded, and she wasn't said to have outstanding criminal charges. Article content After other officers arrived, the Jeep was searched for the alleged purpose of taking a pre-tow inventory. Some licence plates were found, which Cameron attributed to his girlfriend, as well as a gun, which was under a cargo mat covered by construction materials. Article content Mandhane didn't outright state that the gun was loaded, but she did note that ammunition was photographed by an officer after the weapon was made 'safe of any ammunition.' Article content The officer then placed Cameron under arrest for gun charges and attempted to help him reach his lawyer, who didn't pick up; 15 or so minutes later, he asked Cameron if 'everything in the vehicle' was his. (This, the Crown admitted, was an infringement of Cameron's Charter right to speak to counsel.) Article content The other alleged rights infringements were less clear-cut. Cameron's lawyer argued that he was unlawfully detained from the outset and that his car was subject to an unreasonable warrantless search, violating his respective Section 9 and 8 Charter rights. There is indeed precedent from the Supreme Court of Canada stating that it's wrong to detain a motorist in a police car without necessity (in that case, the driver didn't have outstanding drug charges) — but it's not enough to get evidence tossed if the officer operates in good faith. The Supreme Court of Canada and the Ontario Court of Appeal have also permitted warrantless inventory searches of cars in the past, but those precedents were not applied here.

Enduro Completes Acquisition of Commander Resources Ltd

("Commander"), originally announced on December 9, 2024, pursuant to a court-approved plan of arrangement (the "Plan of Arrangement"). The Plan of Arrangement was implemented pursuant to the terms and conditions of an arrangement agreement dated February 25, 2025 between Enduro and Commander, and has resulted in the acquisition by Enduro of all of the issued and outstanding shares of Commander (the "Commander Shares") in exchange for consideration of 0.535 of a common share of Enduro (each full share, an "Enduro Share") for each Commander Share (the "Exchange Ratio"). "Today marks the start of a new era for Enduro Metals, and I am delighted to hand over the reins to Rob Cameron who takes over as the new CEO," commented Cole Evans, Director and outgoing CEO of Enduro. In connection with completion of the Plan of Arrangement, Robert Cameron has been appointed Chief Executive Officer of the Company, replacing Cole Evans, who will continue as a director of Enduro. In addition, each of Robert Cameron and Brandon Macdonald have been appointed directors of the Company. Lawrence Roulston has resigned as a director of Enduro. Mr. Cameron is a professional geologist and has over 40 years of international experience in the mining industry including positions as President and CEO of Valley High Ventures and Bearing Resources Ltd., as well as Vice-President and Manager of exploration for Phelps Dodge Corporation of Canada Limited (then a subsidiary of Freeport McMoRan Copper and Gold Inc.). In addition, he has extensive market and finance experience including a term as mining analyst for Research Capital. Mr. Macdonald is a Professional Geologist with a diverse background in exploration geology, mining, and finance. He earned his in Geology from the University of British Columbia in 2000, and later completed an MBA at Oxford University in 2007. His experience includes time at Macquarie Bank in London, UK, and as founding CEO of Fireweed Metals Corp. In connection with the closing, a total of 23,692,393 Enduro Shares have been issued to the former holders of Commander Shares, resulting in former Commander shareholders holding approximately 45.65% of the total number of issued and outstanding Enduro Shares post-closing (based on 51,885,012 Enduro Shares issued and outstanding immediately after closing). In addition, the outstanding options to purchase Commander Shares have been replaced with options to purchase Enduro Shares on the same terms and conditions, other than necessary adjustments to take into account the Exchange Ratio, as set out in the Plan of Arrangement. In order to obtain their Enduro Shares, shareholders holding share certificates of Commander in their names ("Registered Shareholders") will be required to complete a letter of transmittal (a "Letter of Transmittal") and submit it to Computershare Investor Services Inc. and otherwise follow the instructions contained in the letter of transmittal and described in the management information circular of Commander dated April 9, 2025. Saskatchewan marshals employee put on leave before service launches

A member of Saskatchewan's new provincial police force has been placed on leave after a complaint from the public was filed before the service formally launched. A spokesperson from the Saskatchewan Marshals Service (SMS) confirmed that a member has been placed on administrative leave due to an open investigation by the Public Complaints Commission (PCC). The PCC is the province's oversight body that reviews complaints made against municipal police services or officers for alleged misconduct, which includes the new marshals. The five-person panel is provincially appointed. An emailed statement from the SMS did not answer when the member's leave began or what role the member holds within the service. 'No further comment will be made at this time pending the outcome of the investigation,' said the statement. Announced in 2022, the new provincial marshals service is meant to work alongside existing police services to address areas of the province with high crime rates, especially rural communities. It reports to the minister of corrections, policing and public safety, which is currently Tim McLeod. The new police force has been widely criticized by municipalities, the national union representing RCMP members and the Saskatchewan NDP for its cost, potential of pulling officers from other short-handed police forces and overlapping jurisdictions with the RCMP. Earlier this year, Chief Marshal Robert Cameron said the plan is to launch with 17 to 20 officers by summer 2025, growing to a force of 70 officers by the end of 2026 with an annual operating cost of $20 million. The first class of SMS officers is scheduled to be sworn in on April 24 in Prince Albert, where the marshals' headquarters is based.
