Walker, a 19th century Washington-based lobbyist, was an ardent expansionist and imperialist, as well as a close friend and ally of Abraham Lincoln's and Andrew Johnson's secretary of state, William H. Seward. That's the same Seward best remembered for his savvy purchase of Alaska from the Russian Empire for $7.2 million, also known as 'Seward's Folly.'
