Saudi Gazette report MAKKAH — The Ministry of Interior has penalized 12 Saudi citizens and eight expatriates for violation of the Hajj rules and regulations. The ministry announced that the Hajj Security Forces arrested them at the entry points to Makkah for transporting a total of 75 individuals without permits to perform Hajj. The ministry, represented by the seasonal administrative committees, issued administrative decisions against the transporters, accomplices, and those who were provided with transportation. According to the decisions, penalties include imprisonment, fines of up to SR100000, publishing the names of violators in the local media at their own expense, deportation of residents and a 10-year ban for them from re-entering Saudi Arabia after serving their sentence. The ministry called for the judicial confiscation of vehicles used in the unauthorized transport of pilgrims and the imposition of a fine of up to SR20000 on those who attempted to perform Hajj without a permit. The ministry urged all citizens and residents to comply with Hajj regulations and instructions to ensure the safety and security of pilgrims as they perform their rituals. In a related incident, the Hajj Security Forces arrested a citizen for transporting 9 visa holders in violation of Hajj regulations and instructions, attempting to bring them into Makkah to perform Hajj rituals. All individuals involved have been referred to the relevant authorities to implement the prescribed penalties against them.

The arrested Indian was referred to the competent authority for the imposition of the prescribed penalties. The Ministry of Interior warned earlier that a maximum fine of SR100000 will be slapped on anyone who transports or attempts to transport visit visa holders to Makkah city and the holy sites during the period between April 29 and Dhul Hijjah 14, as well as to those who shelter or attempt to shelter visit visa holders. The penalties also include deportation with a 10-year ban for re-entering the Kingdom.

Saudi Gazette report RIYADH — Hajj Security Forces arrested a Saudi citizen and Yemeni resident, who applied for visit visas for individuals outside the Kingdom, through commercial entities that colluded with them, to enable them to perform Hajj illegally. They were found to have violated Hajj regulations and instructions. The arrested persons were referred to the competent authority to enforce the legally prescribed penalties against them. The Public Security warned that a financial fine of up to SR100000 will be slapped on anyone who submitted an application to issue visit visa of any type for a person who performed or attempted to perform Hajj without a permit, or entered the city of Makkah and the holy sites or stayed there from the first day of Dhul Qada (April 29) until the end of the 14th of Dhul Hijjah, and the fines are multiplied by the number of people involved in the violations.

Saudi Gazette report RIYADH — The Transport General Authority (TGA) has directed all transport operators across Saudi Arabia, particularly in Makkah, to strictly adhere to the concerned authorities' instructions not to provide transportation to any passengers heading to Makkah or the holy sites without a Hajj permit or an entry permit for work or residence in the holy city. The new rules, which came into effect on April 29, are part of measures recently announced by the Ministry of Interior to regulate the movement of crowds and maintain the security and safety of pilgrims. Under the regulations, violators caught transporting visit visa holders to Makkah and the holy sites or attempting to do so during the period between Dhul Qada 1 and Dhul-Hijjah 14, would face penalties and a fine of up to SR100000. The penalties also include confiscating any means of land transport used to carry individuals with visit visas to these locations, following a ruling by the relevant court. The TGA clarified that this applies regardless of whether the vehicle is owned by the carrier, an accomplice, or someone who contributed to the offence. Furthermore, the authority also reminded all licensed carriers of the need to fulfil regulatory requirements for the upcoming Hajj season. This, it said, includes obtaining the correct licenses and operating permits for vehicles and drivers, adhering to designated routes, and not entering areas subject to Hajj rules without prior permission. The TGA also urged full cooperation with security and oversight authorities at checkpoints. The authority further warned that anyone violating the rules would face penalties. 'The measures are part of the transport authority's operational plan for the Hajj season, aiming to support compliance and safety levels and ensure the smooth flow of authorized pilgrims. This would reflect the quality and efficiency of transportation services provided during the season,' the authority added.

Saudi Gazette report JEDDAH — Ministry of Interior Spokesman Col. Talal bin Shalhoub confirmed that penalties are now being imposed against those who are caught while entering or staying in Makkah and the holy sites to perform Hajj without a permit after arriving in the Kingdom on a visit visa. Addressing the Digital Communication Conference in Jeddah, he stated that such violators will face a maximum fine of SR20000. Col. Talal said that anyone facilitating these violations — such as applying for visas, transporting, sheltering, concealing, or assisting violators will face a fine of up to SR100000. Fines are applied per individual violation. Expatriates or overstayers caught attempting Hajj without a permit will be deported and banned from the Kingdom for 10 years, he noted. The spokesman warned against fraudulent Hajj campaigns offering services like accommodation, transport, fake Hajj services, sacrificial animals, or fake bracelets. The Ministry of Interior announced earlier imposition of a penalty of up to SR20,000 for any individual caught performing or attempting to perform Hajj without a permit during the period between April 29 and Dhul Hijjah 14. This includes visit visa holders trying to enter or remain within the geographical area of Makkah, the holy sites, the Central Haram Area, the Haramain High-Speed Railway station in Al-Rusayfah district, and all security and grouping centers. The ministry stated that residents and overstayers attempting to perform Hajj unlawfully will be deported to their home countries and prohibited from re-entering the Kingdom of Saudi Arabia for a period of 10 years. Emphasizing adherence to Hajj and Umrah regulations, it urged pilgrims to comply and report violations by calling 911 in Makkah, Riyadh, and Eastern regions, and 999 in other regions of the Kingdom.
