Sacramento deputies bust johns, rescue sex workers in trafficking sting
( — With the hope of busting johns and rescuing sex workers, Sacramento County Sheriff's deputies were out in full force Friday night for a human trafficking sting operation. SCSO deputies, some armed and wired, and undercover cops posed as prostitutes in north Sacramento near Watt Avenue. The area has historically been a popular place for sex workers. More than 100 arrests made in massive Northern California human trafficking bust 'Tonight, we're focusing on Johns, basically, in the county,' said SCSO deputy Shayn Bowen. 'There's lots of sex workers, especially underage sex workers that are out there.' Investigators used drones during the operation, keeping a close eye on decoys and surrounding areas. More than 100 arrests made in massive Northern California human trafficking bust 'This is just one night. And this stuff is happening every day. But we're doing the best that we can to at least mitigate it as much as possible,' Bowen said. During the sting operation, one man attempted to solicit an undercover sex worker while his toddler-aged daughter slept in the back seat of his vehicle. 'We're going to contact the mother, which hopefully we can get a hold of,' Bowen said while holding the man's daughter. 'And we're not going to tow the car, especially because we found out, this is the only vehicle this family has.' The man was placed under arrest. In other parts of town, the operation worked by making sex deals with prospective johns. Once a deal was solidified, the John met law enforcement around the corner where they were arrested. Their vehicles were also towed. 'Over 600 arrests have been made doing these operations in the last two years. So, we're pretty happy with those results and that type of impact,' said SCSO deputy Carlos Rodriguez. On Friday alone, SCSO said 53 total arrests were made. Additionally, officers seized one firearm, which was pulled out on female undercover cops. SCSO said that they saw Xianquing Chen, 45, and Haining He, 31, after they arrived at the store together. In multiple transactions, Chen and He purchased gift cards using a cellular phone-based application. Chen attempted to use 42 separate banking cards and 32 of them were declined, according to SCSO. Chen continued to be successful at his transaction which made his total $855. Hanning tried to use 47 separate bank cards but 37 of them declined. He still was able to process the transactions with a total of $633. SCSO said that the detectives recognized the activity that was done by Chen and He as that is the technique used by other thieves who steal money through unauthorized withdrawals from people's credit cards and launder the funds for their future use. California State Capitol to host traditional Haftseen event for Nowruz Both suspects admitted to using an app on their phones to purchase gift cards with stolen credit card numbers and later detectives learned that the card number they were using was provided by a person who was paying them $250 a day, SCSO said. SCSO said in a statement that Chen and He are citizens of the People's Republic of China, and they have no true source of income or any close relatives in the United States. Authorities said that the suspects were both arrested and transported to Sacramento County Main Jail and booked for several felonies. They are ineligible for bail and are scheduled to appear in court on March 18. 'Detectives are concerned that Chen and Haining Le have successfully attempted and committed these types of crimes at other retail stores in the area,' SCSO said. 2 Chinese nationals arrested in credit card scheme in Sacramento County, deputies say
ARDEN-ARCADE – Two Chinese nationals were arrested in a credit card scheme while authorities were conducting a retail theft operation at a Target in Sacramento County, deputies said. On Saturday, the Sacramento County Sheriff's conducted an organized retail theft operation at Target on Fulton Avenue in Arden-Arvade. This is where they said they saw 45-year-old Xianquing Chen and 31-year-old Haining He arrived at the store together and performed a series of quick transactions. Deputies said they purchased gift cards using an app on a phone. Chen tried to use 42 separate bank cards but 32 were declined, deputies said. However, Chen was able to spend $855 during the transactions. Haining He tried 48 transactions on separate cards, finding success 11 times and spending $633, deputies said. Deputies said the technique is used to steal money by withdrawing money from victims' credit cards and laundering the money for future purchases. The two suspects met in the parking lot, where detectives met them and arrested them despite Haining Ho trying to run away, deputies said. Deputies said the suspects admitted to purchasing gift cards on their phones using an app and stolen credit card numbers. Deputies added the card numbers were provided to the suspect by a person who was paying them $250 a day to conduct these transactions. "Chen and Haining He are citizens of the People's Republic of China. They have no legitimate source of income, or any close family or friends in the United States," deputies said in a news release Sunday. Deputies worry that the suspects committed these types of crimes at other retail stores around the area. Anyone with information is urged to contact them. The two were booked into jail and are not eligible for bail.
