SAR 100,000 Fine for Unauthorized Transport to Makkah, Holy Sites: Saudi TGA

The Saudi Transport General Authority (TGA) has announced strict measures for transporting pilgrims to Makkah and the Holy Sites, taking effect from Dhu al-Qi'dah 1, 1446 AH (April 29, 2025), reported the Saudi Press Agency (SPA). Under the new measures, all transport operators across the Kingdom, particularly in Makkah, shall not transport any passenger to Makkah or the Holy Sites without a Hajj permit or an entry permit for work or residence in the Holy City. The rules remain effective until Dhul-Hijjah 14, 1446 AH (June 10, 2025). Violators who transport, or attempt to transport, visit visa holders to Makkah or the Holy Sites during this period will face penalties and a fine of up to SAR 100,000. Penalties include confiscating any land transport vehicle used in transporting individuals with any type of visit visa to Makkah and the Holy Sites, subject to a ruling by the relevant court. This applies whether the vehicle is owned by the transporter, a contributor, or an accomplice. This move aligns with the national efforts and measures recently announced by the Saudi Interior Ministry to regulate the movement of the crowds and maintain the safety and security of pilgrims during Hajj 2025. Moreover, the TGA stressed to all licensed transporters the necessity of fulfilling regulatory requirements, including obtaining licenses and operating permits for vehicles and drivers, adhering to designated routes, not entering areas subject to Hajj regulations without prior permit, and fully cooperating with security and regulatory authorities at checkpoints. The TGA also emphasized that these measures are part of its operational plan for Hajj season 2025, aimed at enhancing the levels of compliance and safety and ensuring the smooth flow of authorized pilgrims. Safee unveils AI-powered ViVMS to transform fleet management

This system improves fleet safety, boosts efficiency, and ensures regulatory compliance. A New Era in Fleet Management Fleet managers face several challenges that make the adoption of an IVMS essential for optimising operations, improving safety, and ensuring compliance. These include: 1. Unsafe Driving Behaviour Speeding, harsh braking, and reckless driving increase accident risks. Limited real-time visibility reduces driver accountability. Driver fatigue and distractions pose serious safety concerns. 2. Lack of Incident Evidence and Accountability Difficulty in proving liability in case of accidents or disputes. Absence of video evidence can hinder insurance claims and investigations. Monitoring adherence to safety policies remains a challenge. 3. Compliance and Regulatory Challenges Stricter government regulations on fleet safety and monitoring. Certain industries, such as oil & gas and logistics, now require video-based evidence. Need to document and report safety incidents accurately. 4. Cargo and Asset Security Risk of theft, tampering, or unauthorised access to goods. Lack of real-time alerts for suspicious activities. Recognising these challenges, Safee has developed and launched ViVMS, a comprehensive solution designed to enhance fleet safety and efficiency. Through real-time video monitoring, instant incident alerts, and detailed driver behaviour reports, fleet managers can proactively enforce safety protocols, mitigate risks, and optimise operations. Innovative Features Driving the Future of Fleet Management Safee's ViVMS is a cloud-based telematics service designed to monitor vehicles through live and recorded video footage. it offers live streaming, video playback, and downloadable video evidence for specific alarms. Additionally, it includes an advanced incident tracking system based on predefined alerts, ensuring comprehensive fleet oversight. Key features include: Driver Behaviour Monitoring Real-Time Detection and Alerts: The system continuously monitors driving behaviour and detect a wide range of AI-powered ADAS (Advanced Driver Assistance System) alarms like: Distractions; fatigue; smoking; mobile phone use; lane departure; and possible collisions. Regulatory Compliance: Safee ensures adherence to safety regulations set by authorities such as the Saudi Transport General Authority (TGA), UAE Roads and Transport Authority (RTA), and Oman Ministry of Transport and Communication (MOTC) helping fleets avoid fines and reputational damage. Live Video and AI Analysis Continuous In-Cab and External Monitoring: The operators can stream live footage from all vehicle cameras, including the front camera, and review historical playback clips from the device directly even in the absence of an alarm trigger. Incident Accountability: By recording and securely storing footage of key events, ViVMS allows the operator to check all the alarms along with their video evidence in real-time and store/check them at any time, thereby contributing to long-term safety improvements. Geofencing and Route Optimisation Route Tracking and Security: ViVMS employs advanced geofencing technology to monitor vehicle movements. This feature is essential for preventing unauthorised trips and ensuring that fleet operations remain secure. Optimised Routing and Efficiency: Real-time location data allows managers to optimise routes, reduce detours, lower fuel costs, and improve delivery times. Data Analytics and Reporting Comprehensive Driver Performance Reports: The system offers an extensive selection of reports, including key performance indicators (KPIs) for drivers, helping fleet managers assess performance and implement improvements. Advanced Incident Management: Beyond reporting, the system includes a robust incident workflow mechanism that enables managers to handle, dismiss, or close incidents efficiently, reducing operational disruptions and improving fleet safety. A Holistic Approach to Modern Fleet Management Safee's ViVMS is more than just a video monitoring tool; it is an integral part of a comprehensive fleet management ecosystem.
