As we come together on the 12th of May every year, to reflect on the significance of International Nurses Day, this year I want to express my profound appreciation for the dedication and compassion that the hundreds of male and female, Seychellois and foreign, working and retired, nurses in Seychelles bring to the nursing profession. You continue to be the bedrock of our healthcare system, ensuring that every Seychellois receives care marked by skill, empathy, and unwavering commitment. Today, I salute not only the vital roles you perform but also the profound impact you have on the lives of those you serve. Recalling the recent commemoration of the International Day of Midwives on the 5th May, I also salute the midwives and those playing dual roles of nurses and midwives. Your dual commitment exemplifies the heart of nursing and midwifery, guiding families through the important journey of life, right from childbirth. The expertise and compassion you deliver during these critical moments are invaluable, providing reassurance and support when it is needed most. I cannot fail to recognize the contribution of our male nurses. Your presence challenges stereotypes and enriches the nursing profession, highlighting the importance of diversity in caregiving. Your dedication and unique perspectives enhance the care we provide, and I commend you for your important role within our teams. We need more nurses, both male and female. To our nurses in the public hospitals, health centres, care homes and in the offices doing research, prevention. health promotion or health care management, your tireless efforts, in often demanding environments, do not go unnoticed. Working long hours and navigating significant challenges, you consistently place your patients' needs at the forefront. Your resilience under pressure is commendable, and your commitment to high-quality care is indispensable to the well-being of our communities. Nurses in the private sector also play a critical role in health care. Your focus on quality care and not just financial considerations, stems from a genuine desire to improve the health and happiness of individuals and families. This commitment not only uplifts our healthcare mission but also enhances the overall resilience of our health system. I urge every member of the entire healthcare team—doctors, nurses, support staff, and administrators—to collaborate closely, placing patients at the centre of our efforts. By fostering a culture of teamwork and mutual respect, we can ensure that our healthcare system delivers optimal care and the best possible outcomes for all. As we look to the future, I call on the National Institute of Health and Social Studies (NIHSS) and the University of Seychelles (UNISEY) to work together in developing even more innovative training programmes for nurses. These initiatives will equip our nursing professionals with the skills necessary to meet present and future challenges and enhance the quality of care that our healthcare system provides. My government is committed to supporting growth and advancement of the nursing professionals. We are dedicated to creating pathways for further training and career progression, including opportunities for nurses to become practitioners of advanced nursing. Your expertise is vital for the future of healthcare in Seychelles. With the imminent construction of the new Seychelles Hospital, we face exciting prospects for our nursing workforce. This modern facility will enhance the standards of care we offer and create new avenues for you to advance your professional journeys and assume leadership roles within our evolving healthcare landscape. As we reflect on the values that define nursing, I urge every nurse, regardless of where you practice, to uphold the oath you have taken—a commitment to service, ethical care, and dedication to the well-being of your patients. On 22 April 2025, Mr. Gervais Moumou, Ambassador of the Republic of Seychelles based in the United Arab Emirates, presented his credentials to His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, during a ceremony held at Sakhir Palace in Manama. This occasion marks Ambassador Moumou as the second Non-Resident Ambassador of Seychelles to the Kingdom of Bahrain, following the establishment of diplomatic relations between the two nations in May 1983. During the ceremony, Ambassador Moumou conveyed the warm greetings and best wishes of the President of the Republic of Seychelles, Mr. Wavel Ramkalawan, as well as those of the Seychellois people. He reaffirmed Seychelles' steadfast commitment to strengthening the enduring bonds of friendship between the two countries and expressed his intention to deepen bilateral cooperation across a range of mutually beneficial sectors. His Majesty King Hamad bin Isa Al Khalifa reciprocated with personal greetings and best wishes to President Ramkalawan and the people of Seychelles. He welcomed the continued advancement of ties and affirmed Bahrain's openness to exploring new avenues of collaboration in the future. In the context of his official mission, Ambassador Moumou held productive discussions with senior officials from the Ministry of Foreign Affairs of the Kingdom of Bahrain. These engagements underscored a shared commitment to enhancing cooperation in key areas such as tourism, trade and finance, security and defence, as well as coordinated efforts within international fora, especially concerning the global challenge of climate change, which poses a particular threat to island nations such as Seychelles and Bahrain. The two sides also discussed the need to ease entry requirements for Seychellois citizens visiting Bahrain for tourism purposes. Ambassador Moumou further highlighted Seychelles' commitment to economic diversification and expressed interest in exploring new areas of cooperation, including fisheries, education, and knowledge exchange, initiatives aimed at promoting stronger people-to-people connections. In addition, Ambassador Moumou met with members of the Seychellois diaspora residing in Bahrain. The gathering provided a valuable opportunity for open dialogue, during which the Ambassador listened to the community's concerns, shared updates on developments back home, and reaffirmed the Government's dedication to supporting its citizens abroad. International Monetary Fund (IMF) and Seychelles Reach Staff-Level Agreement on the Fourth Reviews Under the Extended Fund Facility (EFF) and Resilience and Sustainability Facility (RSF) Arrangements

IMF staff and the Seychellois authorities have reached a staff-level agreement on the fourth reviews under the Extended Fund Facility (EFF) and the Resilience and Sustainability Facility (RSF) arrangements. Approval of the reviews by the IMF's Executive Board would release financing of SDR 10 million, equivalent to $13.4 million. The government has made strong progress in implementing policies under the EFF and RSF programs. All quantitative targets for the fourth reviews have been met. Good progress has been made on a range of macro-structural issues. Seychelles' economic outlook is generally stable, but downside risks have increased. Given vulnerability to changes in tourist spending, international commodity prices, and transport costs, continued fiscal prudence and close monitoring of economic and financial indicators is recommended. An International Monetary Fund (IMF) mission, led by Mr. Todd Schneider, conducted discussions with the Seychellois authorities in Victoria from March 31 to April 11, 2025, and reached a staff-level agreement on the fourth reviews under the Extended Fund Facility (EFF) and the Resilience and Sustainability Facility (RSF) arrangements. This agreement is subject to approval by the IMF's Executive Board. Approval would release financing of SDR 10 million, equivalent to $13.4 million. At the end of the mission, Mr. Schneider issued the following statement: 'The authorities continue to make progress in implementing the EFF-supported program. All end-December 2024 quantitative performance criteria under the program were met. Structural reforms related to improving the transparency of tax policy, enhancing monetary policy operations, and strengthening the effectiveness of the anti-money laundering and combatting the financing of terrorism (AML/CFT) regime were completed. 'Real GDP growth for 2024 is estimated at 2.9 percent. Total tourist arrivals increased by only 0.5 percent, and tourist earnings declined by 6.9 percent. Growth in other sectors of the economy was generally moderate, apart from agriculture, information and communication, and financial services. Real GDP growth is expected to reach 3.2 percent in 2025 but is subject to downside risks given recent global economic developments. 'Fiscal performance in 2024 was tighter than budgeted. The government's primary fiscal surplus rose from 1.7 percent of GDP in 2023 to 3.2 percent in 2024. Tax and other revenues were slightly lower than earlier forecasts, but government expenditures were substantially lower than expected. The underspend was spread across budget lines but was highest with respect to capital projects, reflecting diversion of government planning resources to emergency reconstruction in the first part of the year and delays in several projects due to design and procurement issues. For 2025, the government is expected to achieve a primary fiscal surplus of 1.2 percent of GDP as budget execution improves. 'The 2024 external current account position was stronger than expected due largely to lower than expected imports as some foreign financed projects did not materialize. The Central Bank of Seychelles (CBS) was able to increase gross foreign exchange reserves to $774 million, equivalent to 3.8 months of imports of goods and services. Looking ahead, a modest deterioration of the external account is expected in 2025. Tourist arrivals and earnings are projected to cool in the second half of the year but will be partially offset by lower international oil prices. On balance, this should allow the CBS to maintain central bank foreign exchange reserves over $800 million in 2025, raising import cover to the equivalent of 3.9 months. 'The CBS has maintained a broadly accommodative monetary policy, facilitating a steady increase in the growth of private credit. Inflation remains low and is projected to remain below 2 percent in 2025. The CBS will need to monitor developments closely in coming months and be ready to adjust policy rates if needed. CBS will also continue to strengthen Seychelles' monetary policy framework and bolster financial sector supervision. 'The authorities are committed to bolstering governance. The Public Enterprise Monitoring Commission—through an independent audit firm—will complete governance and performance assessments of six key public enterprises by end-year. The 2025 budget contained an estimate of foregone revenue from tax expenditures (such as exemptions, deductions, and reduced rates). The government also continues to improve the transparency of the beneficial ownership database and ensure the accuracy of collected information. 'With respect to climate change mitigation and adaptation, the authorities are advancing reform measures agreed under the RSF. Measures related to the current review focused on assessing and reporting on climate related risks in the banking sector, adopting a disaster risk financing strategy, and steps to facilitate the scaling up of renewable energy. 'The team thanks the Seychellois authorities for the open dialogue and close collaboration. Meetings were held with President Ramkalawan, Vice President Afif, Governor of the Central Bank of Seychelles Abel, and other senior government officials as well as representatives of the private sector.' Seychelles and Egypt signed a Visa Waiver Agreement for diplomatic and Official passport holders during the weekend in Cairo, Egypt. This was on the margin of a two-day official visit of Foreign Affairs and Tourism Minister, Mr. Sylvestre Radegonde at the invitation of his Egyptian counterpart, H. E Badr Abdelatty, Minister for Foreign Affairs, Emigration and Expatriates Affairs from 5th to 6th April 2025. During a bilateral meeting, the two parties discussed the possibility of also extending the visa waiver to ordinary passport holders. They also held discussions on several areas of mutual interest such as climate change, maritime security. The Egyptian minister has reaffirmed Egypt's commitment to continue to support Seychelles in its capacity building efforts. Minister Radegonde also held discussions with the Deputy Prime Minister and Minister for Health and Population, Khaled Abdel Ghaffar. Their discussions centred on cooperation in the health sector, including training, the recruitment of medical practitioners and the procurement of pharmaceutical products from Egypt. Minister Radegonde has also had discussions with the Minister for Tourism and Antiquities, Mr. Ahmed Issa. Both Ministers have expressed their interest in exploring new opportunities for collaboration in the field of training and hospitality staff exchanges, During the visit, Minister Radegonde also visited the three Seychellois presently incarcerated in Egypt and held discussions with the Assistant Minister of Interior for Community Protection, Major General Hazen Ezzel-Arab. Minister Radegonde was accompanied on this visit by Ambassador Conrad Mederic and senior officials from the Foreign Affairs Department.
