Gasoline sales in Canada have not recovered from COVID-19; data show one province is buying a lot less

Gasoline volumes sold at retail fuel stations rose by 3.1 per cent on an annualized basis in the first quarter of 2025, according to Kalibrate. However, the data and retail analytics firm says sales in Canada remain below pre-COVID levels. "At a time when fuel volumes in many global regions remain below pre-pandemic levels — and in some cases continue to decline — this growth is a welcome sign of resilience," analysts wrote in a report published earlier this week. Kalibrate says it collects and analyzes volumetric sales and site data from over 7,000 retail gasoline locations across Canada. On a regional basis, sales in Manitoba and Saskatchewan led the way in the first quarter, with a 4.8 per cent increase. On the low end, British Columbia booked a 1.5 per cent gain. "Despite being the lowest, B.C.'s growth is still notable given the West Coast's evolving fuel landscape," Kalibrate analysts wrote. Compared to pre-pandemic levels in 2019, Kalibrate says Atlantic Canada's gasoline volumes are now just 1.1 per cent below below that benchmark. Alberta is close behind, at 1.8 per cent below. Quebec remains furthest from recovery, with gasoline volumes 8.9 per cent below Q1 2019. While Kalibrate does not attempt to explain the disparity, data from Statistics Canada show Quebec accounted for 60 per cent of new zero-emission vehicle registrations in the final three months of 2024. Speaking at a recent industry conference, General Motors (GM) Canada vice-president of marketing and sales Shane Peever said Quebec accounts for more than half of its electric vehicle sales in the country. This week, Canada's gas price average added 2.2 cents per litre of regular fuel. Timmins, Ont., Fort St. John, B.C., and Peterborough, Ont. saw the biggest increases between May 15 and May 22.
