Ukraine detained 50,000 men trying to flee since war began
Kyiv has been trying to crack down on draft dodgers and encourage Ukrainians to return to their country to replenish the ranks of the army, which is struggling to recruit. PHOTO: AFP KYIV - Ukrainian border guards have prevented tens of thousands of military service-age men from illegally leaving the country since the start of Russia's invasion, a spokesman for the border guard told AFP on May 21. Under martial law, most Ukrainian men aged 18 to 60 have been barred from leaving the country, unless they receive an official permission or qualify for an exemption. But thousands have still attempted to flee to avoid being drafted in the Ukrainian army, which is struggling to recruit. The State Border Guard Service of Ukraine said it detained 'around 45,000 Ukrainian men aged 18 to 60 since Feb 24, 2022', spokesman Andriy Demchenko told AFP. 'Another 4,000 citizens were detained at checkpoints for attempting to illegally cross the border using forged documents or by falsifying other grounds that would give them the right to cross the border,' he added. Kyiv has been trying to crack down on draft dodgers and encourage Ukrainians to return to their country to replenish the ranks of the army, which is struggling against Russian troops making gains in the east. Around 4.1 million Ukrainians held temporary protection status in EU countries in 2024, about 22 per cent of whom were adult men, according to the EU statistics office Eurostat. Poles still block Yahodyn-Dorohusk checkpoint, hauliers choose other routes
The Polish hauliers' blockade of the Yahodyn-Dorohusk checkpoint continues, causing many hauliers in the queue to turn back and take other routes. Source: State Customs Service of Ukraine on the morning of 13 May Details: During the night shift on the night of 12-13 May, the Yahodyn checkpoint, due to the ongoing blockade by Polish hauliers, cleared only eight lorries for departure from Ukraine, while 205 were cleared for entry. Quote: "Many hauliers are leaving the e-queue for crossing the border through Yahodyn, choosing other checkpoints on the Ukrainian-Polish border. The electronic queue, which yesterday numbered 1,391 vehicles, has almost halved and as of this morning stands at 789 empty or loaded vehicles." More details: Hauliers are no longer joining the live queue to enter Ukraine. Background: Polish hauliers began their blockade at the Yahodyn-Dorohusk checkpoint at 16:00 on 12 May, stating that they would allow one lorry per hour to enter and one to exit. Buses and lorries carrying humanitarian aid will be allowed to pass unhindered. The State Border Guard Service of Ukraine warned that similar actions by Polish hauliers are possible over the next few months. On 10 April, it was announced that Ukraine's transport visa-free regime with the EU had been extended until the end of 2025. This mechanism gives Ukrainian hauliers the right to operate commercial transports to the EU under a simplified scheme, without the quotas and individual permits that were previously in place. Poles block Yahodyn-Dorohusk checkpoint on border with Ukraine
A protest of Polish hauliers began near the Dorohusk checkpoint on the Polish-Ukrainian border at 16:00 Kyiv time on Monday 12 May. Source: State Border Guard Service of Ukraine (SBGS), as reported by European Pravda Details: Polish hauliers have launched a protest near the Dorohusk checkpoint, opposite the Ukrainian Yahodyn checkpoint. As of now, the State Border Guard Service of Ukraine says that the movement of lorries in both directions through the Yahodyn-Dorohusk checkpoint has been suspended. Due to the campaign, lorries will be allowed to enter and exit the border at a rate of one vehicle per hour. Buses and lorries transporting humanitarian aid are promised to be allowed through unhindered. Ukrainian news agency Ukrinform reports that Polish hauliers planned to block the Yahodyn-Dorohusk checkpoint starting on 12 May. The protest organisers expressed their dissatisfaction with Ukraine's new electronic queue to cross the border, which replaced the physical queues of lorries. The State Border Guard Service warned that the protest of Polish hauliers could last for four months. On 10 April, it was reported that Ukraine's transport visa-free regime with the EU had been extended until the end of 2025. This mechanism gives Ukrainian hauliers the right to operate commercial flights to the EU under a simplified scheme, without quotas and individual permits that were in place before. Ukrainian border guards show ammunition supplied to armed forces under US$552m contract
The State Border Guard Service of Ukraine (SBGS) continues to work under the authority delegated by the Ministry of Defence to procure ammunition for the Armed Forces of Ukraine worth UAH 23 billion (about US$552.8 million). Source: press service for SBGS; Colonel Andrii Demchenko, spokesperson for the State Border Guard Service, in a comment to Ukrainska Pravda Details: The border guards have shown another batch of supplies to the combat zone. The photos released on 29 April depict various types of equipment, namely 152 mm and 122 mm calibre shells, shells for multiple-launch rocket systems and 120 mm calibre mines. Photo: State Border Guard Service of Ukraine Quote from SBGS: "In response to remarks by certain critics regarding the UAH 23 billion procurement – 'We'll see if they deliver', 'Show it, don't hide it' – we are informing, within our capability: We continue our work and we are not hiding anything – because the means procured by the State Border Guard Service are not only being seen by Ukrainian soldiers but are already being used on the front line. Most importantly – Russian invaders are feeling their impact directly." Details: Demchenko reiterated that payments under the contracts were made at the end of December 2024, and the delivery timelines are set for throughout the year. Quote from Demchenko: "However, this does not mean that all goods will arrive by the end of the year. Deliveries are already underway, and the supplier – the company PHU Lechmar, which some critics are trying to portray as a front company and the use of these funds as embezzlement – is following the agreed schedule." Details: Demchenko added that the SBGS is constantly monitoring delivery deadlines and the fulfilment of signed contracts. Background: In December 2024, the Defence Procurement Agency of the Ministry of Defence stated that it had planned to use the UAH 23 billion transferred to the State Border Guard Service to finance pre-arranged contracts for the procurement of critical ammunition for the Armed Forces of Ukraine. As a result, the agency noted that it was forced to request additional funding from the Ministry of Defence and seek new opportunities to finalise and finance already prepared contracts. The SBGS explained that it holds a second-level financial manager certificate for arms and military equipment procurement and has experience in concluding contracts for ammunition supplies. It also stated that PHU Lechmar had no outstanding contracts with the SBGS or any delays in deliveries. On 24 March 2025, Yaroslav Zhelezniak, First Deputy Head of Ukraine's Parliamentary Committee on Finance, Tax, and Customs Policy, citing an official response from the SBGS, claimed that the company responsible for supplying arms through the border service had failed to fulfil its obligations on time for UAH 1.7 billion (about US$40.8 million). The State Border Guard Service said it maintains constant control over the supply process under the delegated procurement for the Armed Forces: the overdue debt of UAH 1.7 billion with PHU Lechmar does not concern the Ministry of Defence's UAH 23 billion contract.
