Stephanie Ruhle: 'Trump always chickens out': U.S. delays E.U. tariffs, reinforcing 'TACO' trade theory
This is an adapted excerpt from the May 27 episode of "The 11th Hour with Stephanie Ruhle." The whiplash over Donald Trump's tariff policy continued this week. The stock market rallied on Tuesday after the president announced he's delaying putting a 50% tariff on the European Union. And after five months of decline, consumer confidence rose in May, according to the Conference Board. The rating was stronger than expected, in part due to Trump walking back on some of his most aggressive tariff threats. (We'll get another read on how consumers are doing on Friday.) If you're already feeling confused by the administration's back-and-forth on tariffs, White House National Economic Council Director Kevin Hassett's comments on Tuesday certainly didn't clear anything up. Hassett told CNBC that while 'in the end, it's up to the president,' countries that come up with 'good-enough offers' for the United States were likely to keep a 10% tariff rate, 'or perhaps even below.' It's still unclear what those 'good enough offers' would be. Now, if you talk to businesses, big or small, they cannot predict what Trump will do next. But one thing has remained constant: When the president makes a tariff announcement, markets tank, and when he scales tariffs back, markets soar. There's even a new nickname for it, as coined by Financial Times columnist Robert Armstrong, the 'TACO' trade theory, short for 'Trump always chickens out.' Consumer sentiment can also track those patterns. When people feel like tariffs are coming, they worry, and when they think Trump won't go for it, they're happy. For investors and market makers, they can trade around these announcements. But for businesses, this kind of approach is paralyzing at best and crippling at worst. But here's what's interesting: Those close to Trump's team have told me that the president doesn't actually mind the market reaction to his tariff whiplash. In fact, he reportedly enjoys the power and influence he has over global markets. One single sentence or one post on social media from the president erases or creates billions, which is why so many are asking if and who is given advance warning on any of these massive market-moving events. The answer, for now, is, we don't know. But as we await Trump's next move, the world will be watching. In the meantime, Trump isn't happy with the 'TACO' theory, calling a reporter's question about the term 'nasty' on Wednesday. 'I've never heard that,' Trump said. 'You mean because I reduced China from 145% that I set down to 100, and then down to another number, and I said you have to open up your whole country? 'Give me a break,' she said on April 30 regarding the president's attempts to blame worsening economic conditions on his predecessor, Joe Biden. Those efforts might work for a 'low-information voter in a news desert,' but not for everyone else. 'Losing that credibility hurts all of us,' argued Ruhle.

Trump rages at ‘highly neurotic' MSNBC host over tariffs, claims network committed ‘Major Campaign Violation'
Based on Donald Trump's social media feed, the president spent much of his Friday morning binge-watching MSNBC and growing increasingly enraged by what the hosts had to say about his global trade war. According to the president, who has repeatedly threatened the liberal cable news network with investigations amid his ongoing war against the mainstream media, MSNBC had committed a 'Major Campaign Violation' and was 'nothing less than an arm of the Democrat National Committee' because of a Morning Joe segment that was critical of his tariff plan. Specifically, the president was incensed that MSNBC host Stephanie Ruhle, who also serves as NBC News' senior business analyst, said that he was looking to back down from his 'Liberation Day' tariffs because of the looming recession and likely inflation caused by a self-imposed supply chain crisis. 'I just watched an exhausted, highly neurotic Stephanie Ruhle spew LIES about Tariffs, as do many others, in order not to give me the Victory that they all see coming. Few people know Stephanie Ruhle, but I do, and she doesn't have what it takes,' Trump fumed on Truth Social. Complaining that Ruhle wasn't giving him enough credit for the trade deal he announced with the U.K. Thursday, which has been described as 'bargain basement' and putting 'lipstick on a pig,' the president issued an implied threat to Brian Roberts, the chairman of MSNBC's parent company Comcast. 'We're going to make a fortune with Tariffs, only smart people understand that, and Stephanie was never known as a 'High IQ' person,' he groused. 'MSDNC has become the Voice of the Democrat Party, and they should be treated as a Political Advocate with all of the Taxes and Penalties therefrom. Their Ratings are terrible, but Brian Roberts and his crew should be forced to TELL THE TRUTH.' In an earlier social media rant, which he posted minutes after Ruhle's appearance on Morning Joe, Trump called the network the 'worst there is on Television misrepresentation' before insisting that 'their statements about me and Tariffs that it should be considered a Major Campaign Violation.' Adding that the channel is an arm of the DNC, the president called MSNBC 'real losers' before taking a shot at their viewership numbers – which have been on the rise since his inauguration. 'Their ratings are down the tubes, but that pressure on them doesn't give them the right to lie and cheat!' Trump concluded. During the segment on Morning Joe, host Joe Scarborough – who, along with his spouse/co-host Mika Brzezinski, met personally with Trump shortly after the election – said that the U.K. trade deal announcement amounted to nothing more than 'showbiz' and 'symbolism,' adding that there's no reason anyone should be 'freaking out' about it. 'Here's the representative of the country that we have the most special relationship in the world,' Scarborough stated. 'We're gonna start here. I just don't think the details right now matter, especially if you look back six months from now. This is the start of a symbolic process. That's my take on it.' Ruhle, meanwhile, took aim at the president's declaration Friday morning that the massive tariffs on China could be dropped to 80 percent ahead of negotiations, but that it was all up to Treasury Secretary Scott Bessent. 'Donald Trump is backed into a corner,' she noted. 'His grand plans of tariffs, tariffs, tariffs aren't working, right? You're seeing day in and day out, more business leaders, whether it's Warren Buffett or Jamie Dimon or Ken Griffin on big global stages saying this is going to crush us economically.' Pointing out that American ports are already seeing fewer ships and cargo containers, Ruhle concluded that the president needs to quickly reverse course if he wants to avoid spiking inflation and an economic downturn. 'Unless he turns this around, three weeks from now you walk into a store and we're going to have a COVID-like supply chain crisis,' she noted. 'And Trump is looking for an exit. Trump Has Total Meltdown Over MSNBC Segment on How His Tariffs Suck
A two-minute-long takedown of his trade policies on MSNBC sent the president into a rage on Friday. 'Donald Trump is backed into a corner,' said MSNBC business host Stephanie Ruhle. 'His grand plans of 'tariffs, tariffs, tariffs,' aren't working. You're seeing day in and day out more business leaders—whether it's Warren Buffett, or Jamie Dimon, or Ken Griffin—on big global stages saying, 'This is going to crush us economically.' And then you've got congressmen, senators from every state, saying to this White House, 'Our small businesses are strangling, are dying here.' I'm not saying Donald Trump has changed what he thinks in his heart, but he's backed into a corner and he needs to get off this crazy tariff train, and he knows it.' 'So what did we see with England.… You've got a P.M. there who is a close ally of Donald Trump, and they're saying, 'Let's put on a show, let's create a theater, and let's say we've got a deal.' Yes, there aren't any details to it, there is still a 10 percent tariff, which is why Jay Powell is not cutting rates, cuz 10 percent is more than triple what it was, so it's still going to be painful, especially for small business,' Ruhle continued. 'But what's most important is the language around China. A week ago, China was like, 'We're not showing up unless you lower the tariffs,' and [they] didn't. Forty-eight hours ago Donald Trump said, 'We're not gonna lower the tariffs.' Yesterday he said, 'Yeah, maybe.' And today things are softening even more.… Donald Trump is looking for some sort of exit here.' 'Look at the cargo ships coming into Seattle, the Port of Los Angeles; pick the port. We're getting fewer and fewer ships with less and less cargo. And unless he turns this around, three weeks from now you walk into a store and we're going to have a Covid-like supply chain crisis, and Trump is looking for an exit.' Ruhle brilliantly exposed the president's waffling on tariffs, introducing them with strongman language and massive guarantees while the reality is far more uncompelling. He introduced a trade deal with the U.K. on Thursday that wasn't even finished. By Friday, he walked back his tariffs on China before even negotiating, announcing a steep 65 percent drop in tariffs is on the table (making it a still outrageous rate of 80 percent tariffs on the country). Ruhle's analysis clearly bothered the president, who took to Truth Social to express his disgust. 'I just watched an exhausted, highly neurotic Stephanie Ruhle spew LIES about Tariffs, as do many others, in order not to give me the Victory that they all see coming. Few people know Stephanie Ruhle, but I do, and she doesn't have what it takes,' he wrote, personally attacking the MSNBC host. 'Our Deal with the United Kingdom yesterday was AMAZING for both Countries and, in addition to everything else, British Airways just ordered $10 Billion Dollars worth of new Boeing planes. We're going to make a fortune with Tariffs, only smart people understand that, and Stephanie was never known as a 'High IQ' person. MSDNC has become the Voice of the Democrat Party, and they should be treated as a Political Advocate with all of the Taxes and Penalties therefrom. Their Ratings are terrible, but Brian Roberts and his crew should be forced to TELL THE TRUTH. MAKE AMERICA GREAT AGAIN!' Trump chooses not to engage with any of Ruhle's arguments, instead choosing to focus on her demeanor and her workplace.
