Canada-wide warrant issued for parole dodger
A Canada-wide warrant has been issued for a federal offender who breached his release orders. The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public's assistance in locating Stephen Whitter, who is described as a Caucasian male, 52 years of age, five foot seven inches (171 cm), 165 lbs (75 kg) with brown hair and hazel eyes. Whitter has a tattoo of an eagle on his right upper arm, and a cross on his left upper arm. Whitter is serving a two-year sentence for arson and disregard for human life.
