New Academic Cooperation between Iraq and Netherlands

Dr. Al-Aboudi highlighted protocol which was signed at the headquarters of the Iraqi Ministry of Higher Education and Scientific Research and comes into effect today, Monday, May 26, 2025, includes strengthening the context of scholarships and cooperation opportunities between the Institute, the Ministry of Higher Education and Scientific Research, universities and research centers, as well as developing joint educational and research programs to address water challenges. Dr. Al-Aboudi emphasized the importance of understanding in the field of mutual scholarships within the Study in Iraq program, capacity building, skills development, training programs, curricula and academic programs related to water sciences and their specialized fields. For his part, the Dean of the IHE Delft Institute of Water Sciences, Dr. Eddie Morris expressed his happiness at signing the joint cooperation protocol with the Ministry of Higher Education and Scientific Research and the agreement on student, research and academic exchange between Iraq and the Netherlands, as well as stressing the seriousness of working to ensure the success of the program and cooperation between the two institutions. The Minister of Higher Education and Scientific Research, Naeem Al-Aboudi, sponsored the signing of an academic protocol with the IHE Delft Institute of Water Education in the Netherlands on Monday. "The signing of an academic protocol between the ministry and the IHE Delft Institute of Water Sciences comes within the framework of cooperation between the Republic of Iraq and the Kingdom of the Netherlands," according to a statement by the Ministry - received by the Iraqi News Agency - INA. The Ministry noted, "The protocol comes into effect on Monday, May 26th, 2025, as it includes strengthening the context of scholarships and cooperation opportunities between the institute, the Ministry of Higher Education and Scientific Research, universities, and research centers, in addition to developing joint educational and research programs to address water challenges." During a press conference held on the sidelines of the signing ceremony, attended by the Ambassador of the Kingdom of the Netherlands, Janet Alberda, the Minister emphasized "the importance of understanding in the field of mutual scholarships within the "Study in Iraq" program, capacity building, skills development, training programs, curricula, and academic programs related to water sciences and their specialized fields." In turn, the Dean of the IHE Delft Institute of Water Sciences, Eddie Morris, expressed his "happiness at the signing of the cooperation protocol with the Ministry and the agreement on student, research, and academic exchange between Iraq and the Netherlands." Baghdad ( – Iraq's Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, today (April 30, 2025) launched the third edition of the 'Study in Iraq' program for the 2025-2026 academic year, significantly expanding opportunities for international students. Building on the success of previous years, the initiative now offers over 16,000 study seats across undergraduate and postgraduate levels in diverse scientific and humanities fields. A total of 67 Iraqi academic institutions are participating, including government and private universities, and notably, universities from the Kurdistan Region. Opportunities include full and partial scholarships, alongside self-funded options. Minister Al-Aboudi stated the program enhances Iraq's academic reputation, bolstered by recent international recognition like WFME accreditation for Iraqi medical colleges. He announced new initiatives including an international student league and designating April 30th as Iraq's official 'International Student Day' with an annual festival. Enhanced Arabic language training and practical skills focus are also planned. UNESCO: "Study in Iraq" initiative a step to support education and cultural openness

Baghdad-INA UNESCO commended the launch of the "Study in Iraq" platform on Wednesday, stressing that it is a step in support of education and cultural openness. UNESCO Director-General and Head of the Education Portfolio, Tab Raj, told the Iraqi News Agency (INA): "I am honored to stand before you today in my capacity as Director-General of UNESCO in Iraq and Head of the Education Portfolio, to witness together the successful launch of this academic platform, the "Study in Iraq", which represents an important step in supporting education and cultural openness." He added, "I would like to congratulate the Minister and the Ministry's staff on this achievement, and we look forward to this program being as successful as its predecessors, as Iraq once again demonstrates its global standing in thought and civilization. It is a great country whose name has long been associated with the cradle of civilizations, where the first letters were created and the first features of writing, legislation, and architectural cities appeared."

Education Minister announces the launch of the third edition of the Study in Iraq program 2025-2026

Baghdad-INA The Minister of Higher Education and Scientific Research, Naeem Al-Aboudi, announced Today, Wednesday, the launch of the third edition of the "Study in Iraq" program for 2025-2026 ,he also directed that April 30 be designated as an official International Student Day. In a speech during the conference launching the third edition of the "Study in Iraq" program, attended by an Iraqi News Agency (INA) correspondent, Al-Aboudi said, "The Ministry of Higher Education and Scientific Research, through all its university institutions and formations, has been keen to adopt and implement solid cultural and academic projects that consolidate the concept of university education as part of a global system of influence and contribute to strengthening Iraq's academic identity and its position regionally and internationally." He added, "The Ministry launched the 'Study in Iraq' program more than two years ago, which has become an influential initiative in attracting international students to study at our universities and colleges this program is part of a comprehensive strategy aimed at enhancing academic reputation, improving the educational environment, and establishing global standards in higher education, especially in light of the accreditation of Iraqi medical colleges by the World Federation for Medical Education, which represents a qualitative step towards international recognition." During his speech, the Minister of Education announced the launch of the third edition of the "Study in Iraq" program for the 2025-2026 academic year, reiterating his commitment to supporting every ambitious student and enhancing Iraq's cultural standing in the field of higher education and scientific research, both regionally and internationally. He pointed out that "Iraq, a country of civilizations and history, welcomes thousands of international students," expressing his aspirations that "universities and colleges, under the leadership of their presidents and staff, will be a true incubator for these students, as if they were in their own homelands." He explained that "the scholarship program offered to international students over the past two years has reached thousands of places, a clear message from Mesopotamia that Iraq has been and continues to be one of the most prominent symbols and centers of knowledge in the region and the world, the previous two editions of the program achieved tangible success in attracting students, and today we are launching the third edition, as part of a plan that includes more than 16,000 study places, covering diverse disciplines and providing broader opportunities for scientific and cultural exchange." He explained that "one of the advantages of this edition is that scholarships are offered by public and private universities, in addition to the participation of a number of universities from the Kurdistan Region, bringing the total number of participating institutions to 67 academic institutions spread across the country, affirming Iraq's position as a distinguished educational and cultural destination." The Minister of Education emphasized that "this program offers a wide variety of educational opportunities, at the undergraduate and graduate levels, and in various scientific and humanities disciplines, whether through full or partial scholarships, or self-funded study." The Minister of Education directed the "establishment of the Study in Iraq Association for International Students, the designation of April 30 as an official International Student Day, and the holding of an annual festival to mark this occasion. Additionally, there will be a focus on practical training and the development of Arabic language teaching programs for non-native speakers, which will enhance student integration into our academic environment." He stressed that "the launch of the third edition of the 'Study in Iraq' programme comes within the framework of our relentless efforts to develop the higher education system, enhance its openness to the world, and advance its performance towards excellence and quality."
