Local lawmaker proposes requiring DNA samples for all felony charges

SULLIVAN COUNTY, Tenn. (WJHL) — In Tennessee, DNA samples are only taken from those charged with some felonies. However, state Rep. John Crawford's new bill would require them for all felonies. According to House Bill 473, anyone arrested for a felony would have a buccal swab, a swab taken from inside the cheek, for use in future cases. 'They would give a DNA sample when they are booked in the jail,' Crawford said. 'Just like they have to get fingerprints, they have to get their picture taken.' Crawford said his reasoning for creating the bill stems from a Kingsport cold case that was solved in 2024 following DNA testing. 'It was 27 years he got away with murder, and he probably thought he was good for life,' Crawford said. 'But by having that DNA sample on record with the technology and the things we have now, then we finally got satisfaction for that family.' Richard Frazier, captain of criminal investigations with the Sullivan County Sheriff's Office, said the bill could prevent other cases from becoming cold. 'Especially if they get arrested again for any type of felony and their DNA is ran,' Frazier said. 'Hopefully it'll give a hit and then it'll pop up on our radar and we can go start the investigation with them.' There is opposition to the bill. Defense attorney Gene Scott said the bill is a violation of privacy. 'It's overly intrusive to take people's DNA just because they're accused of something,' Scott said. 'It goes against the presumption of innocence. And I don't think anybody should be okay with it.' The bill would also allow for the sample to be considered a condition for release, which Scott also opposes. 'To think that it's constitutional to say, 'We're going to take essentially the very essence of your selves from you just because you're arrested, if you want to make bond,'' Scott said. 'This is not right.' Crawford said provisions are written into the bill if the felony charges are dropped. 'If they're acquitted or the charges are dropped or they're found innocent,' Scott said. 'Then everything is destroyed like it never happened.' The bill is set to go before the House Judiciary Committee on March 12. Copyright 2025 Nexstar Media, Inc. All rights reserved. Sullivan County Dispatcher Wendy Doran receives Lifesaving Award

SULLIVAN COUNTY, Tenn. (WJHL) — A Sullivan County Sheriff's Office (SCSO) dispatcher was awarded the Lifesaving Award after helping a father save his infant child from drowning, the SCSO said in a release on Thursday. On Dec. 19, 2024, dispatcher Wendy Doran received a call from the father of a seven-month-old who was experiencing trouble breathing in the bathtub, the release said. Kingsport Book Fair returning Feb. 28 Doran instructed the father through a new technology called Rapid Deploy. Rapid Deploy sent the father a link and allowed Doran to observe the infant's actions. Doran successfully instructed the father to retrieve a syringe to extract water from the infant's mouth. The infant began breathing, and an EMS arrived shortly afterward. The SCSO said the following in the release: Mrs. Doran's actions and quick thinking definitley helped keep the infant alive. She was recently presented with the Lifesaving Award by Sheriff Cassidy, Lesley Musick, Director of Sullivan County 911, and her supervisor, Michelle Wexler. Agencies that searched for Evelyn Boswell pleased with mother's guilty verdict

SULLIVAN COUNTY, Tenn. (WJHL) — Megan Boswell was found guilty Thursday on all 19 charges she faced in the death of her baby daughter Evelyn. Jury hands Megan Boswell life sentence after guilty verdict When Evelyn was reported missing in February 2020, an AMBER Alert was issued. The Sullivan County Sheriff's Office (SCSO), Tennessee Bureau of Investigation (TBI) and multiple other agencies dedicated personnel and manpower to finding the child. Searches were conducted in multiple states while investigators worked around the clock to bring Evelyn home, but she was later found dead in a trash can on a family member's property on March 6, 2020. Heated police interviews show decline in investigators' faith in Megan Boswell Almost five years later, Megan Boswell was found guilty on three first-degree murder counts and 16 other related charges. Both Sullivan County Sheriff Jeff Cassidy and TBI Director David Rausch shared their approval of the verdict over social media statements Thursday. 'In February 2020, baby Evelyn Boswell captured our hearts and became one of our own. Sullivan County Sheriff's Office detectives along with our state and federal partners worked tirelessly to find her and build a case against the person responsible for her death. I want to express my sincere appreciation to all who worked on this case. Thanks to their thorough investigation and to the hard work of our District Attorney's Office, Megan Boswell was found guilty of all 19 charges against her, including the First Degree Murder of her daughter. Today, justice was served for our Baby Evelyn.' Sullivan County Sheriff Jeff Cassidy 'Five years ago, we began working alongside the Sullivan County Sheriff's Office, the FBI, and the Office of the 2nd Judicial District Attorney General to pursue justice for Baby Evelyn. Today, justice was finally single person who worked on this case should be commended. It was both challenging and heartbreaking, but they never wavered from their mission to ensure the person responsible for Evelyn's death was held accountable.' TBI Director David Rausch Investigators from both agencies testified in Megan Boswell's trial, which lasted more than a week and called more than 30 witnesses to the stand.
