Prepare training capsule on land acquisition for civil services recruits to cut procurement delay: PM to officials

PM Narendra Modi
has directed the cabinet secretary to prepare a training capsule on land acquisition to sensitise
civil services recruits
about the process, as he noted that delay in acquisition was resulting in time and
cost overruns
in
infrastructure projects
.
The PM issued the direction at the Pragati meeting held last week while reviewing highway, railway and other infrastructure projects with Union secretaries and chief secretaries of states.
'PM asked cabinet secretary T V Somanathan to take up this matter with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), where civil servants undergo extensive training. As the competent authority for land acquisition are deputy commissioners or collectors, training them about the process during their time at the institute will be of great help,' said a source.
Delay in acquiring land is one of the key reasons for projects getting held up and suffering cost overrun. In past Pragati meetings too, the PM has asked chief secretaries to ensure timely acquisition of land and get statutory clearances for expediting infrastructure projects as delays cause 'national loss' and impact ease of living.

, when matters related to such areas in Arunachal Pradesh came up for discussion during the meeting.
TOI has learnt that the PM has asked the cabinet secretary to discuss with chief secretaries on strategies to address the issue. Areas close to the border in parts of Arunachal Pradesh, Meghalaya and Nagaland lack proper land records as these are
community land parcels
having customary rights.
These refer to the traditional practices and rules by which a community manages and allocates land and resources, often based on long-standing usage and local customs.
Sources said there is huge scope to make land records better for future development. Proper records eliminate possibility of encroachment as well, they added. The PM also referred to the need to implement the
Svamitva Scheme
for issuing property cards to bonafide land owners in border areas.
