Imposing Measures On Sudan For Its Use Of Chemical Weapons
TAMMY BRUCE, DEPARTMENT SPOKESPERSON MAY 22, 2025 On April 24, 2025, the United States determined under the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (the CBW Act) that the Government of Sudan used chemical weapons in 2024. This determination was delivered to Congress today, along with an addendum to the April 15, 2025, Condition 10(C) Report on Compliance with the Chemical Weapons Convention (CWC) that finds the Government of Sudan in non-compliance with the CWC, to which it is a party. Following a 15-day Congressional notification period, the United States will impose sanctions on Sudan, including restrictions on U.S. exports to Sudan and on access to U.S. government lines of credit. The sanctions will take effect upon publication of a notice in the Federal Register, expected on or around June 6, 2025. The United States calls on the Government of Sudan to cease all chemical weapons use and uphold its obligations under the CWC. The United States remains fully committed to hold to account those responsible for contributing to chemical weapons proliferation.

New Findings On Iran Pursuant To The Iran Freedom And Counter-Proliferation Act
Friday, 23 May 2025, 11:05 am Press Release: U.S. Department of State TAMMY BRUCE, DEPARTMENT SPOKESPERSON MAY 21, 2025 Today, the Department of State made two new determinations with sanctions implications pursuant to Section 1245 of the Iran Freedom and Counter-Proliferation Act of 2012 (IFCA). The Department of State identified Iran's construction sector as being controlled directly or indirectly by the Islamic Revolutionary Guard Corps (IRGC) who only build terror and chaos, and identified 10 additional strategic materials that Iran is using in connection with its nuclear, military, or ballistic missile programs. With these determinations, the United States has broader sanctions authorities to prevent Iran from acquiring strategic materials for its construction sector under IRGC control and its proliferation programs. Sanctioning High Ranking Members Of Cártel Del Noreste
Friday, 23 May 2025, 10:59 am Press Release: U.S. Department of State TAMMY BRUCE, DEPARTMENT SPOKESPERSON MAY 21, 2025 Today, the United States is sanctioning Miguel Ángel de Anda Ledezma and Ricardo González Sauceda, two high-ranking members of the Mexico-based Cártel del Noreste (CDN), formerly known as Los Zetas. This violent transnational cartel and U.S.-designated Foreign Terrorist Organization and Specially Designated Global Terrorist is involved in drug trafficking, kidnapping, extortion, migrant smuggling, and other illicit activities. The two individuals sanctioned today have contributed to Cártel del Noreste's drug trafficking, arms trafficking, and acts of violence. Cártel del Noreste uses violence to exert its criminal control and intimidate border communities and U.S. citizens, particularly in northeastern Mexico. In March 2022, Cártel del Noreste attacked the U.S. Consulate in Nuevo Laredo with gunfire and grenades after the arrest of a CDN member who was wanted in Mexico for homicide and extortion. The United States remains committed to protecting our nation by keeping illicit drugs off our streets and degrading the ability of cartels to arm themselves, a critical step toward the total elimination of these organizations. Today's action further demonstrates the Trump Administration's unwavering commitment to protecting our local communities and the safety of the American people. The United States took today's sanctions actions pursuant to Executive Order (E.O.) 14059 and 13224, as amended. This action follows our recent designation of CDN as a Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorist (SDGT). Kiribati Accedes To The Biological Weapons Convention
TAMMY BRUCE, DEPARTMENT SPOKESPERSON MAY 20, 2025 The United States congratulates Kiribati, which deposited its instrument of accession to the Biological Weapons Convention (BWC) with the United States on May 20, 2025. In this 50th anniversary year of the BWC, the United States, as one of the treaty's depositary governments, recognizes and welcomes Kiribati's important decision to join the more than 180 other BWC States Parties in advancing the goal of complete elimination of biological weapons. With Kiribati's accession, all countries in the Asia Pacific region are now party to the BWC, increasing our collective security. The BWC is critical to international efforts to address the threat posed by biological weapons, whether in the hands of State or non-State actors. Maximizing the BWC's effectiveness requires all States to become Parties and fully implement its obligations. We strongly urge all States not party to the BWC to join the Convention without delay.

New Sanctions Targeting Iran's Ballistic Missile Program
TAMMY BRUCE, DEPARTMENT SPOKESPERSON APRIL 29, 2025 The United States is sanctioning six entities and six individuals based in Iran and China for their role in a network procuring ballistic missile propellant ingredients on behalf of Iran's Islamic Revolutionary Guard Corps (IRGC). Today's action, which targets this network that has facilitated the procurement of sodium perchlorate and dioctyl sebacate from China to Iran, is taken in support of the United States' maximum pressure campaign to curtail Iran's ballistic missile program and disrupt the activities of the IRGC, as outlined in the President's National Security Presidential Memorandum 2 of February 4, 2025. The United States will continue to hold accountable those who seek to advance Iran's ballistic missile program, to include its procurement of propellant ingredients used for ballistic missiles. The Department of the Treasury's action was taken pursuant to Executive Order (E.O.) 13382, which targets proliferators of weapons of mass destruction (WMD) and their supporters.
