Shiva Gopal Mishra, Secretary of NCJCM, demanded in an official letter to the Cabinet Secretary on June 18, 2025, that the Terms of Reference (ToR) of the 8th CPC should be made public and the 8th CPC committee should be constituted at the earliest. 8th Pay Commission: Widespread speculation and uncertainty 2 / 7 The letter stated that the Ministry of Personnel, Public Grievances & Pensions (DoPT) has communicated that the central government has decided to constitute the 8th Central Pay Commission (CPC) and that the Terms of Reference (ToRs) for the Commission are under finalization. However, there has been a delay in the issuance of the ToRs. "The continued delay in the formal issuance of the ToRs has led to widespread speculation and uncertainty among Central Government employees and pensioners alike," the letter said. 8th Pay Commission: Apprehensions rise about credibility of announcement of CPC 3 / 7 The letter stated that apprehensions are growing among employees about the credibility of the announcement regarding the setting up of the 8th CPC. "In the absence of clear and timely communication, apprehensions are growing among employees about the credibility of the announcement regarding the setting up of the 8th CPC. Many fear whether this move is a genuine administrative initiative or otherwise." 8th Pay Commission: Government retains discretion over extention of benefits to pensioners 4 / 7 The letter further stated that a serious concern has also arisen among central government pensioners, particularly given the notification of the finance bill, wherein it has been stated that the Government retains discretion over whether or not to extend the benefit of pay fixation under the 8th CPC to pensioners. "This has led to a growing sense of insecurity and resentment among retired personnel, who have every expectation of being treated equitably alongside serving employees," the letter added. 8th Pay Commission: Requests of employees 5 / 7 The letter has requested the government to consider the following submission in the interest of "transparency, equity, and the overall morale of Central Government employees and pensioners": Issue clear and widely circulated guidelines on the finalized ToRs of the 8th CPC at the earliest, to dispel any ambiguity and restore confidence among the workforce. * Clarify, through a formal directive that the benefits of pay fixation and revision under the 8th CPC shall also be extended to all central government pensioners, thereby removing doubts and ensuring parity and fairness in treatment. * Constitution of the 8th Central Pay Commission committee at the earliest. * Prompt decision on the constitution of the Pay Commission The letter said that a prompt and favorable decision from the government will go a long way in boosting the morale of employees and pensioners and in reaffirming the government's commitment to a fair and inclusive pay policy. What is 8th Pay Commission? 6 / 7 The 8th Pay Commission will revise the pensions, allowances and salaries of central government employees and pensioners. It will also revise the Dearness Allowance as per inflation. The CPC benefits about 50 lakh central government employees, including defence personnel. It will also benefit around 65 lakh central government pensioners, including defence retirees. Govt employees awaiting formation of 8th Pay Commission 7 / 7 More than 1.2 crore central government employees and pensioners are eagerly awaiting the formation of the 8th Pay Commission which will revise their salaries and pensions. Despite the government's approval on January 16, 2025, the Pay Commission has not been formally constituted. The ToR and the appointment of the chairman and other important members have also not yet been completed.

ISLAMABAD: The Privatisation Commission (PC) has decided to appoint Financial Advisors (FAs) for four more power distribution companies—Hyderabad Electric Supply Company (HESCO), Sukkur Electric Power Company (SEPCO), Peshawar Electric Supply Company (PESCO), and Hazara Electric Supply Company (HAZECO)—to evaluate the potential for their privatisation. The decision was made during a meeting of the PC Board, chaired by Muhammad Ali, Advisor to the Prime Minister on Privatisation. The board's recommendations will now be forwarded to the Cabinet Committee on Privatisation (CCoP), led by Deputy Prime Minister and Foreign Minister Senator Ishaq Dar. Currently, three power distribution companies (DISCOs)—Islamabad Electric Supply Company (IESCO), Gujranwala Electric Power Company (GEPCO), and Faisalabad Electric Supply Company (FESCO)—are already in the privatisation pipeline, with Financial Advisors actively developing their privatisation models. Discos' sell-off/provincialisation: PMO directs Power Div. to expedite consultations In this second phase, the PC plans to engage FAs to advise on structuring private sector participation in HESCO and SEPCO. Proposals are now invited from qualified firms or consortia with proven experience in similar transactions. Interested parties can access the Request for Proposal (RFP)—including Terms of Reference (ToRs), Evaluation Criteria, and a draft Financial Advisory Services Agreement (FASA)—at: Applicants must submit both Technical and Financial Proposals via email and courier, along with a non-refundable processing fee of $1,000 (or equivalent in PKR), as outlined in the RFP. Senator Faisal Vawda had alleged that valuable land belonging to Port Qasim Authority was leased at undervalued prices during the tenure of the current government, Express News reported. According to a notification issued by the Prime Minister's Office, the land in question was allocated for small and medium industrial parks, and the three-member committee will probe financial irregularities in its leasing process. The Chairman of the Prime Minister's Inspection Commission has been appointed as the convener of the committee, while Intelligence Bureau (IB) Director Sirajuddin Amjad and Federal Investigation Agency (FIA) Director Syed Shahid Hussain will serve as members. According to a notification issued by the PM Office, the inquiry committee will examine financial irregularities in the leasing of PQA land, which was allocated for small and medium-sized industrial parks. Additionally, it will investigate the factors considered by the PQA Board when deciding on an out-of-court settlement with the petitioner. According to the Terms of Reference (ToRs), the committee will investigate whether the Port Qasim Authority (PQA) reassessed the land's value before the settlement and whether current market rates were considered in the decision-making process. The committee will also determine why the out-of-court settlement offer was not immediately withdrawn after the petitioner refused it. Additionally, it will identify governance issues that contributed to delays in the resolution process. The committee has been authorised to include additional members if necessary to assist in the investigation. The Ministry of Maritime Affairs will provide secretarial support. The inquiry committee is required to submit its report to the Prime Minister within two weeks. It is noteworthy that the Port Qasim Authority land scandal surfaced during a meeting of the Senate Standing Committee on Maritime Affairs, following revelations made by Senator Faisal Vawda.

Listen to article The Sindh Public Accounts Committee (PAC) has ordered a special audit of all educational boards across the province following concerns over financial irregularities and allegations of corruption in the marking system, Express News reported. The audit, covering the years 2022 to 2024, aims to ensure transparency in financial expenditures and grading mechanisms. PAC Chairman Nisar Khuhro, while chairing the committee meeting at the Sindh Assembly on Tuesday, expressed strong reservations over the performance of the province's educational boards, stating that complaints of students being awarded high marks in exchange for money had raised serious concerns about the credibility of the system. The PAC has directed the Director General (DG) Audit to conduct a three-year special audit of Sindh's seven educational boards and submit a report within four months. Additionally, the Universities and Boards Department has been tasked with formulating Terms of Reference (ToRs) for the audit within one week. The meeting was attended by PAC members Saadia Javed and Khurram Karim Soomro, along with Universities and Boards Secretary Abbas Baloch, Chairman of the Karachi Inter and Matric Board Sharaf Ali Shah, and other board representatives. Manipulation in exam results During the meeting, the PAC chairman voiced frustration over widespread allegations that students could obtain top grades by paying bribes, leading to a decline in the quality of education. 'If students are being awarded A+ grades by paying money, how will they ever pass entry tests for professional institutions?' he questioned. Khuhro highlighted that the Sindh government had made intermediate education free and was allocating Rs2 billion annually to cover examination fees. However, he lamented that the manipulation of results had put the education system's integrity in question. 'This is about the future of our younger generation. We will not compromise on education under any circumstances,' he asserted. Karachi inter board controversy PAC member Khurram Karim Soomro inquired about the status of an ongoing inquiry into the manipulation of first-year examination results in Karachi. He asked why Karachi Inter Board Chairman Amir Qadri was removed from his position and demanded an update on the investigation. In response, Karachi Inter and Matric Board Chairman Sharaf Ali Shah provided an unexpected reply, stating that the board was criticized regardless of the results. 'If we award lower marks, people complain. If we give higher marks, we face allegations. We are now revising our strategy to ensure greater transparency,' he said, adding that a report on result manipulation would be released soon. Need for educational reform PAC member Saadia Javed strongly supported the special audit, emphasizing that ensuring transparency in examination results was crucial for maintaining academic standards. Chairman Khuhro reinforced this stance, declaring: 'Educational boards are supposed to be the foundation of nation-building. If we fail to uphold transparency in their operations, we fail the future generations. Only a fair and credible system can help our students compete globally.'
