Ratepayers On Hook As Ashburton Annual Plan Agreed

Ashburton District ratepayers will receive an average rate rise of 7.3% on July 1. The 2025/26 Annual Plan was adopted by the Ashburton District Council on Wednesday [MAY 21] with a lower rate increase than the 10.1% signalled in the long-term plan. Ashburton Mayor Neil Brown was happy with where the council had landed after a thorough process. 'We cut some things out. We've changed a few things around, but it's still above inflation." He said the external pressure on the budgets came from increases in insurance and electricity costs. Councillor Tony Todd said the increase was lower than projected, 'but still probably higher than most people would like'. 'We have been through the budget line by line, and I think we have come up with a reasonable result'. The 7.3% average rate increase will vary for individual properties across the district, depending on their location, capital value and services they receive. Councillor Richard Wilson pointed out the rural rates were 'going up substantially'. 'Rural people can have the comfort that we are investing heavily in roading. 'There will be some push back on the rate increase but they are getting something for it, its not just being lost in the greater council budget.' The council plans to spend $70.2m on operations, delivering and running services and $36.3m of capital expenditure, with the projected debt at the end of 2025/26 of $166m. Chief executive Hamish Riach reminded councillors that in adopting the annual plan, 'all the work in it is approved'. 'We don't intend to come back to you and seek further approval on projects.' The main changes from year two of the long-term plan include the removal of the planned upgrade to Robilliard Park (saving $251,500), a 5% increase to the drinking water rate (from $706.10 in 2024/25 to $741.50 in 2025/26), and using the Reserve Contributions Reserve to fund open spaces projects rather than loan funding. The transport budget was adjusted to match the reduced NZ Transport Waka Kotahi funding, with the council retaining its $2.2m in the unsubsidised work budget. In total, there is $18.7m to maintain and upgrade the roading and footpath network. Separate from that is the council's $4.9m contribution to the initial second bridge costs, with the full cost unknown until the tender process is completed later this year. The plan includes $7.55 million for water main renewals, $3.6m for sewer main renewals and relinings. In advance of green waste to be added to kerbside collection in 2026/27, the council plans to build a $564,000 consolidation bunker to temporarily store the collected waste before processing. There is $1.2m in community grants, with $428,000 in contestable grants and $783,000 in non-contestable grants given directly to agencies like the Ashburton Trust Events Centre and Safer Mid Canterbury. The plan includes $856,000 to develop a gravel car park on the former Polytech site, which includes the demolition of the buildings. A reconfiguration of the Ashburton Domain playground will begin, with $338,000 of the work budgeted. A business case will be developed for a district learning hub with a budget of $50,000. Council fees and charges increase by 2.5%, except for food licence fees, which increase by 12% and animal control fees by 7%. Refuse and recycling fees, where the material is destined for Kate Valley, have been increased by 9.25% to align with the cost to the council. Mayor Brown's abandoned road cone fee - $10 per cone, with the 'details to come later'- has also been added.

Will There Be A ‘Final Destination Bloodlines' Sequel?

Brec Bassinger in "Final Destination Bloodlines." Since Final Destination Bloodlines made a killing the weekend box office, will it get a sequel? Directed by Zach Lipovsky and Adam Stein, Final Destination Bloodlines scored an estimated $51 million in its opening Friday to Sunday frame from 3,523 North American theaters and $51 million internationally for a worldwide box office tally of $102 million. Produced by Warner Bros., Final Destination Bloodlines had a $50 million budget before prints and advertising, per Variety. The official logline for the sixth film in the Final Destination franchise reads, 'Plagued by a recurring violent nightmare, a college student returns home to find the one person who can break the cycle and save her family from the horrific fate that inevitably awaits them.' Rated R, Final Destination Bloodlines stars Kaitlyn Santa Juana, Teo Briones, Richard Harmon, Owen Patrick Joyner, Anna Lore, Brec Bassinger and the late Tony Todd. Final Destination Bloodlines, aka Final Destination 6, marks the first Final Destination movie since 2011. The original Final Destination movie was released in 2000. Since it has been 14 years since the release of Final Destination 5, it's not a stretch to classify Final Destination Bloodlines as a reboot of the franchise. While a sequel to Final Destination Bloodlines has not been announced, it seems all but a given that at least another chapter — let's just call it Final Destination 7 for now — will be produced following the film's massive success this weekend. After all, there were five Final Destination movies before Final Destination Bloodlines, so it would be non-sensical restart the franchise only to stop it dead in its tracks following such an overwhelming positive reception by both audiences and critics. Note: Spoilers for 'Final Destination Bloodlines' are discussed in the next section. While there is no after-credits sequence tagged onto Final Destination Bloodlines to give a hint that another Final Destination film could be on the way, directors Zach Lipovsky and Adam Stein still constructed a unique sequence to kick off the end credits that begs some questions about the future of the franchise. It happens when the penny that is pivotal to the entire plot of Final Destination Bloodlines rolls across the newspaper clippings about all the victims that death came to claim after they averted a grisly fate in the Skyview restaurant tower disaster. For context, the film begins with a sequence where the Seattle Space Needle-like structure collapses, but thanks to a premonition by Iris (Brec Bassinger), everyone meant to die in the mishap survives. In the ensuing decades, Iris figures out death's plan by collecting newspaper clippings about the grisly demises of not only the people in the Skyview but also all of their blood relatives. Kaitlyn Santa Juana in "Final Destination Bloodlines." Later on, when the adult Iris (Gabriel Rose) hands over the clippings to her granddaughter, Stefanie (Kaitlyn Santa Juana), to warn her of death's plans, Stefanie traces the bloodlines of all the people who died by constructing what amounts to a family tree of death. In a Zoom conversation with Lipovsky and Stein prior to the release of Final Destination Bloodlines, I asked the directors if the sight of the penny rolling across the newspaper clippings bore any significance. Specifically, I asked if there was more Final Destination mayhem ahead since the coin keeps rolling on into the darkness instead of falling flat onto one of its sides and coming to a rest. 'Yeah, I think that was part of it. I think another part of it was what comes right after that is the dedication to Tony Todd,' Lipovsky said, referring to the iconic actor who died in 2024 at age 69. 'It rolls off into the darkness, you hear the theme from [Final Destination 1]and then it tilts up to 'In memory of Tony Todd.' 'I think for us, the penny rolling off was sort of like riding into the sunset, but into the darkness — and not falling over kind of represented Tony's spirit, living on in some ways instead of the penny coming to a rest,' Lipovsky added. 'It's like he's still out there. He's still out in the dark, haunting us for many years to come. So, that's kind of the emotion we're trying to evoke there just before dedicating the film to him.' When it comes to the idea of another Final Destination film, Lipovsky and Stein like the idea of it, but they also know given their three-year commitment to make Final Destination Bloodlines, Final Destination 7 is something that won't happen overnight. 'In terms of more, death's work is never done. There's always more to do,' Stein said with a smile. 'These movies do take several years to figure out because they are such intricate, twisty Rube Goldberg machines. So, you never know what the future holds, but it was definitely fun to do this one.' Final Destination Bloodlines is playing in theaters worldwide.

‘Final Destination Bloodlines' Kills to a Series-Best Box Office

After 14 years, the Final Destination series returned to theaters with this weekend's Bloodlines, and audiences flocked to see some young adults perish. Per Variety, the horror flick has earned $102 million worldwide, a new best for the series. That take is an even split (heh) of $51 million domestically and internationally. For reference, The Final Destination and Final Destination 5 opened to $28.3 and $18.4 million in their respective weekends without inflation. It's good Bloodlines got a theatrrical release instead of opening on HBO Max, because its reception has been pretty high—critics were mixed or negative on earlier movies, but this one is the best-reviewed in the series. Audience reception has been just as strong, helped by some nostalgically terrifying marketing and the film offering a sendoff for series mainstay Tony Todd, who passed away in 2024. Final Destination Bloodlines isn't Warner Bros.' only horror hit. Sinners continues to make money. Domestically, it's made another $15.4 million in its fifth weekend, bringing its total to $240.8 million and $316 million worldwide. Part of that can be attributed to its recent return to IMAX after it took time off to accomodate for Thunderbolts*' and Bloodlines taking its theaters. It's still playing in the format Wednesday, May 21, so go see it while you can. Speaking of Thunderbolts*, the Marvel team-up flick upped its take to $155.4 million domestic and $325 million global. Right now, it's on the low end of Marvel's Phase Five films, ahead of The Marvels ($206.1 million) and behind Captain America: Brave New World ($415.1 million) and Ant-Man & the Wasp: Quantumania ($476.1 million). Next weekend has Mission: Impossible—The Final Reckoning and the Lilo & Stitch remake. There's a lot of momentum behind both going into Memorial Day, so expect them to post big numbers.
