Waco business leader running for County Judge
WACO, Texas (FOX 44) – A McLennan County business leader has announced his candidacy for County Judge. Rick Tullis announced his candidacy on Monday. He has over 30 years in business and enters the race with a record of leadership and a clear vision for the county's future. Tullis was born in Plainview, Texas and moved to McLennan County to attend Baylor University. He graduated in 1993 with a Bachelor of Science in Mechanical Engineering and settled in the Waco area with his wife Elizabeth. Rick went on to become a founding partner and President of Capstone Mechanical, retiring in 2023 after a career in engineering, contracting, and manufacturing with the HVAC industry. Tullis has been a Midway Independent School District Trustee since 2013. He is on the Executive Board of Advisors with the Greater Waco Advanced Manufacturing Academy. He is the Chairman of the Public Policy Committee of the Greater Waco Chamber of Commerce. He is the WorkSITE Workforce Training Initiative Co-Chair of the Advisory Committee. He is also the vice president of the Central Bosque Water Supply Corporation. His past community involvement also includes serving as Chairman of the Greater Waco Chamber of Commerce, President of the Waco Business League, Chairman of the Baylor/Waco Foundation, Founder and Chairman of the Greater Waco Sports Commission, and as a member of the Baylor School of Engineering Advisory Board. Florida man arrested; charged with depositing fraudulent bonds
A Florida man is in the Scott County Jail after Davenport Police say he deposited fraudulent U.S. Savings Bonds at three Davenport credit unions. According to the criminal complaint, officers responded to Family Credit Union, 1530 W. 53rd Street on January 29 at about 12:41 p.m. After an investigation, officers learned that the defendant, identified as Jacquez Tullis, 40 of Tamarac, Fla., deposited nine fraudulent $1000 United States Savings Bonds at three different Family Credit Union locations. Tullis is accused of depositing three fraudulent bonds at the branch at 1530 W 53rd Street on January 27. On January 28th, he allegedly deposited three fraudulent bonds at the Family Credit Union, 1400 Rockingham Road. On January 29th, he deposited three fraudulent bonds at the branch at 4402 W. Locust Street. The bonds returned as 'Bond not Found' in the verification system by the bank. The bonds were unevenly cut, had blurred ink in the print and were printed on different paper when compared with a legitimate United States Savings Bond at the bank. Tullis is accused of withdrawing a total of $16,660 from his account from the fraudulent bond deposits. This created a permanent loss for Family Credit Union of $16,660. Tullis was arrested and charged with nine counts of felony forgery – financial institution and one count of felony first-degree theft. He is being held in the Scott County Jail on a $16,000 cash-only bond and has a preliminary hearing on February 7. Copyright 2025 Nexstar Media, Inc. All rights reserved.
